T.N. government approves plan to tackle floods and water shortage in Chennai and surrounding areas

To make the city and the Chennai Metropolitan Area (CMA) water abundant and flood resilient, the State government has approved a Water Security Plan under the Chennai City Partnership Programme.
A Government Order (G.O.) was recently issued directing the Water Resources Department (WRD) to adopt the plan, which has recommended 704 works to conserve floodwater and create a decentralised water supply system to mitigate the impact of climate change in the region.
With an aim to combat climate change-induced recurrent floods and droughts in Chennai and surrounding coastal districts, the Water Security Plan aims to integrate supply, demand, and governance plans.
The G.O. said there was a gap in the current demand and supply of water in the city, as the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) supplied 1,040 million litres a day (mld) against a demand of 1,720 mld (as estimated in 2020).
Rising water demand
According to the CMWSSB's Master Plan, the water demand in the city is likely rise to 38.73 thousand million cubic feet (tmcft) in 2050. With the recommended projects under the Water Security Plan, there is a potential to create additional storage and harness a total of 39.74 tmcft of water in 2050. Twelve water basins, including the Chennai and Palar ones, have been considered for project recommendations in the CMA.
Sources in the WRD said the department would be able to proceed with specific studies, project implementation, and fund tie-ups following the crucial step of government approval. Various interventions have been planned under three strategies — conservation of floodwater runoff at source, including rivers and catchment areas; climate adaptive rejuvenation of waterbodies focusing on boosting storage capacity, and regulation of flash floods and river training and flood protection works.
The WRD looks to implement various projects, including creating new reservoirs, restoring supply channels, and building a network of check dams and channels for inter and intra basin transfers, over a project period of five to 10 years. Some of the long-term ones will even be implemented over more than 10 years.
B. Sakthivel, hydrologist and consultant, who is part of the project, said the plan would address capacity enhancement of existing waterbodies. Further investment on projects should be done based on the plan's recommendations for water conservation, flood mitigation, groundwater recharge, and climate resilience.
Some of the projects include upgrading 350 tanks, including the ones in Thenneri, Sriperumbudur, Manimangalam, and Pillaipakkam, into reservoirs with additional storage capacity. Three barrages will be created across the Palar to work as riverine reservoirs. Several groundwater recharge structures will be set up along the coastal belt. The government will fund the projects and receive reimbursements from funding agencies, including the World Bank, after the project is completed, said sources in the WRD.

Salem: The east and west bank canals connected to the Mettur dam were opened on Tuesday to meet irrigation requirements in Salem, Namakkal, and Erode districts. Tourism minister R Rajendran opened the sluice gates of the Stanley Reservoir, allowing water from the Cauvery river to flow out of the dam and into the canals. "In response to farmers' requests, chief minister M K Stalin had directed the water resources department (WRD) officials to open the west and east bank canals of the Mettur dam for irrigation purposes," the minister said. He added that approximately 45,000 acres of land would benefit, including 16,443 acres in Salem district, 11,327 acres in Namakkal district, and 17,230 acres in Erode district. "I urge the farmers in these three districts to utilise the Cauvery water released through the Mettur east and west bank canals judiciously," he said. Salem MP T M Selvaganapathy, Rajya Sabha MP SR Sivalingam, and collector R Brindha Devi, among others were present when the sluice gates were opened. Mumbai: The Maharashtra government, on Tuesday, signed two MoUs, one in the energy sector and another in forest sector, in the presence of Chief Minister Devendra Fadnavis. The state Water Resources Department signed an MoU with Shree Tatysaheb Kore Warana Cooperative Navshakti Nirman Sanstha in Warananagar for the 240 MW Tillari Pumped Storage hydropower (PSH) Project. This entails an investment of Rs 1,000 crore and generate 300 jobs. The Chief Minister's Office in a post on its official X account said, "Powering Progress. Fueling a Green Future. Chief Minister Devendra Fadnavis presided over the MoU signing an exchange between the Maharashtra government's Water Resources Department and Shree Tatysaheb Kore Warana Cooperative Navshakti Nirman Sanstha in Warananagar for the 240 MW Tillari Pumped Storage Project. As the 16th MoU under Maharashtra's renewable push, this partnership further accelerates the state's journey toward a greener and energy-secure future. Minister Radhakrishna Vikhe Patil, MLA Vinay Kore and other senior officials were present." According to the state Water Resources Department, the PSH project ensures stable support during peak loads providing an uninterrupted power supply and it allows for the integration of variable renewable energy sources without grid disruptions. Such projects also have a lower carbon footprint when compared to fossil fuel-based plants, the department said. Meanwhile, the MoU was also signed between Forest Development Corporation of Maharashtra (FDCM) Gorewada Zoo Limited, Nagpur and National Buildings Construction Corporation (NBCC) for the development of the African Safari, Safari Plaza, and associated works under Phase-2 of the Balasaheb Thackeray Gorewada International Zoological Park in Nagpur. The Chief Minister's Office in a post said, "CM Devendra Fadnavis presided over the MoU signing and exchange between the FDCM Gorewada Zoo Limited, Nagpur and NBCC for the development of the African Safari, Safari Plaza, and associated works under Phase-2 of the Balasaheb Thackeray Gorewada International Zoological Park in Nagpur. State Forest Minister Ganesh Naik and other senior officials were present." According to the Forest department sources, FDCM Gorewada Zoo (FGZ), located in Nagpur, is a pivotal wildlife conservation and education centre. Under its umbrella, the facility includes the Balasaheb Thackeray Gorewada International Zoological Park, a rescue centre, and the Wildlife Research and Training Centre. FGZ is dedicated to promoting biodiversity, providing recreational opportunities, and enhancing public awareness of environmental issues. It also features a conservation breeding programme for endangered species. FDCM Gorewada Zoo plays a vital role in fostering a culture of conservation and advancing wildlife preservation in the region.
