Boy, 17, found dead hours after police station visit, family alleges torture

Agra: A 17-year-old boy was found dead with injury marks on his body, including his private parts, on Saturday morning, hours after returning from a police station in Chandra Bhanpur village in Uttar Pradesh's Etah district, where he had been called for questioning about the disappearance of a girl of the same age.
While senior police officers said Satyaveer Singh died by suicide, his family said he was tortured and held in illegal custody. However, five policemen involved in the case have been attached to police lines.
Satyaveer had recently returned home from Nashik, Maharashtra, where he worked at a private company. His father, Mohar Singh, said Satyaveer was summoned to the police station several times over eight days before he and his elder son Bhuri took him to Nidholi Kalan police station around 7pm on Friday.
Mohar said, "The cops made the two of us sit outside. Then we heard Satyaveer crying. Sub-inspector Surendra Singh Yadav, Asif Ali and three constables were thrashing him. When we approached SHO Raj Kumar Chauhan, he asked for Rs 50,000. We gave him the money and he said they would release my son. At around 5am on Aug 2, we found his body 500 metres from the village, with deep injury marks all over, including on his private parts.

Satyaveer's brother Yogendra said his sibling had no involvement in the girl's disappearance and his name was not even mentioned in the FIR, which TOI accessed. The family claimed police left the boy near the village in a critical condition instead of taking him to a hospital and demanded a magisterial enquiry.
On Saturday morning, the family brought Satyaveer's body to SSP Shyam Narayan Singh's office on a tractor-trolley and protested, demanding immediate action.
They also submitted a written complaint to DM Prem Ranjan Singh. Attempts by TOI to contact the DM were unsuccessful.
The SSP said, "Satyaveer came to the station with his brother and was sent back after routine questioning. CCTV footage is being examined and the postmortem will clarify the cause of death. If any officer is found guilty of harassment or torture, strict action will follow. Five policemen, including both sub-inspectors, have been attached to police lines."
A senior lawyer, Prashant Pundhir, questioned the legality of the detention. "This was illegal custody. His name was not in the case diary. As per law, minors and women cannot be taken into custody after sunset. Police must inform the Child Welfare Committee and Juvenile Justice Board before detaining a minor. None of these procedures were followed. He was kept overnight, which violates all norms."

Hyderabad: Two people were killed and another injured when a lorry rammed into pedestrians in Bhongir on Sunday. The deceased were identified as C Rama Krishna (35) and C Sai Kumar (22), both natives of Zaheerabad. According to police officials, the incident occurred while the trio was standing at a sweet stall. "A lorry, which was heading towards Hyderabad from Jagdevpur, lost control and rammed into them. Both Krishna and Kumar died on the spot," they said. Police suspect that the lorry lost control due to a mechanical issue that caused brake failure. The accident occurred at a curve where the driver was supposed to take a right turn but failed to do so. Instead, he drove straight and rammed the pedestrians. Police registered a case against the lorry driver, and an investigation is on. The injured person was shifted to the hospital and his condition is said to be stable. Accreditation case: HC asks CBI for ‘suitable' nursing college list

Bhopal/Jabalpur: The MP high court has directed the CBI to furnish its reports on nursing colleges found fit to operate in the state, while hearing a PIL alleging irregularities in granting recognition. The central probe agency was also directed to share the reports with Vishal Baghel, who had filed a public interest litigation (PIL) in the HC pointing to gross irregularities in accreditation across the state. The court had ordered a CBI probe into credentials of all the nursing colleges of the state. The CBI had carried out the probe, and divided the colleges in three categories -- "suitable", "unsuitable"and those who can be allowed to operate if they make certain improvements in the college infrastructure. A bench of justices Atul Sreedharan and Anuradha Shukla asked the CBI to scan the reports of colleges found "suitable", and file reports. The CBI had told the HC that the reports run into lakhs of pages and it doesn't have manpower and resources to scan papers in such large numbers. The high court now asked the govt to help the CBI with resources and manpower to carry out the scanning work, and said the scanning work should be carried out under the CBI supervision.
