Palaniswami criticises Stalin for not being able to get funds under RTE Act

AIADMK general secretary Edappadi K. Palaniswami on Saturday criticised Chief Minister M.K. Stalin for not being able to get funds for the State under the under the Right of Children to Free and Compulsory Education (RTE) Act despite the political formation led by the latter having 39 MPs in the Lok Sabha.
In a statement, Mr. Palaniswami said it was 'not acceptable' for the delay in the functioning of web portal for enabling admission of students under the Act by citing one reason or the other. The State government should 'stop playing immediately with the education of children belonging to the poor and the middle class.'
Referring to the direction of the Madras High Court recently on the issue that the State government reimburse the private schools which make admissions under the RTE Act, the AIADMK leader urged Mr. Stalin to release funds from the State government's Exchequer.

MADURAI: Modifying certain conditions imposed by the Madurai city police while granting permission for Hindu Munnani to conduct the Lord Murugan devotees conference (Muruga Bakthargalin Aanmeega Maanadu), which is scheduled in Madurai on June 22, the Madras high court on Friday observed that the organisers must ensure that communal harmony is maintained. The court was hearing a petition filed by Hindu Munnani seeking a direction to the authorities to permit them to set up temporary miniatures of the six abodes of Lord Murugan and perform poojas from June 10 to June 22 ahead of the Lord Murugan devotees conference in Madurai district. Another petition was filed by Hindu Munnani challenging certain conditions imposed by the police in the order dated June 12 while granting permission for the conference. The conditions which were challenged included that the people participating in the conference from various districts had to obtain passes from the concerned district police, not to conduct a bike rally, obtaining permission from the HR and CE department, Madurai corporation, and against the usage of drone cameras. He contended that each temple of this Aarupadai Veedu follows a distinct agama, custom, and ritual. Installing temporary miniatures of these temples by the organisation is against agamic rules for temple rituals and idol consecration. Justice B. Pugalendhi observed, "Article 25 of the Constitution of India guarantees every person a right to freely profess, practice, and propagate their religion. Therefore, any individual or organisation has the liberty to hold the function based on religious faith. However, this right is not absolute. There can be restrictions if it is intended to affect communal harmony. Our country is a diverse society having people of different faiths. The exercise of religious freedom must be harmonised with a broader objective of maintaining public order, morality, and communal harmony." The judge observed that the Religious Institution (Prevention of Misuse) Act, 1988, is available to prevent the misuse of religious institutions for political and other parties. The petitioner's organisation, which claims to promote religious values, can also be included within such a definition. Section 6 of the Act prohibits any ceremony, festival, congregation, procession, or assembly organised or held under its auspices to be used for any political activity. In this case, the state as well as the impleading petitioners apprehend that in the guise of a religious event, the organisers may antagonise other communities and there is a possibility of communal clash. One of the impleading petitioners produced two news reports on statements made by the Hindu Munnani President and another by a union minister. "The petitioner is organising this event as a religious conference for the devotees of Lord Murugan and for the well-being of the universe. With that being the object, the organisers of the event must strictly comply with the observations of the Supreme Court and ensure that communal harmony is maintained," the judge observed. The judge observed that the petitioner is not planning to conduct a vehicle procession in any form but is aggrieved by the condition imposed that the people should obtain vehicle passes to participate in the event. The court is of the view that this condition was imposed to regulate the vehicles likely to participate in the event. There is no reason to interfere with the condition. If any participant applies for the vehicle pass, the police officer concerned shall issue the vehicle pass within 24 hours of the application. If the police refuse to grant vehicle passes, it has to be rejected with valid reasons. Another condition was imposed that permission has to be obtained from the HR and CE department before installing the miniatures. The condition was imposed by the police in a mechanical manner. Similarly, the condition for permission from the corporation authorities is also not relevant. The police had restricted the use of drones. Taking into account the request of the petitioner, the court modified the condition by permitting the use of two drones for covering the events. The petitioner has to maintain the regulations as provided under the Noise Pollution (Regulation and Control) Rules, 2000. The petitioner confirmed that they are not in need of any police personnel to maintain the participants and they have their own volunteers, so there is no need for the deployment of police personnel. However, the event is to be conducted near a highway. It should not cause traffic congestion for the commuters. Therefore, necessary police personnel may be deployed to ensure the free flow of traffic, the judge directed and disposed of the petition challenging the conditions imposed for the conference. The judge also allowed the other petition and set aside the order passed by the police rejecting permission for setting up miniatures of the six abodes of Lord Murugan. One among 69 general secretaries appointed to the Telangana Congress earlier this week by the party leadership is Mohammad Asaduddin, son of former cricketer and team India captain, and former Lok Sabha MP Mohammad Azharuddin. Hyderabad: First he followed his dad's footsteps into the cricket field, and now into the political arena. The appointment of Asaduddin, 35, comes after Hyderabad's Jubilee Hills seat fell vacant following MLA Maganti Gopinath's death Sunday from a heart attack, leading to speculation that Asaduddin could be the Congress contestant for the ensuing bypolls. In the November 2023 Telangana elections, Azharuddin was the Congress nominee from Jubilee Hills, and lost to Maganti of the BRS by a margin of 16,337 votes after getting an early lead against the sitting MLA. 