The Islamabad Chamber of Commerce and Industry (ICCI), in collaboration with the National Energy Efficiency and Conservation Authority (NEECA), hosted an awareness session titled 'Electric Vehicle Charging Infrastructure and Battery Swapping Regulations 2024' at the Chamber House.
The event saw strong participation from the business community, highlighting growing interest in electric vehicles (EVs) and sustainable energy solutions in Pakistan, according to a press release issued Thursday.
ICCI President Nasir Mansoor Qureshi welcomed attendees, underscoring the Chamber's commitment to fostering a business-friendly environment. He highlighted ICCI's role in bridging industry and academia, encouraging fresh graduates to pursue entrepreneurship rather than just seeking jobs. Dr Sardar Mohazzam, Managing Director of NEECA, delivered the keynote address, outlining new regulations aimed at accelerating EV adoption through the establishment of charging and battery-swapping stations nationwide. Key initiatives include a one-window operation for ease of business, cost-effective electricity tariffs for EV charging, and public-private partnerships to expand the EV network.
Mohazzam also highlighted the importance of ensuring grid readiness, supporting small-scale enterprises, and contributing to Pakistan's emission reduction efforts.

Power-intensive items: PPRA seeks registration data from NEECA

ISLAMABAD: The Public Procurement Regulatory Authority (PPRA) has directed the National Energy Efficiency & Conservation Authority (NEECA) to provide detailed registration data of five power-intensive items that require regulatory oversight. This directive was issued during a meeting between representatives of PPRA, Power Division, NEECA, and the Pakistan Standards and Quality Control Authority (PSQCA), convened to discuss reform measures agreed under the International Monetary Fund's (IMF) Resilience and Sustainability Facility (RSF). The primary objective of the meeting was to facilitate information sharing for advancing regulatory enhancements aimed at mandating compliance with Minimum Energy Performance Standards (MEPS) in public procurement. PPRA approves new set of rules A Policy Specialist from PPRA highlighted that the authority is still awaiting the necessary information from NEECA, which is a prerequisite for initiating any regulatory enhancement. The Director of Strategy Management Office (SMO) at NEECA informed the participants that under the Pakistan Energy Labels Regulations 2023, NEECA has registered 32 LED manufacturing companies and 62 fan manufacturing companies. He added that data on the total number of makes and models from these companies is currently being compiled digitally. Deputy Secretary Power Division Sami Ullah Khan stressed the importance of a comprehensive market assessment by NEECA regarding the availability of MEPS-compliant companies and products. He emphasised that such an assessment is crucial before enforcing MEPS-compliant procurement to prevent market monopolization. Director General Legal at PPRA noted that as the government-mandated body, NEECA must formally communicate to PPRA the market readiness of the five MEPS-compliant power-intensive items. He further stated that any regulatory enhancements must ensure the principles of fair competition and equal opportunity are upheld. After detailed deliberations, it was agreed that NEECA would formally submit to PPRA, by August 15, 2025, the following: (i) registration details of the five power-intensive items registered under the Pakistan Energy Labels Regulations ;(ii) key considerations for regulatory enhancement ; and (iii) recommendations including proposed Star Label Categories and other relevant measures. Upon receipt of the information, PPRA will initiate the necessary steps toward regulatory enhancement, in coordination with the Power Division, PSQCA, and NEECA. Copyright Business Recorder, 2025

Business activities remain normal in twin cities

ISLAMABAD: The business activities remained normal in the twin cities of Islamabad and Rawalpindi, as businessmen did not observe a shutter down strike against the extraordinary powers of the Federal Board of Revenue (FBR) to make arrests under Finance Act 2025. The tax-related issues concern the implementation of the Finance Act 2025, including arrest powers under 37A of the Sales Tax Act, payment of Rs200,000 through cash, e-bility, and other enforcement provisions introduced under the Finance Act 2025. Shops and businesses remained open in all the key and local areas including main Murree Road, Saddar, Satellite Town and old city. Meanwhile, President Islamabad Chamber of Commerce and Industry (ICCI) Nasir Qureshi was of the view that the business community of the federal capital did not support the strike call. 'We have had discussion with Haroon Akhtar, SAPM on industries and he has assured to take up the matter with the PM - therefore, it's our responsibility to wait for a few days to see the outcome of his assurances,' he added. The 12-member committee has been constituted under the Chairmanship of Haroon Akhtar Khan, Special Assistant to the Prime Minister on Industries and Production. The committee also included Minister of State for Finance Bilal Azhar Kayani, PM's Coordinator on Trade Rana Ehsan Afzal Khan, FBR Chairman Rashid Mehmood Langrial, and representatives nominated by the business community and chambers of commerce. The committee will hold detailed deliberations over the next 30 days and present a consensus-based and workable solution to the prime minister and the federal cabinet. The business community openly shared their concerns and suggestions during the meeting, and the government expressed its commitment to take all stakeholders into confidence. It was agreed that every effort would be made to address traders' concerns related to transactions and to avoid causing any difficulties for the business community. Meanwhile, President All Pakistan Anjuman-e-Tajiran Ajmal Baloch said that the traders will hold protest demonstrations across the country on July 26 against new amendments in the finance bill. 'We are waiting for the reply from PM Office, and in the meantime our token protest will be held as per schedule, in the second phase we will go for token shutter down strikes,' Baloch said. He slammed the bureaucracy and said that they work with deception, and if the government failed to take back the new powers given to FBR officers, we will increase pressure.
