Hindustan Times30-04-2025

The Bengaluru police have arrested a 32-year-old woman rowdy-sheeter and her 20-year-old adopted daughter, who had been allegedly robbing locked houses across Bengaluru by posing as autorickshaw commuters scouting for targets.
According to a report by The Hindu, the accused, identified as Shabreen Taj from DJ Halli, and her adopted daughter Nilofar, were tracked down using CCTV footage following a house theft reported in Garvebhavipalya on March 18, the report added.

According to police, Shabreen Taj is a habitual offender with multiple cases pending against her and is listed as a rowdy-sheeter at the DJ Halli police station. She would drive around the city in an autorickshaw with Nilofar, identifying locked houses before sending Nilofar inside to break in and steal valuables, the report further added.
As per the publication, investigations revealed that Nilofar is an orphan whom Shabreen had adopted and trained for burglaries. The police further found that Shabreen had also adopted two more juveniles, a boy and a girl, and trained them in similar crimes. The duo is currently absconding, and efforts are on to trace them.
With the arrest of Shabreen and Nilofar, the police have cracked three house break-ins, including two in the jurisdiction of Mico Layout Police Station. They recovered 130 grams of gold jewellery worth ₹11 lakh and the autorickshaw used in the crimes.
City Police Commissioner B Dayananda has lauded the police team for solving the case and announced a cash reward of ₹10,000.
Earlier this month, Bengaluru police arrested five Nepalese nationals for allegedly breaking into a house in Thalaghattapura and stealing gold, silver, and other valuables worth over ₹50 lakh.
The burglary took place on March 28 in the Gubbalala area near Thalaghattapura.
They reportedly made away with 500 grams of gold, 4.5 kilograms of silver, and two mobile phones, while the residents were away, Bengaluru CP B Dayananda said during a press conference.

Underage boys joining fishing crews in Karaikal, raise alarm on child labour

On the eve of World Day Against Child Labour (June 12), activists and fisher communities in Karaikal have raised concerns over growing number of boys under the age of 18 dropping out of school to work on fishing boats, particularly in deep-sea operations. The trend, evident across several coastal villages, highlights a silent crisis rooted in poverty, inadequate institutional support, and poor learning outcomes in government schools, according to activists. The Hindu spoke to students who dropped out from Kottucherry Medu, Akkampettai, Mandapathur, and Kalikuppam fishing hamlets, who cited economic hardship, lack of interest in academics, and the allure of earnings as reasons for dropping out. 'Even though we're young, the elders treat us like equals. We share the earnings just like them,' said a 16-year-old from Kottucherry Medu who left school after Class 10. A Class 9 dropout from Mandapathur added, 'Many of our elders have degrees but still go fishing. So, I started early.' Activists from the Campaign Against Child Labour (CACL) say the issue is being overlooked by both the School education, Fisheries and Labour departments. 'While it's common for children to be exposed to traditional livelihoods, unsupervised deep-sea fishing is illegal and hazardous. If a minor dies in an accident, families are not eligible for any compensation,' said Dhanalakshmi N, Zonal Coordinator of CACL for Tamil Nadu and Puducherry. She added that absentee follow-ups by teachers are rare. Prakash S, another CACL activist, referred to a recent community survey undertook by them found 28 widows in Akkampettai, 30 in Kalikuppam, and 23 in Mandapathur — all with sons under 18 currently working in fishing. 'Alcoholism and fishing-related accidents are the two leading causes of death in these households,' he said. Mr. Prakash said, the educational fallout was stark. At Karaikal's V.O.C. Higher Secondary School — serving four major fishing villages — only four out of 30 students passed the Class 10 exam this year. While a few committed, teachers strive to bring students back to class, but the systemic gaps persist, he noted. When contacted, a senior official from the Labour Department in Karaikal admitted their awareness campaigns are limited to urban areas. 'We don't currently have any targeted outreach in coastal villages, but based on these concerns, we will propose a special survey after consulting with the Puducherry government.' He also noted that employing minors was punishable by law with fines up to ₹20,000 and if the issue persists the employer can be imprisoned as well.

Manipur relaxes prohibitory orders in valley districts, Arambai Tenggol calls off shutdown

The Manipur government on Tuesday lifted prohibitory orders in Imphal West, Imphal East, Kakching, Thoubal and Bishnupur districts between 5 am and 5 pm, NDTV reported. The separate orders issued by the district magistrates permitted movement of persons outside their homes in daytime provided no activity was carried out to 'disrupt the prevailing law and order' in the area. The orders continued to disallow gatherings of five or more persons and banned the carrying of sticks, stone, firearms and explosive materials in public places. A curfew was imposed on Saturday night in Bishnupur district, and orders prohibiting five or more persons from gathering were implemented in Kakching, Thoubal, Imphal East and Imphal West after a member of armed Meitei group Arambai Tenggol was arrested in Imphal West. Internet services had also been suspended in the five districts located in the state's Meitei-dominated valley region. Arambai Tenggol calls off shutdown The Arambai Tenggol on Tuesday withdrew the 10-day Manipur shutdown it had called to protest the arrest of its leader Asem Kanan Singh, The Hindu reported. The group decided to suspend the shutdown to 'lessen the inconvenience faced by the people across the valley', The Hindu quoted the group's Spokesperson Robin Mangang as saying. A team of the National Investigation Agency and the Manipur Police had on Saturday evening arrested Singh, said to be the 'army chief' of the Arambai Tenggol, in Imphal West. Hundreds of residents took to the streets in Imphal West's Kwakithel area to try to stop the police convoy and snatch him from custody. The police opened fire to force the mob to disperse. On Sunday, the Central Bureau of Investigation arrested him for his alleged involvement in criminal activities related to the 2023 Manipur violence, The Hindu reported. Protesters also burned tyres and blocked roads in parts of the state capital, including the Tiddim road and Uripok areas in Imphal West district, demanding that Singh be immediately released. On Tuesday, Mangang added that the group will continue with democratic forms of agitation until their leader is released unconditionally. The police on Monday said that Singh was a head constable when he was terminated from service in March for his alleged involvement in criminal activities including cross-border smuggling of arms. Manipur has been mired in ethnic clashes between the Meiteis and Kuki-Zo-Hmar communities that have killed at least 260 persons and displaced more than 59,000 persons since May 2023. There were periodic upticks in violence in 2024.
