Rights panel seeks report on newborn's detached arm case

Nuh: The Haryana Human Rights Commission has taken suo motu cognisance of a newborn's arm getting detached from the body during delivery allegedly due to medical negligence at the Mandikhera Civil Hospital here.
It said the incident constitutes a grave violation of the United Nations Convention on the Rights of the Child.
The Commission, in an August 5 order, observed that the incident also constitutes 'a grave violation of the right to life and health guaranteed under Article 21 of the Constitution of India'.
The matter came to light through a media report describing the events that occurred on July 30 when a woman was admitted for childbirth, the rights panel said.
Citing the report, the panel said the woman was admitted to the Civil Hospital for childbirth. During childbirth, the newborn's limb was completely detached due to the alleged callous conduct of the attending medical staff. It was alleged that when the aggrieved family questioned the medical team, they were met with abusive language and were forcefully thrown out of the ward. The newborn was later referred to Nalhar Hospital here. 'The alleged severing of the newborn's arm during delivery indicates a prima facie case of egregious medical negligence,' the bench observed.
'The failure to ensure standard operating procedures, particularly in a government facility where patients rely upon public healthcare, not only endangers lives but undermines faith in public institutions,' the bench further observed.
The alleged conduct of the hospital staff, including the use of abusive language and expelling the family from the ward, further compounds the violation of human rights, it said.
The Commission was of the view that the rights of the child and the dignity of the family have been prima facie compromised, warranting urgent attention and accountability from the concerned

In a bid to take out the art works of Perumal Da and Manohar Devadoss to the masses, Aravind Eye Care System, for the seventh year, has exhibited the works of two artists at LAICO hall in Aravind Eye Hospital here. The exhibition, displaying a collection of art works, would be open to the public from August 12 to August 15. A. Perumal aka Perumal Da, hailing from Ammapatti, a village in Madurai district, joined Shantiniketan, West Bengal, at the age of 18, and worked at Kalabhavan alongside legendary artists like Nandalal Bose. Artist Ramanan said, 'Unlike his contemporaries, Perumal Da, decorated the walls of tribal Santhal homes around Shantiniketan with vibrant depictions of birds, animals and village life, making art accessible beyond galleries and museums.' Mr. Ramanan said the artist being observant and humble consciously stayed away from public exhibitions, believing art should directly connect people. One of his significant contributions to the world of art was his participation in designing illustrations for the Constitution of India – the only handcrafted, illustrated Constitution in the world. Perumal Da was one of the artists who designed the illustrations in indigenous methods, using gold-leaf and stone colours. Chitra Thulsiraj, in-charge of Aravind Communications, said that after his time in Shantiniketan, he moved to Madurai, where he spent the last 30 year of his life. 'A patient of G. Natchiar at Aravind Eye Hospital, he donated his entire art collection to the hospital after his passing away in 2004,' she added. As he was displeased with the treatment his arts received, he was equally unwilling to sell them for a profit. For that reason, he also restrained from displaying it in any art galleries, she added. Though was based in the distant eastern part of the country, his art transcends boundaries of geography, religion, and class and it speaks of simplicity and honesty, Ms. Thulsiraj stated. In a similar way, the much celebrated art works of Manohar Devadoss, a trained scientist, were placed in the exhibition. Manohar Devadoss, following his education in Madurai and America, began his journey as a chemist in a British factory. Following his return to India in 1972, two incidents struck his life. One, the road accident, which left his wife Mahema paralysed, and the diagnosis of his eye condition. 'With Retinitis Pigmentosa, a progressive eye condition, led to his complete blindness,' said Ms. Thulsiraj. As he started losing his vision, artistic instincts in him provoked him to create intricate black and white sketches. 'Despite his deterioration of eye sight, he took up the job of drawing seriously and even penned eight books,' she noted. In 2020, he was awarded the Padma Shri and in 2021, the Postal Department honoured him with postcards featuring his 'Madurai sketches.' In the subsequent year, Manohar Devadoss passed away leaving behind a legacy of art, resilience and compassion. Ms. Thulsiraj observed that the paintings in the hall carried the history and stories of compassion, love and gratitude. By just visiting the gallery, which is free and open to all, one could revisit history and lives through the eyes of the artists.

SSC SI exam 2025 : The Staff Selection Commission (SSC) has announced critical developments in the ongoing recruitment process for the post of Sub-Inspector in Delhi Police and Central Armed Police Forces (CAPFs) Examination, 2024.
