Meanwhile, those who did not use such services at all or very much totaled 50.0%.
Of those who turned to social media and video-sharing sites, the largest proportion, at 23.9%, cast proportional representation votes for Sanseito, a small party that expanded its Upper House presence markedly in the election.
The Democratic Party for the People (DPP) came next at 16.5%, followed by the Liberal Democratic Party at 11.5%, Reiwa Shinsengumi at 8.8% and the Conservative Party of Japan at 8.2%.
The share stood at 7.0% for the Constitutional Democratic Party of Japan (CDP), 5.9% for Nippon Ishin no Kai, 4.4% for political organization Team Mirai and 3.7% for Komeito.
Of those who did not use such services for their voting decisions, 28.5% voted for the LDP, 17.4% for the CDP, 9.7% for the DPP, 8.1% for Nippon Ishin and 7.9% for Komeito.

An NHK survey shows nearly half of respondents predict either no change or actually an increase in the number of nuclear weapons that currently exist around the world. NHK surveyed by mail 3,600 people aged 18 or older across Japan from May through July ahead of the 80th anniversary of the US atomic bombings of Hiroshima and Nagasaki. The response rate was 55.3 percent. When asked how they view the US atomic bombings, 67 percent said it is unforgivable even now, while 20 percent said that it was unavoidable. In contrast, an NHK survey 10 years ago conducted by telephone showed 49 percent said it cannot be forgiven, while 40 percent said it was unavoidable. But, the results cannot be precisely compared due to different survey methods. Asked what they think will happen to nuclear weapons that exist now, only 2 percent said that they will be completely abolished, and 11 percent said they cannot be completely abolished but their number will decrease substantially. Thirty-six percent predicted a slight decrease, while 49 percent said there will be no change, or they will actually increase in number. The 2015 survey showed 2 percent, 12 percent, 45 percent and 32 percent, respectively. Professor Kawano Noriyuki at the graduate school of Hiroshima University said that people are aware that an ultimate goal, and an ideal, is clearly a world without nuclear arms as those in the atomic bombed cities are pursuing. But he adds that they also know it cannot happen amid escalating tensions in some parts of the world. Kawano said that people are standing on a major threshold: whether to accept the current reality, or take a specific action toward the goal. He said the atomic-bombed cities are facing a major challenge.

Japan to ramp up measures against foreign election interference
Japan plans to enhance its surveillance and regulatory measures to prevent foreign interference in elections. The Cabinet Secretariat's National Cybersecurity Office will play a key role in identifying problems that must be addressed to create a system for dealing with threats in an integrated manner. In last month's Upper House election, foreign actors were suspected to be behind the spread of disinformation on social media. Election interference "poses a risk to democracy, but there's no specific body to handle it," cybersecurity minister Masaaki Taira told a news conference Friday, stressing the need to create a body to oversee measures. Election interference often involves information manipulation and propaganda aimed at influencing public opinion and policy decisions. By spreading disinformation and extremist discourse on the internet during elections, foreign actors seek to destabilize political systems through social divisions while supporting the campaigns of specific candidates and parties. Professor Takamichi Saito of Meiji University's Cybersecurity Laboratory said that election interference is "part of military strategy." The government faces a difficult challenge in determining how to conduct fact checks and regulate radical statements, including those labeling foreign nationals as enemies. A legal framework on the matter must be consistent with constitutionally protected freedom of speech, so designing such a system is expected to be a complicated procedure. "There are a wide range of issues to consider, such as how much obligation to impose on social media platform operators," a government source said. The National Cybersecurity Office was established last month to oversee active cyberdefense policy. The office will play a central role in investigating suspected interference in the Upper House race and measures other countries take against such interference.

Ishiba had also considered announcing the view on Sept. 2, the date when Japan signed the surrender document in 1945, but no such announcement is likely to be made that day, senior officials of the government and Ishiba's Liberal Democratic Party said. Ishiba is still seeking an appropriate time to announce his view, which would be based on the results of a review of the war. But some expect that it would be difficult to make such an announcement, which could intensify calls for his resignation that emerged within the LDP following the party's rout in the July 20 election for the House of Councillors, the upper chamber of parliament. Japan had issued a prime minister's statement to mark each of the 50th, 60th and 70th anniversaries of the country's surrender in the war. The tradition could be broken by Ishiba.
