‘Refrain from acting on Petronas-Petros dispute'

The Sun05-05-2025

PETALING JAYA: Prime Minister Datuk Seri Anwar Ibrahim has called on all parties to refrain from taking any action or making statements until further discussions are held with the Sarawak government regarding the ongoing licensing dispute between Petronas and Petroleum Sarawak Bhd (Petros).
He said the federal government and the Sarawak government would engage in further discussions to finalise the Petronas-Petros arrangement once Sarawak Premier Tan Sri Abang Johari Abang Openg returns from his official visit to London.
'I had the opportunity to speak with Premier Tan Sri Abang Johari yesterday regarding Petronas-Petros arrangements based on the principles previously agreed upon,' Anwar said in a post on his Facebook page yesterday.
'I'm highly confident that the issue can be resolved with wisdom and by staying firmly within the bounds of healthy and meaningful discourse, Insya-Allah.'
Anwar's comments came after Petronas confirmed that its subsidiary, Petronas Carigali Sdn Bhd (PCSB), received a notice on April 30 from the Sarawak Utility and Telecommunications Ministry concerning gas processing and distribution.
It was reported on May 2 that Sarawak had issued a legal notice to PCSB for allegedly operating without a permit at its Miri Crude Oil Terminal.
PCSB was given 21 days in the notice dated April 30 to obtain the necessary licence, failing which it could face financial penalties under Section 21A of the Distribution of Gas Ordinance (DGO) 2016.
It was also reported that PCSB, which functions as the upstream subsidiary of Petronas, is accused of violating Section 7(e) of the DGO 2016.
This provision mandates that a licence be obtained for constructing, managing or maintaining gas pipelines and related infrastructure.
The DGO, which took effect on July 1, 2018, designated Petros as the state's regulator and sole gas aggregator. This was part of Sarawak's broader initiative to assert greater control over its natural resources.
Petronas failed to obtain an injunction in a Kuching High Court to halt the suit filed by state-owned Petros to stop the court from hearing the suit on gas payments.
The national oil firm told Bernama that Petronas Carigali is statutorily authorised under the Petroleum Development Act 1974 to undertake the company's activities and comply with all applicable laws in doing so.
Abang Johari was quoted by the Sarawak Public Communications Unit as saying that discussions are moving forward based on a win-win approach for both Sarawak and Petronas.
'In this oil and gas matter, we've been tactfully 'playing ball' with Petronas for a while now.'
He said Anwar had contacted him and both of them agreed to move forward with a fair and sincere approach.
He added that Sarawak had fulfilled its responsibilities despite not receiving additional revenue.
'This solution will be based on mutual goodwill and the belief that the nation's oil and gas wealth should be shared fairly.'

Fahmi: Social media platforms remove 159,518 harmful content

SOCIAL media platforms Facebook, TikTok and YouTube have agreed to remove 159,518 pieces of content related to online gambling, scams, cyberbullying and fake news as of yesterday, said Communications Minister Datuk Fahmi Fadzil. He said the figure is part of 174,473 online content takedown requests made so far this year. 'Of the total, nearly 160,000 pieces of content have been taken down, with 51 per cent involving online gambling, 25 per cent scams, 12 per cent cyberbullying and nine per cent fake news. 'Of these, 57 per cent were on Facebook, 28 per cent on TikTok, and 13 per cent on YouTube. Other platforms involved smaller numbers, but these three alone represent nearly 95 per cent of the overall problems we are seeing on social media,' he said at the Communications Ministry's monthly assembly at Menara Komunikasi here today. Present were Deputy Minister Teo Nie Ching and secretary-general Datuk Mohamad Fauzi Md Isa, as well as Malaysian National News Agency (Bernama) chief executive officer Datin Paduka Nur-ul Afida Kamaludin. Fahmi said that despite the ongoing efforts to remove such harmful content, there are growing concerns over the continued presence of child exploitation content online, particularly on Facebook. 'This raises the question of whether existing laws and cooperation are sufficient, or whether we need a more strategic and efficient approach to tackle the issue. 'We are aware that late last year, the Royal Malaysia Police and the Malaysian Communications and Multimedia Commission (MCMC) conducted an integrated operation known as Op Pedo,' he said. On the government's move to implement a licensing framework for social media platforms earlier this year, Fahmi said the initiative aims to make digital platforms in Malaysia safer, especially for children. He added that the government's efforts have continued with the passing of the Online Safety Act (OnSA) 2024 in Parliament last December, which will be enforced soon. 'For everyone's information, the OnSA has received royal assent from His Majesty Sultan Ibrahim, King of Malaysia, and is currently in the process of being enforced,' he said. The OnSA grants the MCMC the authority to take action against social media platforms that fail to fulfil their obligations. — BERNAMA

Could hypermart chain Lulu Group's KL shutdown be due to its ‘silly' name, unglamourous location?

