PH Navy not part of fisherfolk aid missions but assures presence in WPS — PN spox

GMA Networka day ago
While not deployed with the Bureau of Fisheries and Aquatic Resources (BFAR) and Philippine Coast Guard (PCG) in fisherfolk support missions, the Philippine Navy assured the public that it remains present and ready to respond in the West Philippine Sea (WPS).
At a press conference on Tuesday, Rear Admiral Roy Vincent Trinidad, Navy spokesperson for the WPS, said the Kadiwa para sa Bagong Bayaning Mangingisda program is primarily a law enforcement activity of BFAR and the PCG.
'Let's first be very clear on this: the mission of the Philippine Coast Guard and BFAR was to support our fisherfolks through the conduct of the Kadiwa… That is a law enforcement support operation,' he said.
Trinidad clarified that the Armed Forces of the Philippines have a different mission in the disputed waters.
'The AFP, the Philippine Navy and the Philippine Air Force regularly conduct maritime patrol operations and air surveillance flights in Bajo de Masinloc, the Northern Islands, Benham Rise. There is no conflict in both statements. We have our respective mandates to perform," he said.
The Navy official maintained the military has not abandoned its posts in the country's maritime territories.
'Not only the Philippine Navy, the Philippine Air Force, the AFP has never left the vicinity of Bajo de Masinloc, the Northern Islands, Benham Rise and even Kalayaan Island Group," Trinidad said.
When asked about possible worst-case scenarios following recent incidents at sea, Trinidad said contingency plans are in place across the full range of possible conflicts.
'When we do contingency planning, we look at the entire spectrum of conflict from peace to crisis to wartime. Each possible scenario has different contingency measures in place," he noted.
He also dismissed assumptions that the AFP would not respond if Filipino vessels were endangered.
'It is a universal mandate. The spirit of any sea-going individual, any professional organization is to extend assistance to any person requiring help in the ocean, in the maritime domain regardless of country, regardless of flag. And we have proven that in the past, not only for our Filipino citizens.'
Trinidad noted that China's activities in the WPS tend to ease when foreign navies are present during multilateral activities.
"Napansin namin na walang agresibong aksyon tuwing may presensya ng mga banyagang warship sa ating maritime domain," he said.
(We observe there are no coercive and aggressive actions each time there are foreign warships in our maritime domain.)
Moreover, he said the AFP is expanding its role beyond traditional domains to prepare for modern defense challenges.
'We are now looking into, not only sea, air and land. We have activities that cover cyber, undersea, not only kinetic warfare but also support and sustainment… covering all the details of a modern military," he added. — RF, GMA Integrated News

Public concern over inflation, affordable food eased in Q2 2025 —OCTA

Fewer Filipinos expressed concern over inflation and access to affordable food and wages during the second quarter of the year, according to the latest data from OCTA Research released on Wednesday. In its July Tugon ng Masa (TNM) survey, OCTA Research reported that public concern over issues sharply declined in the second quarter of 2025, with half or 50% of Filipino adults citing inflation as the most urgent national concern in the country. Concern for affordable food likewise declined by 10 percentage points or 41% to 31%, and improving wages by 11 percentage points or 36% to 26%. 'These declines may indicate a notable easing of economic anxieties,' the poll firm said. 'While inflation, food affordability, and wages remain among the top national concerns, the sharp decreases point to a changing public mood—where Filipinos may feel some relief, even if cautiously, compared to the heightened urgency observed earlier in the year,' it added. Other urgent national concerns included job creation (26%) and reducing poverty (23%). The OCTA Research conducted the face-to-face survey with 1,200 Filipino adults from July 12 to July 17, 2025. It has a ±3% margin of error at a 95% confidence level. Personal concern Likewise, the TNM survey indicated a easing of the most urgent personal concern of adult Filipinos. The majority or 63% of Filipinos identified staying healthy and avoiding illnesses as their top concern — down by 7 percentage points from 70% in April to 63% in July. Concerns about having enough to eat every day also reduced by 4 percentage points from 51% to 47%. Meanwhile, concerns about finishing schooling or being able to provide schooling for their children remained relatively stable, edging up slightly from 45% in April to 46% in July 2025. 'Taken together, these shifts suggest that some households may be experiencing modest improvements in day-to-day conditions. However, the continued prominence of health, food security, and education underscores that these remain core vulnerabilities requiring sustained attention,' the survey added. —LDF, GMA Integrated News

