North Korea claims to launch repaired warship on second try

June 13 (UPI) -- North Korea successfully launched a 5,000-ton destroyer that was damaged during its first launch attempt last month, state-run media reported Friday, with leader Kim Jong Un in attendance and vowing to build two more warships next year.
The launch ceremony was held Thursday at the Rajin Shipyard, the official Korean Central News Agency reported.
Kim witnessed the destroyer's botched launch on May 21, and called it a "criminal act caused by absolute carelessness, irresponsibility and unscientific empiricism which is out of the bounds of possibility and could not be tolerated."
He demanded that the warship be restored by the start of a ruling party congress in late June and warned of serious consequences for those found responsible for the launch mishap.
At least four officials have been arrested so far, including vice department director of the Munitions Industry Department Ri Hyong Son, according to state media.
The capsized ship, named the Kang Kon, was raised at Chongjin Shipyard last week and moved to the Rajin site on the northeastern tip of the country for repair.
In remarks delivered at the ceremony Thursday, Kim said that the failed launch "impaired the dignity and prestige of the country," but claimed that it had not impeded the country's naval modernization goals.
"No obstacle could delay the important course of bolstering up the naval combat power," Kim said, according to KCNA.
"We safely raised and floated the ship in just two weeks after the accident, and today, we have concluded the complete restoration as planned," he claimed.
It is unclear whether the ship has been fully repaired or when it will be ready for use.
"The vessel has yet to undergo critical phases before it can be deemed operational," the Washington-based Center for Strategic and International Studies said in a report Thursday. "It will require considerable time to complete fitting out, manufacturer's trials and navy acceptance trials before being committed to operations."
The Kang Kon was the second warship introduced by North Korea in recent months, following the launch of its 5,000-ton Choe Hyon destroyer at the Nampo Shipyard on April 25. That vessel is armed with a wide range of weapons, including supersonic cruise missiles and strategic cruise missiles, according to North Korean reports.
Photos released by the North showed that the Choe Hyon's missile and radar systems resemble those found on Russian vessels, prompting speculation that Pyongyang received technical assistance from Moscow in its development.
North Korea has deployed troops, artillery and weapons to Russia to aid in Moscow's war against Ukraine, and is believed to be receiving much-needed financial support and advanced military technology for its own weapons programs.
In his remarks at the launch ceremony, Kim said the North "will continue to commission two destroyers of the same class or higher into the navy every year."
He cited growing threats from the United States and its allies as a primary reason for the country's warship construction plans.
"Recently, the provocative intentions of the United States and its military forces have become more and more hostile, and the level of threats to our safety has clearly gone far beyond dangerous limits," Kim said. "Having ocean-going operational capability and exercising naval power in the ocean is an essential choice to protect national sovereignty and security interests."

President Donald Trump says he is now narrow down the list of prospects for who could be the next Federal Reserve chair to four candidates. Not on that list, Treasury Secretary Scott Bessent. Trump told CNBC in an interview Tuesday morning, this morning that Bessent told him last night, he doesn't want the job for Fed chair and wants to stay where he is right now as Treasury Secretary. So who is on that short list? Well, the president said the two Kevins are doing well, implying that the former Fed governor Kevin Warsh and current director of the President's National Economic Council, Kevin Hassett are in the running. Both have advocated for lower interest rates, something the president wants. Meanwhile, Fed governor Chris Waller is also thought to be in the running. When asked about Waller, Trump didn't deny that Waller was among the four possible contenders. Waller dissented last policy meeting against holding rate steady, preferring to cut rates by 25 basis points instead. Now this news comes after Fed governor Adriana Kugler unexpectedly announced she's resigning effective this Friday, offering the president an opportunity to fill an open slot on the Federal Reserve Board of Governors when he's aggressively been pushing the central bank to lower interest rates. The president also noted he will announce a replacement for Kugler very shortly and then that person could go on to become the next Fed chair. He says he expects to make an announcement on the next Fed chair soon. Josh. And Jen, while we have you, how much would the person who fills Kugler's seat, how much would that tip the scales for a decision here? Honestly, Josh, it may not tip the scales all that much. We know that he's probably going to appoint a dove, someone who favors lower interest rates because he has been hammering the central bank for lower interest rates. But that would only give you officially three doves, right? Because we know Fed governors Waller and Bowman, both support cutting interest rates right now. Then you'd have the third person in place, but then you'd have the rest of the 19 member FOMC committee to contend with, and we know that the rest of those members remain in a wait and see mode. There are some that are more middle of the road, like San Francisco Fed president Mary Daly, who could be inclined to vote for a rate cut by September, though that remains to be seen based on the data, but it's not a slam dunk that one change in one position could alter the voting of the Federal Reserve. Aug. 5—MOSES LAKE — Options for changing fire and EMS delivery in and around Moses Lake, or whether to keep the existing system, will be the subject of a study commissioned by city officials. The city has issued a request for proposals for a consultant to study three alternatives, and Mayor Dustin Swartz said it's a sign of growth in Moses Lake and the surrounding area. "How can we make this all work better?" Swartz said. The analysis would be due by the end of 2025. The RFP is asking the consultant to analyze three different options, one being to retain the MLFD as it exists. Another is the establishment of a separate fire district with the boundaries of the city limits. The third option is the establishment of a regional fire authority. A fire district would have its own commissioners, budget and funding sources, and so would a regional fire authority, according to information from the Municipal Research and Services Center. "Each option is to be considered with relevance to the operational and financial feasibility," according to the city's RFP. Formation of a regional fire authority would require a vote of residents within the proposed district, according to RCW 52.26. Formation of a fire district would require a petition from at least 10% of qualified registered voters living in the district, according to RCW 50.02.303. Swartz said the city's growth presents some questions that city officials think the analysis will help them answer. He cited the case of the city annexing an area relatively distant from existing MLFD stations, but close to fire stations belonging to another agency. Building a city fire station might seem unnecessary with one already nearby, but the other agency wouldn't be obligated to immediately respond to a call within the city limits, he said. If officials in the affected districts opt for a regional fire authority, the consultant would be asked to help with the planning process. A fire authority could, but wouldn't have to, levy a fee or tax. In most cases, RFAs do levy taxes to fund operations. If the planning committee decides to levy a tax or a fee, the plan would have to be approved by 60% of the voters. In the case of a fire district, the petition signed by qualified registered voters is reviewed by the county auditor, and if enough signatures are valid, it's presented to the county commissioners. The proposal then goes to a public hearing. If the commissioners decide to establish the fire district, there's an election for fire commissioners, according to RCW 52.02.070. Candidates for the first election are proposed by county commissioners. Currently serving as the mayor pro tempore and a member of the Soap Lake City Council, Woodhouse said she is an active member of the community.
