CT man charged in Meriden hit-and-run crash involving pedestrian struck by two vehicles
Police have made an arrest in connection with a hit-and-run collision in Meriden involving a 73-year-old pedestrian who was struck by two vehicles on Thursday.
Officers responded to the area of Park Street and Center Street at 12:10 p.m. on the report of a man with a head injury lying in the road, according to Sgt. Michael Boothroyd of the Meriden Police Department.
Boothroyd said emergency crews found that the 73-year-old man had been struck by two vehicles. He was treated at the scene and flown via LifeStar to an area trauma center. As of Friday afternoon, Boothroyd said he was in stable condition.
According to Boothroyd, the initial investigation found that the pedestrian was 'legally crossing the street' when he was struck and knocked to the ground by the driver of a blue Ford Explorer with New Jersey license plates. The driver allegedly left the scene without stopping to help the man or calling authorities.
While the pedestrian was on the ground, Boothroyd said he was run over by the driver of a red Toyota RAV4. The Toyota driver, a 41-year-old woman, stopped and remained at the scene. She has been cooperative with police, Boothroyd said.
Patrol officers and detectives investigated the crash and found the Ford Explorer near the Meriden Public Library. The driver was identified as 31-year-old Diego Mosqura-Garcia, according to Boothroyd.
Boothroyd alleged that Mosqura-Garcia admitted to his involvement and was arrested. He faces charges of evading responsibility in a motor vehicle collision causing serious injuries, operating a motor vehicle with a suspended license and failure to exercise due care near a pedestrian.
He was released on a $5,000 bond and is expected to appear in Meriden Superior Court on March 20.
This crash remains under investigation by the Meriden Police Department Crash Reconstruction Unit. Anyone with information has been asked contact Officer J. Golden at 203-630-6201 or jgolden@meridenct.gov.

'Dangerous drink-driver' who killed woman jailed
A "dangerous drink-driver" who killed a woman and seriously injured another has been jailed for nine years and three months. Hertfordshire Police said Razvan Balasoiu, 26, was under the influence of alcohol when his BMW ploughed into a Toyota Corolla on the A602 between Stevenage and Hitchin. The Toyota's driver, a woman in her 50s, died at the scene, while a woman in a third car was seriously injured. Balasoiu, from London, previously pleaded guilty at St Albans Crown Court to causing death by dangerous driving and causing serious injury by dangerous driving. The incident happened "in wet conditions" on 12 November 2023 at about 18:45 GMT. Police said Balasoiu failed to notice the road changing from a dual carriageway into a single-lane road and struck a silver Toyota Corolla travelling in the same direction. The force with which his vehicle, a black BMW 316i, struck the Corolla, caused it to spin out of control onto the opposite carriageway, where it hit a Hyundai IX35. The Hyundai's driver, a woman in her 60s, spent several months in hospital and police said she was "still recovering from the horrific life-changing injuries". Balasoiu was arrested at the scene and failed to provide a breath test at the roadside, only agreeing to a blood test hours after the collision, police said. Det Con Felicity Walker said it was "a tragic case". "As a direct result of Balasoiu's driving, which was at speed, in wet conditions, under the influence of alcohol, three families have been affected. "Drink drive and speeding are two of the fatal four, and we will never tolerate such reckless behaviour on our roads." Balasoiu was sentenced on Thursday. He will also be banned from driving for five years once he is released from prison. Follow Beds, Herts and Bucks news on BBC Sounds, Facebook, Instagram and X.
