
Consensus eludes revival of real estate sector

Prime Minister Shehbaz Sharif has deferred a decision on a tax incentive package to revive the real estate sector, as the issues of giving subsidy to boost construction activities and an amnesty on disclosing source of income remain undecided.
Once again, the tax authorities opposed the proposal from a businessman to give Rs50 million equivalent amnesty to first-time home, shop or office buyers due to a constant ban by the International Monetary Fund to give amnesty.
The housing sector task force met with Prime Minister Shehbaz Sharif on Friday and shared with him the recommendations to reduce property transaction taxes and abolish the federal excise duty; the government sources told The Express Tribune. Even a filer pays about 8% of the value of the property in taxes on the purchase of property.
There was a consensus on lowering the taxes by and large, but the key issues remained undecided, the sources added.
The FBR chairman backed the proposal to abolish the 3% federal excise duty and said that the "unjustified" levy has already been disputed by the taxpayers and the matter is also agitated in courts. The FBR is demanding 3% duty on homes that were built in the past and have been sold more than once which is beyond the scope of law.
The prime minister has tasked Minister for Economic Affairs Ahad Khan Cheema to fine tune the package, besides taking the IMF on board, said the sources.
The meeting discussed lowering taxes on property sale and purchase, abolishing federal excise duty, whether to give interest-rate subsidy to take loans for home construction and should the first-time buyer be given the Rs50 million worth amnesty on an unexplained income, according to the people privy to the discussions.
Some members of the task force expressed concerns that the incentive package may result in parking money in the real estate sector and can again fuel the speculative activities.
Arif Habib, Pakistan's one of leading businessmen, suggested that the first-time home buyer should not be asked the source of income of up to Rs50 million. However, FBR Chairman Rashid Langrial opposed the proposal and said that it would be tantamount to giving tax amnesty, which the IMF would not allow.
Due to the large size of the informal cash-based economy, the corporate sector and banks are reluctant to undertake major construction projects, explained Arif Habib. He said that his proposal did not strictly fall in the definition of the amnesty as it would be limited only to the first-time genuine buyers.
The large size of the informal economy is resulting in either declaring the values of the property at lower than actual price or the people use cash to avoid scrutiny.
The prime minister instructed that the government officials should sit with Arif Habib and aim at finding a solution. It emerged from the meeting that the business community would meet with the IMF next month to take up the Rs50 million amnesty scheme agenda for a discussion.
"It seems that there is a consensus on givig relief to the real estate sector," FBR Chairman Rashid Langrial said last week in a meeting of the National Assembly Standing Committee on Finance that had deferred the legal amendment requiring upfront disclosure of the source of buying the property.
The housing sector task force had been constituted by the prime minister after the real estate sector activities slowed down due to heavy taxes and the overall slugging economic growth. Pakistan's economy grew at only 0.9% rate in the first quarter of this fiscal year.
The prime minister expressed the desire that the real estate sector package should aim at promoting the construction and economic activities in the country.
The meeting discussed giving interest rate subsidies to enable the lower and middle-income groups to take bank loans for home construction. The Economic Affairs Minister has been asked to come up with the recommendations by next week.
Former prime minister Imran Khan had also given the interest-rate reduction subsidy for the lower middle-income group, which helped many to have their own shelter. The central bank has set the policy rate at 12% but the home loans are still very expensive ranging over 17%.
The prime minister has not yet made a move to lessen the fiscal woes of the salaried class, which paid Rs285 billion in income tax during July-January period of this fiscal year. The Rs285 billion payments are Rs100 billion more than the last year. This is also much more than the government's annual target of additional tax collection from the salaried class.
The National Assembly Standing Committee on Finance this week delayed the approval of an amendment bill, which proposed a ban on the purchase of properties without upfront disclosure of the source of the money for buying the asset. The delay in the approval of the Tax Laws Amendment Bill provided a major relief to the realty sector that could now undertake property transactions without the requirement of upfront disclosure of the source of the purchase.
The government official said that no relief package for the real estate sector has been finalized and the consultations with the provinces and the IMF have also not yet commenced.
The real estate sector largely remains unregulated. Vast fertile agricultural lands are converted into housing societies; many of those do not have regulatory approvals and are doing illegal business. There is also more availability of plots in the market than the actual demand due to very high prices.
There is also an issue of overselling of apartments and the plots and the solution to this is to allow the construction projects investment through escrow accounts.

