
Khadakwasla-Phursungi underground tunnel stuck in environmental clearance delay
The underground tunnel project between Khadakwasla and Phursungi—aimed at preventing water leakage—remains stalled as it awaits clearance from the environment department, said officials.
The canal is intended to replace the ageing New Right Bank Mutha Canal, which currently supplies irrigation and drinking water from the Khadakwasla chain project to Pune city and parts of Indapur, Daund, Baramati, and Haveli talukas.
The existing canal, which passes through densely populated areas of Pune, suffers from significant water leakage due to years of neglect and lack of maintenance. Encroachments along the canal route have also added to the challenges.
Yogesh Sawant, executive engineer of the Khadakwasla irrigation division, who is in charge of the project, said, 'The forest department gave us the No Objection Certificate (NoC) about one and a half months ago. Now, we are waiting for approval from the state environment department. Two weeks ago, the department held a meeting with officials and said they would visit the site next week.'
'We have already finished the tender process. Once we get the environment department's approval, we will be ready to start the work,' he said.
Government officials estimate that the proposed underground tunnel could save at least 2.5 TMC (thousand million cubic feet) of water annually, currently lost due to leakage. The project is also seen as a step towards freeing up land for future road and metro development in Pune.
The Maharashtra cabinet had approved the project in August last year, sanctioning ₹2,190.78 crore for its execution.

Yeida nod to layout map of new Film City's phase I project
GREATER NOIDA The Yamuna Expressway Industrial Development Authority (Yeida) on Monday said it has approved filmmaker Boney Kapoor's revised layout map for Phase 1 of the Film City project in Yeida Sector 21. The consortium led by Kapoor and the Bhutani Group, Bayview Bhutani Film City Private Limited, will now develop the film institute and film studios under Phase 1 at a cost of ₹1,500 crore over five years, officials said. 'The revised layout plans are made according to approved terms and conditions. They also have all requisite approvals including fire no-objection certificate (NOC), safety certificate and comply with the approved land use plan. So we have approved the layout plans, which now paves the way for development work to begin at the site,' said Arun Vir Singh, Yeida's chief executive officer. The Film City is proposed to be built on 230 acres of which 80 acres comprise Phase 1. According to the approved land use, 155 acres are reserved for industrial purposes and 75 acres for commercial use. Of the industrial portion, 21 acres are earmarked for the film institute and 134 acres for film-related facilities, said Yeida officials. The Bayview Bhutani group had submitted its original plan on May 24. Yeida had rejected the plans on May 27 citing multiple objections, and asked them to revise the plan. Yeida said the original plan had lacked fire NOC, structure safety certificate, and violated land use, said officials. Yeida said the plan proposed alteration of designated green areas earmarked for parks, playgrounds, and multi-purpose open spaces to construct film studios with accommodations and related infrastructure. This move, officials said, was not in line with the sanctioned land use. The plan also included multiple commercial buildings such as warehouses, hotels, and staff housing within the industrial zone—another clear violation. But in the revised plan, the focus is on keeping the green area intact and first building the film institute and film studios, officials said. 'We want them first to develop film institutes and the studios so that the film training and film making work can start. Later we will allow them to focus on other areas. The authority has made it clear that no permissions will be granted for commercial developments—such as malls or resorts—until the developer completes at least 15% of the film institute and studios constructions. The green cover constitutes 15% of the total site, and the builder has kept it in the revised plan,' said Singh.

After red flags, YEIDA green signal to new Film City plan
Noida: Yamuna Expressway Industrial Development Authority (YEIDA) on Monday approved the revised layout map for the Film City project, just days after raising multiple objections over land use violations and missing clearances. The Authority had on May 27 rejected the layout submitted by the Boney Kapoor-led consortium, citing violations of green area norms and lack of mandatory certificates. On Monday, however, officials said the developer had rectified land use discrepancies, provided a fire no-objection certificate (NOC) and structural safety clearance, and ensured 15% green cover as mandated — paving the way for the Rs 10,000-crore project to take off. "The revised layout plan now complies with all terms and conditions, including the requisite NOCs for fire safety and structural stability. It also adheres to the approved land-use plan. That is why we approved the layout," said Arun Vir Singh, YEIDA CEO. "Only phase 1 of the project, covering the industrial area, is being approved right now," he added. The first phase of development — spanning 80 acres — will focus on establishing a film institute and studios. The entire project, spread across 230 acres in Sector 21, has set aside 155 acres for industrial purposes and 75 acres for commercial use. Of the industrial portion, 21 acres are earmarked for the film institute and 134 acres for other film-related facilities. The earlier layout had drawn criticism from authorities for altering designated green areas and proposing commercial constructions in zones meant for parks and open spaces. Under the concession agreement, large-scale commercial construction would be allowed only if 15% of the core film infrastructure — studios, production units, and the institute — is complete. These facilities must be ready in three years, according to the agreement. A senior YEIDA official said the developer must follow a phase-wise plan, ensuring that film-related facilities come up first. "No permission will be granted for commercial complexes, such as malls, hotels, or resorts, without it," the official added. Ashish Bhutani, CEO of the Bhutani Group, said development would proceed in keeping with the concession agreement. "We have addressed all concerns raised by the Authority earlier," he added. Bayview Bhutani Film City Pvt Ltd — the consortium of filmmaker Boney Kapoor and Bhutani Group — is planning to hold the groundbreaking ceremony before June 30. Kapoor said he was planning to invite CM Yogi Adityanath to the groundbreaking ceremony. "We have plans aim to complete the first phase within 18 months and begin shooting thereafter," Kapoor said. At the proposed institute and studio, local residents will be trained in various aspects of filmmaking, such as camera work, direction, art, costume and so on. "Moving a crew of 100 to 200 people from one location to another adds to production costs. If we can find trained professionals here in Noida, we can reduce the crew size to around 50. This will not only create local employment opportunities but also make film production more economical," he added. The Film City's strategic location, just 4km from the upcoming Noida International Airport in Jewar, could prove to be a game-changer for the region's entertainment industry.
