Prayagraj civic body to impose house tax on 1.25 lakh buildings in new urban areas

Time of India02-05-2025
PRAYAGRAJ
: Property owners in the newly incorporated regions of
Naini
,
Jhunsi
,
Phaphamau
, Jhalwa and Bamrauli will be required to pay house tax to the municipal corporation starting this financial year.
This regulation affects approximately 1.25 lakh buildings in these extended urban areas, marking their initial inclusion in the municipal tax system.
If the owners want to avail the benefit of self-tax assessment, they will have to provide the details of their house. After checking the details, the corporation will revise the bill generated based on a survey of the buildings in the urban limits.
Since
Prayagraj Municipal Corporation
is preparing to send the house tax bill to the owners of the entire extended area of the city in the first week of May, there was a demand for revising the house tax from the owners who are paying house tax for the first time. After deliberating on this issue, it was decided that for revising the house tax under self-tax, the owner will have to attach a photo with the details of the house or the form. If required, the corporation will also inspect the buildings.
The chief tax assessment officer of PMC, PK Dwivedi, said, "A survey of the buildings has been done in the urban limits. It is possible that there may have been an error in the survey. If the building owner gives the details of the building along with the self-tax form, we will correct the error, if any."
In the last financial year, house tax was imposed on around 45,000 buildings in the extended area, where development has taken place on the lines of the city. About 9,000 building owners deposited the house tax. Those who did not deposit the tax of the last financial year will have to pay interest on the outstanding amount. These 45,000 house owners are apart from the 1.25 lakh houses which will soon receive the tax bill.
PMC will also give a 10% discount to the building owner for depositing the house tax by July 31. "If the house tax of the last financial year is pending, the owners will have to pay interest on the outstanding amount as per the Municipal Corporation Act," said Dwivedi.
The house tax bills of 2.40 lakh house owners of the old urban area have been uploaded on the portal and a copy of the same will also be sent to the house owners at their homes. This time, the house tax bills will be distributed first in those areas where the house owners use the portal less. Property owners have the convenience of paying their house tax remotely. They can simply scan the QR code available on their bills. To make the payment, owners need to access the Municipal Corporation's official website at www(dot)allahabadmc(dot)gov(dot)in. The corporation offers multiple payment options, including online transactions and cash payments.

ESR's claim of beneficiaries of property tax discount for green building norms compliance doubling under PMC questioned

1 2 Pune: PMC's latest Environment Status Report (ESR), published on Tuesday, shows that the beneficiaries of its 'green building norm property tax discount' doubled in the last six years. However, are these effects reflecting on ground? This is the question being asked by citizens, activists and experts, while demanding better scrutiny of compliance from the civic administration. The 'green discount' of 5-10% in property tax is offered to property owners who have installed solar and vermicomposting systems. Pune Municipal Corporation's (PMC) ESR data states that around 86,000 property owners benefited from it in 2019-20, rising to around 1.5 lakh in 2024-25. Beneficiaries crossed the 1-lakh milestone in 2020-21 for the first time and remained above this mark till the last financial year (FY). Refuting this, PMC officials claimed they conduct surprise checks and direct property owners to maintain the facilities if any shortcomings are found during the visits. As per PMC data, civic areas hosted around 8.5 lakh properties prior to 2017. After the merger of 11 villages, this increased to around 10 lakh. Thereafter, nearly 2 lakh properties were added to the tax ambit of PMC after the merger of 23 villages in 2021. At present, the total number of properties under PMC limits is at least 12.5 lakh. PMC set a target of Rs2,492.83 crore in revenue from building permissions for FY 2024-25, and a similar expectation of Rs2,549.79 crore from the property tax department. Interestingly, while the property tax department mopped up around Rs2,360 crore in this fiscal, the building permissions department surpassed its collection as well as its own target, drawing in around Rs2,600 crore. In the previous 2023-24 fiscal as well, the building permissions department earned over Rs2,300 crore, surging ahead of property tax collections of around Rs2,268 crore. Amid the evident rise in building permissions in the city, activists are insisting that vigilance must be heightened to ensure green compliance. Social activist Vijay Kumbhar said that PMC needs to ensure regular inspections. "The civic body made this installation of green facilities compulsory, so many societies have done it. Now, PMC should make sure these are functional," he told TOI. Suhas Patwardhan, chairman of the Pune District Co-Operative Housing Federation, echoed, "These facilities are the need of the hour. They are not only helping housing societies but are also good for the environment by reducing use of fossil fuels. Our organisation creates awareness to promote such facilities in societies. However, the implementation definitely lacks consistency." Avinash Sakpal, head of PMC's property tax department, told TOI, "The civic administration carries out surveys annually with the help of ward offices. If any property owner is found to have failed in maintaining the facilities, health officials of ward offices submit reports, and the tax discount is scrapped accordingly."

Demand in Uruli-Phursungi to merge back with PMC

Pune: Former corporators and some other residents of Uruli-Phursungi have demanded that the state merge the areas back with the Pune Municipal Corporation (PMC) ahead of the civic poll. Tired of too many ads? go ad free now The areas were merged with PMC in 2017 and removed in 2024, with a separate municipal council being formed. The aforementioned group of local residents wants the council scrapped and a return to the PMC administrative arrangement. They have submitted a memorandum to deputy chief minister Ajit Pawar. Phursungi resident Sanjay Harpale said, "The council is not able to work effectively. The whole thing is a mere formality amid lack of manpower and funds, the latter being stuck with the state govt." The group said both villages had around 150 govt staffers to look after issues affecting the areas and it has reduced to 60 after the demerger. The annual revenue generation of the council is expected to be around Rs40 crore — insufficient for development works. "The demerger has caused more problems than improve the situation. Structured growth of infrastructure and civic facilities can gather pace only if the areas are attached to PMC, and thus our demand for a remerger," said Ranjit Raskar, a former gram panchayat member. A section of residents said they were getting facilities including scholarships for students and other health benefits, like dialysis, at discounted rates in civic hospitals while in PMC's jurisdiction. A large number of local residents from financially weaker sections used to gain from many such facilities which stood discontinued after the demerger. Civic officials said the initial proposal for merging 34 villages was approved in 2013-14. Tired of too many ads? go ad free now PMC included 11 villages in its jurisdiction in 2017 following court instructions. Nine villages were partially merged, while Uruli Devachi and Phursungi were fully integrated. PMC expanded to become the largest municipal corporation in the state after including 23 villages in July 2021. In Sept 2024, Uruli Devachi-Phursungi went through a demerger process after many residents raised the demand. Another section of residents said that for years, they have not had basic facilities like drinking water and are troubled by the poor road infrastructure. They have demanded the administration focus on such issues on priority. PMC had two elected members from both the areas. After the municipal council was formed, people's representation was hampered and, more so now, since the areas will not be considered for the delimitation process for civic poll likely to be held in Nov or Dec. Thus, the growing demand from former corporators and some residents.