'I don't know what's in store for me. My dad is still active in politics. Let's see,' Asaduddin, also known as Abbas, told ThePrint when asked about the prospects of him getting the Congress ticket. Formally associated with the Congress since the 2023 polls, Asaduddin was actively involved in his father's poll campaign, managing the rallies, mohalla meetings etc., across the constituency. 'All I can say is that despite the disappointing loss, I stayed strongly connected with the people in Jubilee Hills, taking up their issues,' Asaduddin says. He went on to win the Moradabad (Uttar Pradesh) Lok Sabha seat that year, but was defeated when he contested the Tonk-Sawai Madhopur (Rajasthan) seat in 2014. After that loss, Azhar, as he's popularly known, had padded up again for the 2023 Telangana polls, playing on a smaller ground this time. His loyalty to the Congress had fetched him the post of Telangana Pradesh Congress Committee working president just before the 2018 state election. The Jubilee Hills assembly seat (which is in the Secunderabad Lok Sabha constituency), had 3.75 lakh voters in 2023, of whom about 1.2 lakh—a third of the total—are Muslims, according to political parties' estimates. Though it has big stretches of jhuggis and lower middle-class settlements, Jubilee Hills is also home to some of the richest in Telangana—from businessmen who made their fortunes in sectors such as IT, realty and pharma, to politicians and Telugu film personalities. 'I believe my passion to work for people, staying in touch with all sections etc., are traits recognised by the party leadership. I am thankful to TPCC chief Mahesh Kumar Goud and CM Revanth Reddy and will work under their command for the Congress,' Asaduddin says. Recruiting youth to 'wage a war against the state', organising 'dummy training camps' and 'conspiracy meetings', and keeping 'prohibited arms and ammunition and explosive materials' – these are the allegations against 17 people charged with the 2024 Maoist attack on three Central Reserve Police Force campus in Chhattisgarh's Bijapur. In its chargesheet, filed before a special court in Jagdalpur, Chhattisgarh, the National Investigation Agency (NIA) Friday named 17 people for the attack, of whom 16 are absconding. The single accused in custody is Sodi Baman @ Deval. The case relates to the attack on the Central Reserve Police Force's (CRPF) new camp at Dharmavaram and two adjacent CRPF/CoBRA (Commando Battalion for Resolute Action) camps located along the northern bank of the Chintavagu River and Pamed, the southernmost village of Bijapur, on January 16, 2024. Traditionally part of south Bastar, this was for a decade considered the stronghold of Battalion No. 01 of the People's Liberation Guerilla Army (PLGA), the armed wing of Communist Party of India (Maoist). The absconding accused include two Central Committee Members (CCM), two Special Zonal/ State Committee Members (SZC/SCM) and other top cadres of Battalion 1, Telangana State Committee and Pamed Area Committee. These accused also recruited youngsters to wage war against India, the NIA said. The chargesheet filed Friday before an NIA special court in Jagdalpur, Chhattisgarh, was under various sections of Indian Penal Code, Arms Act, Explosive Substances Act, and Unlawful Activities (Prevention) Act, an official statement from the NIA said. Armed with barrel grenade launchers (BGLs) and automatic weapons, the assailants — a group of 250-300 members of the banned Communist Party of India (Maoist) — attempted to loot weapons and other belongings of the security forces from the camps, the NIA, which took over investigation into the case in February 2024, said, adding that 12 security personnel were injured in the attack. The NIA registered a case against 21 named and 250-300 unknown armed cadres of proscribed terrorist organisation CPI (Maoist). Investigations revealed that the chargesheeted accused had been involved in the recruitment of youth, as part of a criminal conspiracy to wage war against the democratically-elected government of India, the statement went on to say. 'They were in possession of prohibited arms, ammunition and explosive materials, and had organised and attended conspiracy meetings. They also established a dummy training camp as a replica of the target camps, imparted training and gave motivational speeches to their armed cadres to carry out an armed rebellion, besides conducting recce of the said camps and executing the final attacks,' the statement said. Asked about the significance of the CRPF camps, Inspector General for Bastar Range Sundarraj P told The Indian Express: 'The remarkable achievement of the camps was (that it was) facilitating the successful implementation of Chintavagu river bridge project, which had long remained a distant dream for local population. The civil transportation has begun in the area connecting Pamed to the district headquarters of Bijapur. Over time, more than 90 security personnel have attained martyrdom in the Pamed Basaguda-Awapalli-Usor axis due to various ambushes/IED blast incidents'.
