Delhi Civic Body Lays Out Plan To Address Stray Dog Menace

On Wednesday, the Delhi civic body chaired a meeting to address stray dog attacks in the capital, forming a Standing Committee to address the menace.
The meeting's agenda was focused on scaling up sterilisation drives, resolving bureaucratic delays, and involving more organisations to accelerate implementation.
The meeting was held by Standing Committee Vice-Chairman Sunder Singh, who heads the subcommittee, and included Chairperson Satya Sharma.
"The Corporation is committed to resolving this issue. Citizen safety comes first," said Mr. Sharma, acknowledging growing public anxiety.
"This is a public health challenge requiring immediate attention," he stated.
NGOs Re-Engaged, Area-Based Plan Proposed
The committee has decided to re-engage with NGOs handling sterilisation and invite additional organisations to address execution gaps slowing drives across wards. A constituency-wise rollout was proposed to localise accountability and enhance response to area-specific complaints.
MCD officials identified policy hurdles as a major obstacle. The committee will seek support from the Delhi government and the Centre to streamline approvals and expedite processes.
The subcommittee must submit a report within a month, with its next meeting scheduled for Monday. "This requires a coordinated, long-term response with policy-level support," Mr. Sharma said.
Rising Public Outcry, National Spotlight
The MCD's urgency follows public outcry amplified by NDTV's "Stray Dog Dilemma" campaign, highlighting daily bite incidents in Delhi-NCR, from residential colonies to school zones, and hospital admissions due to dog attacks. The campaign has raised concerns about enforcement gaps, legal ambiguities, and the lack of a city-wide strategy.
No Clear Timeline for Relief
While the formation of the subcommittee marks a step forward, on the ground, the situation remains unchanged for now. Bite cases continue to be reported from Dwarka, Rohini, Narela, and parts of South Delhi, with residents saying they have been left to fend for themselves.
Wednesday's meeting shows intent, but as the "Stray Dog Dilemma" unfolds on screens and streets, residents await tangible change.

It was highlighted that the existing system, marked by fragmented databases, multiple licensing authorities and complicated fee structures, often results in harassment of applicants, corruption, and loss of Cabinet Secretariat, following a recent review chaired by the Prime Minister, had asked the Delhi LG to undertake specific short-term reforms to ease compliance and governance. Among the major issues discussed were empanelment of third-party auditors for fire clearances, creation of a common application form for No Objection Certificates (NOCs), extension of third-party certification for building plan approvals, and linking databases of agencies such as MCD, NDMC, DPCC, FSSAI, GST, and Labour government is also exploring the adoption of Tripura's self-certification model for industries with investments up to Rs 2 crore, and third-party audit for larger ones. It was also proposed to align MCD zones with revenue districts and bring local offices of departments such as health, education and PWD under the coordination of district AR Department has been tasked with developing a standardised inspection format for district-level review of services like roads, drains, hospitals and schools. AAP, BJP Play Blame Game Over Rising Dengue, Malaria Cases In Delhi

A blame game has started in Delhi between the Aam Aadmi Party (AAP) and the BJP-led Municipal Corporation of Delhi (MCD) on Friday over the rising cases of vector-borne diseases in the national capital. Both are trading accusations, while health experts warn of a potential surge if timely interventions are not implemented. To put the Rekha Gupta-led BJP government in the dock, the AAP has alleged that malaria cases in Delhi have broken a 10-year record. According to official figures, Delhi has reported 277 dengue cases, 124 malaria infections, and 18 cases of chikungunya so far this monsoon season. AAP Trains Guns At MCD AAP leader Saurabh Bharadwaj said the rising disease numbers reflected larger issues with civic infrastructure. "Malaria cases in Delhi have broken a 10-year record. This isn't just a number, it's a symptom of how deeply mismanaged the city is," he said during a press conference on Friday. Pointing to the instances of waterlogging in Connaught Place, Sadar Bazar, and Janpath, Mr. Bharadwaj said, "BJP ministers repeatedly claim there's no waterlogging, but the rising malaria cases tell a different story. AAP ran the MCD for two-and-a-half years. Did they eradicate mosquito breeding? They didn't even release full data on dengue and malaria cases then," Mr Singh said. He also highlighted the civic body's recent initiatives to prevent mosquito breeding and vector-borne diseases, which include spraying at 49,718 locations, conducting 8.2 lakh home inspections, and issuing over 5,600 legal notices for mosquito breeding violations. "We're acting on a war footing. These baseless accusations by AAP are just a political diversion," Mr Singh said, adding that AAP leaders have not been active participants in health discussions. Between Politics and Public Health, Residents Want Solutions As political back and forth continues, residents say they're more concerned about on-ground response than party positions. "We don't want daily updates on blame. We want clean streets, regular spraying, and health camps," said a resident in West Delhi.
