Manama, Kingdom of Bahrain – Seef Properties announced the start of the design phase for its mixed-use real estate project in Dammam, which marks the company's first step in its expansion into the Saudi market, and is carried out in partnership with Majd Investment Company. The project is part of Seef Properties' strategic plan to maximize shareholder value and drive sustainable growth by entering new markets in the region, in line with its approach of investing in promising opportunities and expanding its entertainment and hospitality portfolio in Saudi Arabia.
The development is one of the most significant initiatives in the Eastern Province, aiming to create an integrated destination featuring residential, commercial, entertainment, and office facilities built to the highest standards of comfort and sustainability. This move follows a strategic agreement signed during last year's Cityscape global exhibition in Riyadh and represents a milestone in strengthening Seef Properties' regional presence.
With the project now in the design phase, a team of leading international and local consultancy firms has been appointed to oversee its development. Benoy Limited, a global architecture firm, will handle the master plan, architectural, and interior design. Mohamed Salahuddin Consulting Engineering Bureau (MSCEB) will provide all engineering design services and supervise on-site construction. Cracknell Landscape Design LLC, a renowned urban design and planning firm, will design the project's green and outdoor spaces. Impact Consulting Engineers will serve as the appointed architectural engineering office responsible for securing official approvals. Mashari Al Shathri Engineering Consultants (MISSION), a Saudi firm, will conduct the traffic studies. Haj Gulf, a specialist in project and cost management, will oversee project and cost management services.

Tourists travelling to Saudi Arabia can get 15% VAT refunded on eligible purchases at three major airports, facilitated by an authorised provider — Global Blue. Saudi Arabia's Zakat, Tax and Customs Authority (ZATCA) launched the new VAT refund programme, which came into effect on April 18. The service, at its initial phase, is available at King Khalid International Airport in Riyadh, King Abdulaziz International Airport in Jeddah, and King Fahd International Airport in Dammam. The initiative aims to enhance Saudi Arabia 's appeal as a tourist and shopping destination. Below is a step-by-step breakdown of how you can claim your refund if you shop for more than SAR500 (Dh489). Shop at a certified store You can only claim refund if you shop at a store certified by Global Blue. Look for the visible sign indicating certification. Present your passport or GCC national ID to the store staff before completing your purchase, so the transaction can be linked to your official document number. A 'Tourist Tax Refund Invoice' will be issued for the refund process. If you make purchases at the same store without requesting the tax refund form, you can still combine up to three invoices from the same store on the same day to reach the minimum shopping amount eligible for refund. You can also use the Global Blue app to scan your personal digital QR code at checkout. Your personal information will be auto-filled. Customs verification When leaving the country, look for a Global Blue self-verification kiosk at the airport to submit your tax refund request and validate your tax-free shopping form before departing. For high-value items such as watches and jewellery, manual customs approval may be required by ZATCA. The time between the purchase date and tax refund validation must not exceed 90 days. Do not put your purchased items in check-in luggage, as you may be asked to present them for inspection. Keep the related invoices with you for customs verification. You will also need to present the original tax refund invoices, your passport and other travel documents like boarding pass or flight ticket. Cash or card? During the verification process, you will be asked to choose your preferred refund method — either by cash or credit card. The maximum cash refund allowed is SAR5,000 per person per day. For amounts exceeding this limit, refunds will be processed to your credit or digital card issued outside Saudi Arabia. You will be asked to swipe the card, and the refund amount will be deposited within 3 business days. Who is eligible? To qualify, the person must not be a Saudi citizen or have permanent residence in Saudi Arabia. The buyer/tourist has to be 18 years or older at the time of purchase. Crew members on a plane, ship, or other transport leaving Saudi are not eligible. The person should also not be on any list that prohibits VAT refunds. Which g oods are eligible for tax refund? The items have to be bought from certified stores for tax-free shopping. The goods have to be for personal use, not commercial. Items that are not consumed or used in Saudi Arabia must remain in original packaging. The items have to be in the tourist's personal luggage upon departure. Property prices and rental rates in areas near the UAE's Etihad Rail have seen double-digit growth in 2025, with further appreciation expected. Real estate industry executives predict property values could increase by up to 25 per cent, while rents may rise as much as 15 per cent. 