Govt to release Pakistan Economic Survey 2024–25 today

The document highlights that the GDP growth for 2024–25 has been recorded at 2.7%, with a target of 4.2% set for the upcoming fiscal year. The survey also points to a 30.9% rise in remittances between July 2024 and April 2025, and notes that the current account remained in surplus during this period. Fiscal performance showed marked improvement. The fiscal deficit declined to 2.6% of GDP, while the primary balance recorded a surplus of 3%, reflecting tighter fiscal discipline. Policy interest rates were reduced to 11% amid signs of economic stabilisation and improving fundamentals. Private sector credit expanded, with loans worth Rs681 billion disbursed between July 2024 and May 2025. The Annual National Development Programme (ANDP) for 2024–25 received a total allocation of Rs3,483 billion. Of this, Rs1,100 billion was earmarked for federal projects, and Rs2,383 billion for provincial initiatives. The National Economic Council (NEC) acknowledged signs of recovery, attributing improvements to coordinated federal and provincial efforts. It credited the agriculture sector for its strong contribution to reserves and growth, adding that a comprehensive strategy is being prepared to boost long-term agricultural productivity. The survey is expected to lay the groundwork for the federal budget and shape Pakistan's future economic roadmap. READ MORE: Budget delayed by a week The federal government is set to unveil its fiscal year 2025–26 budget on June 10 evening after securing approval from the federal cabinet in a special session chaired by Prime Minister Shehbaz Sharif. The budget, finalised in consultation with the International Monetary Fund (IMF), is expected to range between Rs17.5 trillion and Rs18 trillion. The document will be presented in Parliament following cabinet approval. Budget schedule approved Speaker of the National Assembly, Sardar Ayaz Sadiq, has approved the schedule for the upcoming National Assembly sessions. The Federal Budget 2025–26 will be presented on June 10. The House will observe recess on June 11 and 12, with the general debate on the budget beginning June 13. The discussion will continue until June 21, and all parliamentary parties will be allocated time to contribute in accordance with Assembly rules and procedures. Key measures include proposed increases in public sector salaries and pensions. Three options are under consideration: a 10% raise aligned with inflation, a 30% disparity allowance for grades 1 to 16, and tax relief on government salaries. The budget sets the Federal Board of Revenue's (FBR) tax collection target at Rs14.3 trillion, including Rs6.47 trillion in direct taxes, Rs4.94 trillion from sales tax, Rs1.74 trillion from customs duties, and Rs1.15 trillion from federal excise duties. Non-tax revenue is estimated at Rs2.58 trillion. Debt servicing remains the largest expenditure, with Rs8.68 trillion allocated, followed by Rs2.41 trillion for defence. Federal development spending is projected at Rs1.06 trillion under the Public Sector Development Programme (PSDP). In a push for industrial growth, duties may be reduced on over 7,000 tariff lines, primarily affecting raw materials and capital goods. The government is also expected to remove the additional 2% customs duty on 4,294 tariff lines. The upcoming budget may include a scheme to provide energy-efficient ceiling fans on instalments via electricity bills, aimed at curbing power consumption. These fans would be offered interest-free, with payments spread out through utility bills. In a meeting with Pakistan Peoples Party leaders and workers at Aiwan-e-Sadr on the occasion of Eid ul-Azha, the president extended Eid greetings and praised party workers as the backbone of the party, commending their unwavering commitment during testing times. He urged them to stay devoted to the nation and play a proactive role in its development. Emphasising agriculture as the cornerstone of the national economy, the president called for prioritising its growth and supporting farmers to strengthen the economic base. Commenting on regional issues, President Zardari expressed concern over rising extremism in India. He noted that minorities, particularly Muslims and Christians, were facing increasing discrimination and suppression under the extremist Hindutva ideology, which he warned posed a threat to the entire region. He also reaffirmed the historical, religious, and cultural legacy of Muslims in the subcontinent.

Pakistan's high-level multi party delegation arrives in London
The nine-member high level parliamentary delegation led by former Foreign Minister and Chairman Pakistan People's Party Bilawal Bhutto Zardari has arrived in London after completing successful visits to Washington and New York, Radio Pakistan reported. The delegation has been appointed by Prime Minister Shehbaz Sharif to project Pakistan's position on the recent clash with India and highlight the need for the resolution of the Jammu and Kashmir dispute in accordance with UN Security Council Resolutions and the aspirations of the Kashmiri people. The other members of the delegation include Minister for Climate Change and Environmental Coordination, Dr Musadik Masood Malik; Chairperson, Senate Standing Committee on Climate Change and Environmental Coordination and former Minister for Information and Climate Change, Senator Sherry Rehman; Chairperson, National Assembly Standing Committee on Foreign Affairs and former Foreign Minister, Hina Rabbani Khar; former Minister for Commerce, Defence and Foreign Affairs, Engineer Khurram Dastgir Khan; MQM's Parliamentary Leader in the Senate and former Minister for Maritime Affairs, Senator Syed Faisal Ali Subzwari; and Senator Bushra Anjum Butt. They will also highlight that dialogue and diplomacy should take precedence over conflict and confrontation. The delegation will underscore the imperative for the international community to play its due role in promoting a lasting peace in South Asia. The need for immediate resumption of the normal functioning of the Indus Waters Treaty will also be a key theme of the delegation's outreach.