THERE are many indicators used to gauge economic climate. One of them is when large businesses start shutting down, proffering a variety of reasons ranging from tough business environment, heightened competition and price sensitivity. The latest casualty in the ultra-competitive FMCG (fast moving consumer goods) retail sector is the Lulu Group which has shut down its hypermarket operations in Malaysia. However, it will continue to run the wholesale division in the country. According to The Edge, the United Arab Emirates (UAE)-based Lulu Group had been making various rounds of promotions and clearance sales at its outlets earlier this year, culminating in a closure notice posted on the doors of its first ever outlet at CapSquare in Kuala Lumpur about the cessation of operations effective June 9. News of the closure was also shared on Facebook on the Malaysia Shopping Mall page with the poster claiming that the Lulu Group had suffered losses of up to RM1 bil in the past decade (this remain unverified). The FB post has generated plenty of comments with netizens positing why the hypermarket operations was a failure. The name of the hypermarket was cited as a possible reason with some presumably Feng Shui fans highlighting that it sounds like 'stupid' in Cantonese. The mall's locations were also cited as possible reason for the closure with CapSquare labelled as 'unglamourous'. One commenter surmised that Lulu's closure was down to tough economic times. With the cost-of-living crisis biting hard, consumers are spending only on essential household items which they tend to pick up in smaller quantities at neighbourhood convenience stores, namely 99 Speedmart and KK Super Mart. Pointing out that Lulu hypermarkets were thriving in the Middle East serving Indian customers, it was argued by one commenter that perhaps the approach of targetting this demographic could not sustain its operations here in Malaysia. Stiff competition in this segment was also cited as a potential reason for Lulu shutting its doors. Modern consumers mainly buy online was the reason posited by another netizen. He also pointed out that other businesses have contingency plans such as a hotel converting into luxury small home-office units. It was also highlighted that the owner of Lulu Group – M.A. Yusuff Ali – was in the top 50 richest individuals in India, perhaps to show that the closure was down to business reasons alone and not because the parent company was going bust or had cash-flow issues. A glut of retail outlets was also blamed for this hypermarket brand's demise. Some though did contend that it was unlikely that a business would only pull out after posting losses of RM1 bil. The plug would have been pulled sooner. One commenter even suggested that Lulu Group was 'cashing out' having made enough profit. Whatever the reason, it is a worrying sign when hypermarkets dealing in FMCG goods have struggled. But tough times breed tougher business entities, ie those that can offer better services and better pricing will not only survive but thrive. Therein, lies the silver lining. – June 12, 2025

Sabah named ‘Malaysia's Most Outstanding State' for 2024

Azman Ujang, a chief judge of the awards, highlighted Sabah's potential in economic development and environmental sustainability. (Wikipedia pic) PETALING JAYA : Sabah has made its mark by being named 'Malaysia's Most Outstanding State' for 2024 at the International Business Review (IBR) Asean Awards 2025. Former Petagas assemblyman James Ligunjang said that for the first time, the awards extended recognition to state governments, acknowledging exceptional leadership and accomplishments at the state level alongside corporate achievements. Ligunjang said in a statement that under chief minister Hajiji Noor's leadership, Sabah had received the highest honour for implementing the Sabah Maju Jaya development framework. The framework centres on four pillars: championing Sabah's rights, leading with integrity and efficiency, fostering development aligned with the Shared Prosperity Vision 2030, and maintaining unity among the state's diverse communities. He said key achievements that contributed to the recognition include an increase in federal special grants from RM26 million in 2022 to RM600 million in 2025, and a 47% rise in foreign tourist arrivals, boosting the state's revenue. Other highlights include a substantial stake in oil and gas revenues from the commercial cooperation agreement with Petronas, yielding over RM3 billion in 2023, as well as foreign investments soaring from RM132 million in 2023 to over RM1 billion in 2024. Ligunjang also cited progress on the Pan-Borneo Highway, linking major cities and rural areas, as a key achievement by the state. He said that Azman Ujang, a chief judge of the awards, also highlighted Sabah's potential in economic development and environmental sustainability. 'He noted increased foreign investment interest, with investments rising from RM132.7 million in 2023 to RM1.07 billion in 2024, and praised the Kota Kinabalu Industrial Park's record-high occupancy rate of 90% with 288 active investors. 'Sabah also achieved the highest manufacturing sector growth rate in Malaysia at 4.4% in 2023,' Ligunjang said. He said Azman had also emphasised the state's focus on human capital development and environmental conservation, with 62% of Sabah's land, amounting to 4.6 million hectares, declared free of logging, as part of long-term sustainability strategies. The official awards ceremony is scheduled to be held on July 19, at the Sabah International Convention Centre, Kota Kinabalu, with Hajiji expected to attend as an honorary guest. Ligunjang said the award was announced by the event's secretariat, which also honoured Negeri Sembilan as Malaysia's 'Most Progressive State' for 2024.
