No OCI? PFRDA says close your NPS Account after renouncing citizenship

The Pension Fund Regulatory and Development Authority (PFRDA) has announced new guidelines for closing National Pension System (NPS) accounts by individuals who renounce their citizenship and do not hold Overseas Citizen of India (OCI) cards. The move aims to streamline compliance and ensure proper handling of pensions.
What does circular say?
'The subscriber is required to forthwith intimate National Pension System Trust (NPS Trust) of the change in status along with proof thereof,' said PFRDA's circular dated April 21.
It said that only Indian citizens, Non-Resident Indians (NRIs), and OCI cardholders are eligible to open and maintain NPS accounts. Therefore, those who have renounced Indian citizenship and do not hold an OCI card can no longer remain part of the NPS framework.
According to new rules, the account of such a subscriber must be closed, and the entire accumulated corpus will be transferred exclusively to their Non-Resident Ordinary (NRO) bank account. The process must align with the Foreign Exchange Management Act (FEMA) guidelines.
How to close the NPS account?
To close the account, subscribers must submit a formal request to the NPS Trust. The application should include:
- A written undertaking confirming renunciation of Indian citizenship and the absence of an OCI card.
- Valid proof such as a renunciation certificate, surrender certificate, or cancelled Indian passport issued by a competent authority.
Once the required documents are submitted, the NPS Trust will initiate the closure and fund transfer process in coordination with Central Recordkeeping Agencies (CRAs). 'The total accumulated pension wealth of the subscriber… shall be transferred only to the NRO account of the subscriber, under the FEMA guidelines,' said the circular.

India bond traders have suggested a tweak in the government's borrowing plans as waning demand for the ultra-long end securities pushed up the cost of long-term borrowings, three market sources who are aware of the matter said. ADVERTISEMENT "Short-term bond yields have collapsed, while there has been considerable fall in the 10-15 year segment as well, but the ultra-longs have not moved much, and in fact have shown an uptrend in the last few sessions," one of the sources mentioned above said. The government has sought feedback from select market participants through one-on-one interactions, the sources added. The sources requested anonymity as they are not authorized to speak to media. The finance ministry did not reply to a Reuters email seeking comment. The government has borrowed 2.81 trillion rupees ($32.76 billion) in April-May and is set to borrow 5.19 trillion rupees in June-September, including 1.91 trillion rupees through 30-year and above bonds, as per schedule. Traders anticipate some reduction in 30-year and above bonds and some addition in the up to 10-year maturity papers in coming weeks. ADVERTISEMENT "Flows with insurers have dried up in this quarter, and large state-run player is also not participating in primary auctions, which is continuously pushing up spreads," another source said. The five-year bond yield has eased 62 bps since the start of this financial year, while the 10-year benchmark bond yield has come down 39 bps. ADVERTISEMENT Contrarily, the 30-year to 50-year bond yields have eased only around 10 basis points, and this has pushed up the spread between the 10-year bond yield and the ultra-long bond yields to 65 basis points, highest in nearly three-and-a-half years. The Reserve Bank of India has cut repo rate by 50 basis points since the start of 2025 and has infused around $100 billion into the banking system since December. ADVERTISEMENT For the first half, the government has targeted 35% of its borrowing through longer dated securities, and less than 25% through up to seven year papers. "There is plenty of appetite for up to 10-year bonds due to heavy bond purchases from the RBI, so it makes sense to shift some of the supply," the first source added.
