
GRS Government had to rescue Sabah International Petroleum, says Chia

Kota Kinabalu: The Sabah Government defended its restructuring of the State's oil and gas sector, dismissing criticism by former Sabah Oil and Gas Development Corporation (SOGDC) Chief Executive Officer Abdul Kadir Abdullah Damsal as misrepresenting the facts. In a statement, Sunday, Political Secretary to the Chief Minister Datuk Dr Roland Chia reminded Abdul Kadir that the Gabungan Rakyat Sabah (GRS) administration had to step in to address the financial distress of Sabah International Petroleum (SIP) and protect the State's fiscal stability. 'Let's be clear: Sabah International Petroleum (SIP) was in financial distress before its restructuring by the current government. The intervention by the GRS administration was not cosmetic – it was necessary to protect Sabah's fiscal stability and reclaim control over strategic energy assets,' he said. SIP was in debt to the tune of RM1 billion. He said SMJ Energy (SMJE) was created to do what previous structures failed to – consolidate state energy interests, enter direct upstream participation, and deliver real value to Sabahans. 'Under the current government, Sipitang Oil and Gas Industrial Park (SOGIP) has attracted investor confidence, with Esteel Enterprise Sdn Bhd's RM31 billion investment being a prime example. 'The facts post-CCA speak for themselves. SMJE now holds equity in key oil and gas blocks. Sabah Energy Corporation (SEC) has secured onshore gas distribution rights – a historic first. 'In 2024 alone, RM2 billion in contracts were awarded to Sabah-based companies, many of which are now expanding beyond state borders. These are not abstract figures. They represent real jobs and real local economic gains,' he said. 'Yes, Sabahans have long contributed to the oil and gas industry. But what is different now is institutional empowerment. 'SMJE and SEC are no longer observers – they are lead players, and Sabahans are now holding key leadership roles because of proactive state engagement, not luck,' he said. Dr Roland said Datuk Seri Masidi Manjun's remarks in the State Assembly were made in direct response to a question by Datuk Seri Shafie Apdal on why Sabah (particularly, SMJE) was not participating in the bidding for an exploratory oil and gas block on the East Coast. Selangor parking management outsourced since 1996
SHAH ALAM: Parking management through concessionaires in Selangor is not a new practice, as it has been in place since 1996. As of June, five local authorities (PBTs) continue to outsource parking management to private operators, according to State Local Government and Tourism Committee chairman Datuk Ng Suee Lim. Ng stated that the upcoming concessionary parking management system, set to take effect on Aug 1, will enhance the current framework. He explained that while privatisation has its advantages and disadvantages, the state is now ensuring a balanced approach by integrating Smart Intelligent Parking (SIP) with involvement from Menteri Besar Selangor Incorporated (Selangor MBI). The decision to implement this system originated from the 33rd/2024 State Executive Council Meeting (MMKN) on Nov 28, 2024, and was later confirmed in the 34th/2024 MMKN on Dec 6, 2024. The Selangor government agreed in principle to manage parking through a partnership between Selangor MBI and private firms. Further approvals came during the 12th/MMKN 2025 on April 23, 2025, and the 13th/MMKN 2025 on April 30, 2025, which designated Rantaian Mesra Sdn Bhd, a subsidiary under MBI Group, to oversee Smart Parking management statewide. Ng highlighted that the Smart Parking model involves a tripartite collaboration between local authorities (PBTs), Rantaian Mesra as the system coordinator, and appointed concessionaires. A formal agreement will outline each party's responsibilities, ensuring compliance with governance standards. The concessionaire will invest RM200 million in Smart Parking infrastructure, including 1,800 CCTV cameras across four PBTs in the initial phase. However, enforcement remains under PBT jurisdiction as per the Road Transport Act 1987 and Local Government Act 1976. Ng clarified that concessionaires will handle system maintenance and staff salaries, while enforcement actions, including issuing compound notices, will remain with PBT officers. The PBTs will not incur operational costs and are expected to see increased revenue from the new system. – Bernama

