10 industrial units penalised for violating pollution norms, one discharged carcinogenic waste into Yamuna, NGT told

Indian Express5 days ago
Ten industrial units found violating environmental norms in the residential areas in East Delhi have been penalised for causing pollution, the Delhi Pollution Control Committee (DPCC) has told the National Green Tribunal (NGT). The DPCC issued Environmental Compensation (EC) orders against all 10 defaulting units, the NGT was told.
One of these units was allegedly discharging 'highly toxic and carcinogenic' effluents into the Yamuna.
The action comes in response to a plea being heard by the NGT that alleged unauthorised operation by these units. According to the plea, filed by a Delhi resident, Varun Gulati, last year, illegal 'red-category' industries – such as electoplating and metal processing — were operating in densely populated residential areas.
A joint committee comprising officials from the DPCC, Revenue department, Municipal Corporation of Delhi (MCD), Delhi Police, and BSES conducted surprise inspections in April last year.
As per the DPCC's submission on Wednesday, a total of 36 units were surveyed, and inspections were held again for nine of the 36 units. Eleven showcause notices were issued, and Environmental Compensation was finally imposed on 10 units.
Among the most serious violations was an electroplating unit operating without any pollution control device, which was found to be discharging untreated wastewater into drains leading to the Yamuna. The DPCC said the waste was 'highly toxic and carcinogenic in nature,' and the unit was sealed after a fine of ₹10 lakh was imposed. In another case, a powder-coating unit in Ghonda was found non-operational, but it was still storing machinery and coloured powder. The MCD sealed the premises, and the DPCC imposed a fine of Rs 2 lakh.
Here is a list of other units penalised:
> An illegal godown for aluminium hardware in Bhajanpura (EC: Rs 40,000)
> A garment and bag stitching unit in Bhajanpura (EC: Rs 40,000)
> A hanger manufacturing unit using metal wire in Village Gamri (EC: Rs 40,000)
> A paper roll and paper cup godown in Gamri (EC: Rs 40,000)
> A cloth bag stitching and screen-printing unit (orange-category industry) in Gamri (EC: Rs 5 lakh)
> A metal surface finishing unit in Gamri (EC: Rs 40,000)
> A red-category electroplating unit in Gamri, where the first floor was sealed (EC: Rs 10 lakh)
> An injection-moulding unit involved in waste plastic reprocessing without washing (EC: Rs 5 lakh)
The DPCC said that enforcement action in such residential non-conforming areas falls under the jurisdiction of the Zonal Deputy Commissioners of the Municipal Corporation of Delhi (MCD), in line with a 2019 Supreme Court order.

Appellate Tribunal Upholds Seizure Of Chanda Kochhar's Assets In Videocon Loan Case

New Delhi: An appellate tribunal has found Chanda Kochhar, former CEO and managing director of ICICI Bank, guilty of accepting Rs 64 crore bribes that were routed through her husband Deepak Kochhar from the Videocon Group, upholding the Enforcement Directorate (ED)'s seizure of her assets. The bribe was part of a quid pro quo arrangement linked to the sanction of a Rs 300 crore loan to the Videocon group during her tenure, said the tribunal. In its detailed July 3 order, the tribunal observed that the financial transaction involving Videocon's immediate transfer of Rs 64 crore to NuPower Renewables Pvt Ltd (NRPL), a company managed and controlled by Mr Kochhar, after ICICI Bank disbursed the loan, clearly established a pattern of corrupt practices. "Although the ownership of NRPL was shown on paper to be with VN Dhoot (Chairman and MD of Videocon Group), he himself admitted that the actual control lay with Deepak Kochhar," the tribunal noted. The order also stated that the evidence, including statements recorded under Section 50 of the Prevention of Money Laundering Act (PMLA), substantiated the Enforcement Directorate's (ED) claim of a quid pro quo arrangement. The tribunal came down heavily on the earlier decision of the Adjudicating Authority in November 2020, which had ordered the release of attached assets worth Rs 78 crore, including those linked to the Kochhars. It held that the adjudicating body had "ignored material facts and drawn conclusions contrary to the record." Backing the ED's actions, the tribunal said, "We find substance in the allegations for quid pro quo involving the sanction of a Rs 300 crore loan by ICICI Bank to Videocon and subsequent transfer of Rs 64 crore to NRPL. The factual matrix supports the ED's claim and justifies the attachment of assets." The tribunal underscored that Ms Kochhar's role in approving the loan, despite her conflict of interest, was in violation of the bank's internal policies. It highlighted that she was a part of the committee which sanctioned the loan to Videocon, even as her husband's firm benefited financially almost immediately after the disbursal. The tribunal's ruling marks a major development in the ongoing investigation into corporate fraud and conflict of interest involving one of India's top banking executives.

Retired NSG assistant commandant robbed of jewellery at gunpoint in Delhi's Chandni Chowk

A retired assistant commandant with the National Security Guard (NSG), who owns a jewellery shop, was robbed of Rs 60 lakh worth of jewellery and cash at gunpoint in Delhi's Chandni Chowk area on Saturday, the police said. According to the Delhi Police, Bhimsen, 86, a former NSG recruit, was at his residence with his son Sandeep, daughter-in-law Neelam, and grandson when the robbery took place. 'A man named Sunil knocked on his door and took his name. As soon as the door was opened, three armed men entered the house. They started searching the house for some documents,' a police officer said. When the grandson resisted, one of the masked men took out a gun and tied the grandson's hands before taping his mouth, the officer added. The intruders then looted jewellery and precious stones worth Rs 50 lakh, while also taking $3,550. They also locked the family members in their kitchen before fleeing, he said. Once the thieves left, the family called their neighbours to get them out, the police said. The police said they suspect someone known to the family could be involved in the crime. No one has been arrested as of now, the police said. 'The robbers knew the house inside out and the location of the jewellery. We are investigating all possible angles and examining the CCTV footage,' an officer said. Bhimsen operated the jewellery business in the Kinaari Market area.

Tax refund scam alert: Don't fall for that 'manual verification' email

Government warns taxpayers about phishing attempts to gather their financial information An email falsely claiming to be from the Income-Tax department is attempting to dupe taxpayers by asking them to 'manually verify' attached documents or click links so that they can get refunds. The Fact Check Unit of the government's Press Information Bureau (PIB) has flagged such emails as fraudulent and urged citizens to exercise caution. Fake email The phishing email, designed to mimic the tax department's communication, typically reads: "Dear Taxpayer, This is an official notification regarding your Income Tax Refund for Assessment Year 2024-25. Amount eligible: Rs 60,000…all refunds above Rs 25,000 require recipient confirmation to prevent unauthorised payouts and protect taxpayers." It then prompts recipients to click on a link or fill in their financial information. According to PIB, the email is a malicious attempt to steal personal and financial data, including bank account numbers, passwords and credit card information. How to identify phishing attempt The Income-Tax department has said it never asks for personal financial information like PIN numbers or passwords. Here are red flags to watch out for: Email asking for personal or banking information. Poor grammar, unusual formatting, or suspicious domain names in the sender's address. Links that redirect to websites resembling official portals but with slight changes in spelling or design. Attachments that you didn't expect to receive. What should you do if you receive such an email? PIB advises the following steps: 1. Do not reply to the email. 2. Do not click on any links or download attachments, as these may contain malware. 3. Do not enter any personal or financial information. 4. Forward the suspicious email to webmanager@ and incident@ for further investigation.
