
Kurdistan-Baghdad talks enter new phase
A Kurdistan Regional Government (KRG) delegation arrived in Baghdad on Monday to deliver a response to federal proposals aimed at resolving outstanding issues, including the salary crisis.
According to Shafaq News correspondent, the response addresses Baghdad's proposed framework and opens the door for joint discussions on a mechanism to ensure consistent wage disbursement to Kurdish public employees, as well as other issues of common interest.
Cabinet officials indicated that the Council of Ministers may vote on the agreement during its July 8 session, depending on the outcome of ongoing negotiations.
The renewed dialogue comes after months of salary disruptions affecting tens of thousands of civil servants in the Region, amid disputes over oil revenues, federal budget entitlements, and constitutional obligations.
Senior political figures, including Iraqi Parliament Speaker Mahmoud al-Mashhadani and Kurdish President Nechirvan Barzani, have called for a swift, depoliticized resolution based on legal mechanisms and shared national priorities.
Federal authorities insist that the KRG fully comply with oil export procedures, particularly channeling crude through the state-run SOMO company and depositing revenues into federal accounts, while Kurdish officials argued they have met all requirements, accusing Baghdad of breaching prior agreements by withholding funds.

KRG pushes back against Qara Tapa upgrade
Shafaq News - Diyala The federal plan to upgrade Qara Tapa from a sub-district to a district and include Koks within its boundaries is political and unconstitutional, the Kurdistan Region's Garmian Administration stated on Monday. 'Koks is part of the Kurdistan Region and was formally integrated after 2003 through official regional procedures,' the administration stated. 'Any attempt to detach it from Garmian constitutes a legal violation and will not be accepted.' Residents of Koks, regardless of ethnic or sectarian background, reject the proposal and insist on remaining under Kurdistan's administrative and political jurisdiction, the statement added. The Garmian Administration affirmed it will pursue all legal and political measures to block the plan and preserve Koks' current status. Earlier, Iraqi lawmaker Karwan Yarwais described the Planning Ministry's move as a direct breach of Article 140 of the Iraqi Constitution, which governs the resolution of disputed territories between Baghdad and Erbil. 'Altering administrative boundaries without resolving Article 140 reflects a return to the Arabization tactics of former regimes," he told Shafaq News. On July 2, Iraq's Ministry of Planning confirmed that Deputy Prime Minister and Planning Minister Mohammed Ali Tamim had approved the creation of the Qara Tapa district, encompassing the Jabara (21092) and Koks (21093) sub-districts under a new national administrative designation.

Israeli strike targets vehicle in southern Lebanon
Shafaq News - Beirut An Israeli drone strike targeted a vehicle in the southern Lebanese town of Deir Kifa on Monday evening, according to local media reports. Reports also confirmed the strike killed one person. Israeli media also confirmed the attack "20km away from the border." Despite the truce with Lebanon, Israeli air and artillery strikes have continued, with Lebanese authorities documenting over 3,800 ceasefire violations and reporting Israeli forces still stationed at five border positions.

Houthis target Magic Seas vessel in Red Sea
Shafaq News – Sanaa Yemen's Houthi Movement (Ansarallah) targeted the commercial vessel Magic Seas in the Red Sea, accusing it of violating a ban on docking at Israeli ports. In a statement, military spokesperson Yahya Saree said the attack was carried out using two explosive-laden boats, five ballistic and cruise missiles, and three drones, claimeing that the ship belongs to a company dealing with Israel, and is now at risk of sinking. The Houthis stated that the vessel's crew had been allowed to evacuate safely, but only after refusing repeated warnings from the group's naval forces. Saree warned that any ship affiliated with companies that engage with Israel would be considered a legitimate target. The UK Maritime Trade Operations agency confirmed the crew was later rescued. Earlier on Monday, the Houthis also claimed responsibility for a major missile and drone barrage targeting Israeli sites, including Ben Gurion Airport, Ashdod Port, Eilat Port, and a power station in Ashkelon. The group said the strikes were in retaliation for Israeli air raids on key infrastructure in Yemen's Hodeidah, Ras Issa, and Salif ports, as well as the Ras Kathib power station. The Houthis have repeatedly declared their attacks in the Red Sea and on Israeli sites as part of what they call a "practical response" to Israel's ongoing military campaign in Gaza.
