Under a complex scheme of foreign currency operations, the
central bank buys and sells forex to ensure supply on the domestic market and also on behalf of the finance ministry, which runs the budget reserve National Wealth Fund (NWF).
The netting of the central bank's own transactions and ones it conducts on behalf of the finance ministry provides a figure for overall forex interventions by the state, a major factor for the rouble market.
The announcement implied that net sales of foreign currency by the state will rise to 7.45 billion roubles from 7.36 billion roubles from July 1 until July 4, when the finance ministry will announce new parameters for NWF transactions.
The central bank cannot buy and sell dollars and euros because of Western sanctions imposed over
Russia's actions in Ukraine

China's yuan set to benefit as central banks report doubts about US dollar
Central banks are showing more interest in the Chinese yuan as doubts grow about the future of the US dollar, but this shift is not enough to challenge the greenback's dominance in global reserves, according to a new survey. In its latest Global Public Investor poll released on Tuesday, the London-based Official Monetary and Financial Institutions Forum (OMFIF) said a net 14 per cent of reserve managers plan to increase their yuan exposure in the next two years, up sharply from the 2 per cent reported last year. 'The [US] dollar was the most in-demand currency in our survey last year, but there is now split sentiment … highlighting how geopolitics is directly feeding into doubts about the dollar,' said the think tank, which canvassed 75 of the world's central banks from March to May. According to the poll, 20 per cent of respondents expect to add to their US dollar holdings in the next two years, but a similar proportion is looking to move away from the currency. Diverging sentiment on the US dollar also extends to the banks' long-term strategies, with 25 per cent planning to increase their holdings over the next 10 years and 18 per cent expecting to reduce them. 'The clearest shift is towards the renminbi,' OMFIF said, adding that for the third consecutive year, 30 per cent or more of central banks expect to increase their yuan holdings over the next decade.

China needs yuan-backed stablecoins ‘sooner rather than later', state media urges Beijing
Beijing must be proactive in 'adapting to the trend of stablecoins', and waiting is not an option as the US has a head start, warns an article on Monday in state media that simultaneously calls for leadership to consider legislation regulating stablecoins while hyping up their potential role in making the yuan a more global currency. Advertisement Securities Times, a publication under party mouthpiece People's Daily, said experts and industry insiders 'generally believe that, as an emerging payment tool, the unique advantages and potential risks of stablecoins cannot be ignored, and that the development of [yuan-backed] stablecoins should be sooner rather than later'. Unlike highly volatile cryptocurrencies such as bitcoin and ethereum, stablecoins anchor their values to a fiat currency or other reserve assets, and are meant to combine the efficiency of cryptocurrencies with the reliability of traditional money. While allowing stablecoins to proliferate without regulations would harm the country's financial system, forgoing such an efficient settlement tool could mean missing a golden opportunity for the yuan, the article warns. 'For China, which is promoting the global use of the yuan, proactively regulating stablecoins and therefore facilitating the internationalisation of the yuan might be a better solution,' the piece said.