'Rental values in areas close to Etihad Rail stations have seen consistent growth, averaging a nine per cent increase over the past nine months. Dubai Festival City posted a standout 23 per cent rise, followed by a 10 per cent increase in Dubai South. This mirrors rental trends seen in areas under construction of the Dubai Metro Blue Line, where rents have already jumped by 23 per cent,' said Christopher Cina, director of sales at Betterhomes. 'Accessibility creates demand, and properties located within easy reach of the new rail stations will command a premium, which we expect to be from 10 to 20 per cent.' Regarding property prices, Cina added that values in zones near Etihad Rail stations have risen by an average of 13 per cent over the past nine months. 'Dubai Festival City, located near Al Jaddaf Station, led the surge with an impressive 18 per cent increase, followed closely by Dubai South and Dubai Investments Park at 17 per cent each,' he noted. The UAE's national railway project is set to launch passenger services in 2026. Once operational, it is projected to accommodate around 36.5 million passengers annually by 2030. Spanning approximately 900km, the network will connect 11 cities and regions across all seven emirates. Drawing comparisons with the Dubai Metro Red Line — where properties within a five to 15-minute walking radius appreciated by 15 to 25 per cent — Rupert Simmonds, director of leasing at Betterhomes, said: 'Given Etihad Rail's national scale and its integration with key hubs like the expanding Al Maktoum International Airport, it's conservative to project a 10 to 15 per cent appreciation in residential values in the near future.' Growing buyer interest With expectations of higher returns on properties near Etihad Rail stations, investor interest is surging, as many look to capitalise on early entry opportunities. 'We have seen a rise in client interest, with agents guiding clients toward strategic locations where they can enter the market early, with the expectation that demand will push both sales prices and rental yields upward. As stations become operational, the premium for well-connected homes, whether apartments or villas, will likely mirror the uplift we saw in Dubai Marina and Downtown after the metro launch,' said Mark Castley, CEO of Real Estate at Huspy. He projected that residential properties near Etihad Rail stations could see a price increase of 15 to 25 per cent within the first three to five years following the launch of operations. 'The strongest growth is likely to occur in areas that combine affordability with improved connectivity, attracting both end-users and investors. This includes ready properties that will immediately benefit from better accessibility, as well as off-plan developments launched ahead of completion,' he explained. Similarly, Huspy's CEO anticipates rental values in the vicinity of the stations to increase by 10 to 15 per cent over the next 12 to 24 months.

Dubai's property market defied the usual summer slowdown in July, with rental activity jumping as families and professionals moved to the emirate ahead of the new academic year, data from the Dubai Land Department (DLD) showed. The total value of property sales transactions rose 17 per cent month-on-month to 51.67 billion dirhams ($14.1 billion), while transaction volumes increased 21 per cent from June and 26 per cent compared with the same month last year, according to DLD figures. Relocations drive Dubai's summer rental boom The rental market led the surge, with new contracts climbing 12 per cent in July from the previous month. Villas and townhouse rentals rose 8 per cent by volume, while apartment rental activity jumped 37 per cent, fuelled by incoming teachers, hospitality workers and corporate staff preparing for September starts. 'July has been one of our strongest months yet,' said Lewis Allsopp, chairman of real estate agency Allsopp & Allsopp. 'This is prime time for people relocating, starting new jobs, or getting children settled in school.' The company reported a 26 per cent monthly increase in villa and townhouse rentals, alongside a 33 per cent annual rise in average prices for these properties. Villas and townhouses accounted for 33 per cent of rental transactions by volume but 58 per cent by value, reflecting growing demand for space among relocating families. Dubai's private school student enrolment has already risen 6 per cent, with five new schools set to open next year, supporting demand for larger family homes. The traditionally quieter summer months have also seen a 21 per cent rise in new property listings and a 244 per cent jump in viewings at Allsopp & Allsopp, highlighting what agents say is a structural shift in Dubai's real estate cycle. 'The perception that the market slows when people leave for holiday is outdated,' Allsopp said. 'The activity we're seeing underlines Dubai's pull as a place to live and work.'
