Yeida nod to layout map of new Film City's phase I project
The Yamuna Expressway Industrial Development Authority (Yeida) on Monday said it has approved filmmaker Boney Kapoor's revised layout map for Phase 1 of the Film City project in Yeida Sector 21.
The consortium led by Kapoor and the Bhutani Group, Bayview Bhutani Film City Private Limited, will now develop the film institute and film studios under Phase 1 at a cost of ₹1,500 crore over five years, officials said.
'The revised layout plans are made according to approved terms and conditions. They also have all requisite approvals including fire no-objection certificate (NOC), safety certificate and comply with the approved land use plan. So we have approved the layout plans, which now paves the way for development work to begin at the site,' said Arun Vir Singh, Yeida's chief executive officer.
The Film City is proposed to be built on 230 acres of which 80 acres comprise Phase 1. According to the approved land use, 155 acres are reserved for industrial purposes and 75 acres for commercial use. Of the industrial portion, 21 acres are earmarked for the film institute and 134 acres for film-related facilities, said Yeida officials.
The Bayview Bhutani group had submitted its original plan on May 24. Yeida had rejected the plans on May 27 citing multiple objections, and asked them to revise the plan. Yeida said the original plan had lacked fire NOC, structure safety certificate, and violated land use, said officials.
Yeida said the plan proposed alteration of designated green areas earmarked for parks, playgrounds, and multi-purpose open spaces to construct film studios with accommodations and related infrastructure. This move, officials said, was not in line with the sanctioned land use. The plan also included multiple commercial buildings such as warehouses, hotels, and staff housing within the industrial zone—another clear violation. But in the revised plan, the focus is on keeping the green area intact and first building the film institute and film studios, officials said.
'We want them first to develop film institutes and the studios so that the film training and film making work can start. Later we will allow them to focus on other areas. The authority has made it clear that no permissions will be granted for commercial developments—such as malls or resorts—until the developer completes at least 15% of the film institute and studios constructions. The green cover constitutes 15% of the total site, and the builder has kept it in the revised plan,' said Singh.

Medical device park to house food courts, gyms
Noida: As part of common facilities at the medical device park (MDP), gyms, food courts, and recreation zones worth Rs 14 crore will be developed in Sector 28. Once appointed, the contractor will be responsible for maintaining the roads for five years and other works for one year after completion. The park is being developed with Rs 100 crore in central govt funding—Rs 60 crore of which has already been released. About 70% of this will go towards equipment, and the rest towards construction. The UP govt will contribute an additional Rs 339 crore, with Rs 239 crore already spent on land development. The administrative building is complete, and other facilities are under development. Spread over 350 acres, the park will have 254 plots. So far, 89 plots have been allotted, lease deeds signed for 23, and building plans approved for 10 companies.

BJP demands detailed probe in Chandni Chowk irregularities case
A day after the Public Works Department (PWD) flagged irregularities in the Chandni Chowk redevelopment project, the Bharatiya Janata Party (BJP) on Sunday demanded that a larger probe be carried out in the case, also including the Shahjahanabad Redevelopment Corporation (SRDC). The 1.3-kilometre redeveloped stretch was inaugurated in 2021. (HT Archive) The party demanded the dissolution of the SRDC and a full audit of its 10 years of operations. 'The officers have always viewed Chandni Chowk only as a Mughal-era city, never understanding or appreciating its commercial identity. Ignoring reality, these officers have repeatedly proposed plans to develop Chandni Chowk as merely a tourist centre, often persuading chief ministers to approve impractical schemes,' Delhi BJP spokesperson and general secretary of Chandni Chowk Nagrik ManchPraveen Shankar Kapoor said. After coming to power in 2015, the Aam Aadmi Party (AAP) government began formulating development and beautification projects for Chandni Chowk without understanding or consulting its residents and traders, Kapoor claimed. 'In 2018-19, despite opposition from local trade bodies and the Chandni Chowk Nagrik Manch, the then MLA Alka Lamba pushed the redevelopment project prepared by bureaucrats and had it implemented by the SRDC,' Kapoor added. The 1.3-kilometre redeveloped stretch, inaugurated in 2021 by the then CM Arvind Kejriwal, saw its project cost swell from an initial estimate of ₹65.6 crore to ₹145 crore. The PWD report claimed that the initial cost for civil and electrical works — estimated at ₹27.79 crore — escalated to ₹105.93 crore. Officials from the SRDC did not respond to HT's requests for a comment on the allegations.