PH Army chief to troops: Suppress threats to 1st BARMM polls

Philippine Army chief Lieutenant General Antonio Nafarrete ordered troops to suppress security threats to the first parliamentary elections in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on October 13, 2025. In a statement on Wednesday, the Philippine Army said Nafarrete gave the order during his visit to the 6th Infantry "Kampilan" Division headquarters at Camp Siongco in Datu Odin Sinsuat, Maguindanao del Norte. 'Our objective is singular: That is to secure the elections, suppress threats, and maintain peace. To all personnel, remember that we remain non-partisan at all times,' Nafarrete addressed the soldiers. 'As we prepare for the upcoming BARMM elections, let us exert every effort to ensure that this historic exercise remains peaceful, fair and fully compliant with our existing laws and regulations,' he added. Aside from the 6th, the Army's 1st and 11th Infantry Divisions have been designated to secure the BARMM polls in the provinces of Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur and Tawi-Tawi, as well as Cotabato City. The Commission on Elections (Comelec) has declared the election period and gun ban in BARMM from August 14 to October 28. Meanwhile, Armed Forces of the Philippines (AFP) chief General Romeo Brawner Jr. joined Nafarrete at Camp Siongco and Western Mindanao Command headquarters Camp General Basilio Navarro in Zamboanga City. Brawner stressed the AFP's crucial responsibility in ensuring an orderly and peaceful electoral process. 'We must prepare ourselves for any eventualities,' Brawner said. 'We are one of the few institutions trusted by the Filipino people to keep our country stable. We must not be shaken—we should remain solid and professional in fulfilling our duty,' he added. On Sunday, the Comelec said the poll body is now 90% to 95% ready for the 2025 BARMM elections. Comelec chairperson George Garcia estimated about 2.3 million people will cast their votes during the BARMM polls. — Joviland Rita/RF, GMA Integrated News

US seeking Quiboloy extradition, sources say

Documents supporting the US request to extradite Quiboloy were transmitted to the Philippine Department of Justice in June this year, according to sources who have knowledge of the process, but spoke on condition of anonymity due to a lack of authority to speak on the issue. The United States is seeking the extradition of Filipino religious leader Apollo Quiboloy, who is wanted in the US for several charges, including child sex trafficking, engaging in sex with minors, fraud, and money laundering, Philippine government sources told GMA News Online on Wednesday. Documents supporting the US request to extradite Quiboloy were transmitted to the Philippine Department of Justice in June this year, according to sources who have knowledge of the process, but spoke on condition of anonymity due to a lack of authority to speak on the issue. Quiboloy, indicted by a US federal grand jury in 2021, landed on the Federal Bureau of Investigation's most wanted list, which identified the charges against him, such as conspiracy to engage in sex trafficking by force, fraud, and coercion, sex trafficking of children, and bulk cash smuggling. 'The US is seriously seeking the extradition request and taking the necessary steps with the Philippine government in bringing him to justice,' one of the sources said. An extradition treaty signed in 1994 by Manila and Washington states that "all requests for extradition shall be submitted through the diplomatic channel" and "shall be supported by documents, statements, or other types of information which describe the identity and probable location of the person sought." The Philippines is mandated under the treaty to promptly notify the US through the diplomatic channel of its decision on the extradition request. If the extradition request is granted, "the authorities of the contracting parties shall agree on the time and place for the surrender of the person sought," the agreement said. GMA News Online reached out to Philippine Ambassador to Washington Jose Manuel Romualdez for confirmation, but referred the request for comment to the DOJ. Comments have also been sought from the DOJ and the US Embassy in Manila, and these will be published as soon as they are available.