SHAH ALAM, July 15 (Bernama) -- Parking management through a concessionaire has been in use in Selangor since 1996 and as of June, five local authorities (PBTs) still outsourced parking management to concessionaires, says State Local Government and Tourism Committee chairman Datuk Ng Suee Lim. Ng said the implementation of concessionary parking management, which will be signed and enforced on Aug 1, will improve the existing system. "This (privatisation) has its pros and cons, so this time the state is ensuring a win-win situation by adopting the approach of using Smart Intelligent Parking (SIP), with the Menteri Besar Selangor Incorporated or Selangor MBI playing a role in parking management," he said at his office at the Selangor State Secretariat Building (SUK) today. Ng said the decision to implement the management system stemmed from the 33rd/2024 State Executive Council Meeting (MMKN) which convened on Nov 28, 2024, and was confirmed in the 34th/2024 MMKN on Dec 6, 2024. 'The Selangor government agreed in principle to implement parking management (TLK) through a collaboration between the Selangor MBI and private companies. 'Then the 12th/MMKN 2025 on April 23, 2025, confirmed by the 13th/MMKN 2025 on April 30, 2025, agreed that a wholly owned subsidiary under the MBI Group, namely Rantaian Mesra Sdn Bhd, be appointed to implement the Smart TLK management in the state of Selangor,' he said. Meanwhile, Ng said the Smart Parking model would involve a tripartite collaboration between the local authority (PBT) as the body determining policy, payment rates and parking zones, Rantaian Mesra as the system coordinator responsible for technical reporting, and the concessionaire appointed. "This implementation will be formalised through a tripartite agreement between the specific PBT, the concessionaire and Rantaian Mesa Sdn. Bhd to define clearly each party's role, scope and responsibility that comply with the prescribed governance," he said. Ng said the concessionaire would invest RM200 million for the Smart Parking Infrastructure, including the installation of 1,800 closed-circuit cameras in the four PBTs involved in the first phase.

MCA: 'Smart Parking System should not harm but protect local govt authorities, Malaysian citizens'
AN MCA leader has expressed concern over the recent decision by the Selangor state government to implement the Smart Intelligent Parking (SIP) system across four local councils starting Aug 1, saying the approach, aimed at addressing the issue of low parking fee collection, appears to have been poorly thought through. Its vice president Datuk Lawrence Low said this in response to Selangor local government and tourism committee chairman Datuk Ng Suee Lim's announcement of the concession deal during the Selangor state assembly sitting last week. Ng had said that the state was implementing the SIP system to modernise on-street parking using Internet of Things (IoT) technology, allowing local councils to focus on other duties. The agreement, signed in March, involves four local councils, Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Selayang Municipal Council (MPS) and Shah Alam City Council (MBSA). '(Ng) stated that the privatisation is part of the state's strategy to combat the low parking collection rate, which currently stands at only 30 per cent across 1,000 designated parking bays,' said Low. 'However, the pressing question remains: why hasn't the state government tackled the underlying issues within the local government authorities (PBT)? 'There are various avenues to explore, such as improving mobile applications, strengthening enforcement, offering staff incentives, or even revising local PBT regulations.' Low cautioned that while privatisation may seem like a quick fix, it comes at a significant cost, whereby local PBTs are now required to share 50% of their revenue with the SIP operator Rantaian Mesra Sdn Bhd. 'This revenue is crucial for PBTs and, ultimately, for the welfare of the community,' he argued. 'Two local associations, PJ Sejahtera and the Sustainable Petaling Jaya Association, have raised concerns that MBPJ could lose up to RM10 mil annually due to the implementation of SIP. 'Will Ng take full responsibility for this loss? Who truly stands to benefit from this decision; the public, or political insiders?' Calling for the state government to urgently conduct a thorough review of the situation, Low said any necessary changes, including amending or even cancelling the concession, should be made to protect PBT revenues and ensure the wellbeing of the community. Under the new arrangement, 50% of parking revenue will be allocated to the concessionaire, while the remaining 50% will go to the state government.
