Former Labour leader Lord Kinnock calls for two-child benefit cap to be scrapped
Rising levels of poverty 'would make Charles Dickens furious', Lord Kinnock said in an interview with the Sunday Mirror, in which he urged ministers to introduce a wealth tax.
Lord Kinnock, who led Labour in opposition between 1983 and 1992, is the latest senior party figure to pressure the current Government to end the two-child limit on benefits.
Former Labour prime minister Gordon Brown recently said ending the two-child limit, as well as the benefit cap, would be among the most effective ways of reducing child poverty.
Speaking to the Sunday Mirror, Lord Kinnock acknowledged the Government may not be able to scrap the two-child cap 'all at once'.
He added: 'But I really want them to move in that direction because the figures are that if that did occur it would mean that about 600,000 kids fewer are in poverty.'
Lord Kinnock suggested such a move could be funded by a wealth tax on the 'top 1%', telling the Sunday Mirror: 'I know it's the economics of Robin Hood, but I don't think there is anything terribly bad about that.'
He warned that over the decade and a half the Conservatives were in power child poverty gradually rose.
The Labour peer told the newspaper: 'In 15 years, starting from a position where beneficial change was taking place, we've got to the place that would make Charles Dickens furious.
'It's been allowed to happen because the kids are voiceless and their parents feel powerless. I defy anybody to see a child in need and not want to help.'
The two-child limit has been long-criticised by Labour backbenchers as a driver of child poverty.
Ministers are expected to set out plans to tackle child poverty at the budget in the autumn.

It could be another chaotic day for travellers as a labour dispute continues between Air Canada and the union representing its flight attendants. Flight attendants with the Montreal-based airline represented by the Canadian Union of Public Employees are expected to remain on the picket lines today as a battle against a federal return-to-work order continues. CUPE says it filed a challenge in Federal Court on Sunday against an order by the Canada Industrial Relations Board that said more than 10,000 flight attendants had to return to work as of 2 p.m. ET that afternoon. That order came after Jobs Minister Patty Hajdu sent both parties to binding arbitration on Saturday, saying she was intervening in the dispute because of its impact on Canadians and the economy. On Sunday, CUPE held demonstrations at major airports in Toronto, Calgary, Montreal and Vancouver, accusing Hajdu of caving to Air Canada's demands Air Canada said on Sunday that it would push back its plan to get flights back in the air until Monday evening, even though the union said employees will remain on strike until a "fair, negotiated collective agreement" is reached. The strike officially began just before 1 a.m. ET on Saturday, and Air Canada locked out flight attendants about 30 minutes later due to the strike action. The airline reported roughly 940 flights cancelled Sunday as a result of the work stoppage, and thousands of travellers have been scrambling to salvage their travel plans. The dispute has garnered negative attention from labour groups across Canada who are criticizing the Liberal government's decision to order flight attendants back to work. A statement from the Canadian Labour Congress late Sunday evening said the "heads of Canada's unions" met in an emergency session to stand behind Air Canada's flight attendants. The group called Hajdu's intervention an "unconstitutional attack on workers' rights" and said Canada's labour groups were unanimously calling on the federal government to withdraw its intervention. The statement also said labour unions are ready to "co-ordinate a fight back campaign" and promote and co-ordinate financial contributions to assist with the legal and other costs related to flight attendants' decision to defy Hajdu's order. "The labour movement is united and standing firm, and we will not allow these Charter-protected rights to be trampled upon," the statement read. 'What a fool I was to vote Labour' - Letter to York Press IT was very generous of you to give Luke Charters, the hapless Labour MP for York Outer, a full page (August 14) to tell us about how well he, and Labour, are doing. I have rarely read such rubbish. This Labour Government has been a complete and utter disaster. From complicity in genocide in Gaza to the outrageous proscription of Palestine Action as a terrorist organisation; from Rachel Reeves' wrecking ball of the budget, which has destroyed businesses up and down to the country, to the cruel cuts in winter fuel payments for pensioners, the attack on farmers and botched welfare reforms; from the £30bn bill for the 'sale' of Chagos Islands to unfettered immigration and eight million people on benefits, this shambolic Government has – within a year – betrayed the entire country. Quite an achievement. And before Mr Charters accuses me of political point-scoring, I voted Labour at the last election. Sick of the exhausted and rudderless Tories, horrified by Nigel Farage and Reform and unimpressed by the Liberal Democrat's wishy-washy views on gender and the economy, I had hoped that Keir Starmer's promised brand of enlightened socialism combined with compassionate conservatism would restore the UK's pride and prosperity. 'Refuse bins' call CONGRATULATIONS to the residents of St John's Street and the Groves for standing up to the council's attempt to impose huge and hideous wheelie bins on their narrow streets, even when the household consists only of one or two people. The council wants us to believe that we have no option but to accept these but we do: we can simply say no. Not only do the bins create unacceptably squalid conditions visually but the policy contradicts the longstanding CYC attempts to discourage unnecessary amounts of waste disposal. The exact date £1 bus fares in Wales will begin
There are just two weeks to go until all young people in Wales aged between 16 and 21 will be able entitled to discounted bus fares. As part of a pilot scheme which begins on September 1, single fares for those in this age group will cost £1 and there will be £3 day tickets available too. In order to take advantage of the discounted bus fares, young people are being reminded that they need to sign up for a free mytravelpass. In September, the scheme will only be available for those aged between 16 and 21 but it will be extended for younger children in the coming months. It was previously reported that Welsh Government's pledge to offer all those under the age of 21 bus travel for £1 had not been fully agreed with bus operators before they were announced in the budget, raising concerns that children aged between 11 and 15 could end up paying more for public transport compared to those aged between 16 and 21. However, the Welsh Government has since announced that it will invest a further £7m to extend the scheme to 5 to 15-year-olds, from November 3. The plans were first announced in February this year as part of the Welsh Government's budget for the 2025-26 financial year. There had been concerns about whether the budget would pass as due to the way the Senedd has been elected, Labour needed support from another Senedd member but a deal with the Senedd's sole Liberal Democrat MS Jane Dodds meant the budget went through. The concessions she got from finance minister Mark Drakeford in return included a pledge for single bus fares priced at £1 for those under 21.
