‘Significant errors': Sheriff suspends Miami school district's bus camera program

The controversial school bus camera ticketing program that sent $225 fines to drivers in Miami-Dade County is being suspended, Sheriff Rosie Cordero-Stutz announced Thursday.
The program started in May and has since impacted more than 100,000 drivers accused of illegally passing stopped school buses after the vehicles' stop arms were extended. The sheriff pointed to major errors in tickets that were issued and the inability of people to appeal their citations for the cancellation of the program.
'Unfortunately, upon extensive review of the program, we've identified significant errors in the [Uniform Traffic Violations] that were issued and mailed by BusPatrol,' Cordero-Stutz said during a press briefing at the sheriff office's Doral headquarters. 'These errors are unacceptable, and they undermine both the fairness and the trust of the system.'
A joint investigation by the Miami Herald and The Tributary, a Florida-based not-for-profit newsroom, published in early March found that many motorists who did nothing wrong were receiving violation notices and were unable to challenge them.
The investigation also revealed the contract with BusPatrol, the company that administers the program, was signed in a hasty manner by the school district, without a bidding process. The contract, which generates revenue for the district, was signed just 12 days after the school board asked staff to do a 'feasibility study' on the program.
The School Bus Safety Program kickstarted last year, with BusPatrol installing cameras on all Miami-Dade school buses to catch motorists in the act of illegally passing a school bus with its 'stop-arm' extended. Revenue numbers provided by the school district indicate the program was flagging more than 407 paid violations per day, seven days a week, generating a staggering $19.5 million in the first six months of the program.
Soon after the Herald/Tributary report, Cordero-Stutz announced she was suspending enforcement of some of the tickets after receiving complaints.
'Break in the chain of communication'
At the Thursday press conference, Cordero-Stutz pointed out more problems with the program. Many of the Uniform Traffic Citations issued did not have the correct citation number on them and the wrong fee amount, making it 'impossible for our community to resolve their violations within the required 30-day period by either paying the correct fine or requesting an appeal,' she said.
The errors meant thousands of people also faced having their driver's licenses suspended. This is because the fees on the citations were actually amounts for what are known as 'Notice of Violations' — a $225 fine.
A Uniform Traffic Citation fine is $344. When people who received tickets for passing a stopped bus paid the $225, the system still showed they owed $119, and the state received a notice that their driver's licenses should be suspended, Juan Fernandez-Barquin, Miami-Dade Clerk of the Court and Comptroller, said during the briefing.
And, since the numbers on the citations were wrong, when people came in to the Clerk of the Court's office to file an appeal for their tickets, staff couldn't even find it in the system.
'It's this break in the chain of communication, in not just the amount, but even in the ability to identify the ticket, that puts these people in a precarious situation,' Fernandez-Barquin said.
The break in the chain of communication goes as far back as the language of the law allowing school bus camera programs statewide. A statement from the Miami-Dade Courts from April 8 said that in similar legislation where technology is used to detect traffic infractions, such as the state's red light camera law and school zone speed detection law, challenges are not heard by the courts but by county administrative staff who are assigned to preside as 'local hearing officers.'
But in school bus camera law, the burden of hearing complaints 'was placed on the courts without providing funding for the appointment of more judges or hearing officers to handle this new volume of cases,' leading to delays, the statement said.
Cordero-Stutz said that her deputies' role in the program was to review Notices of Violations sent to the department by BusPatrol. If the deputies confirmed a driver did illegally pass a school bus, a Uniform Traffic Citation was mailed to that person, Cordero-Stutz said.
Cordero-Stutz sent a letter to BusPatrol Thursday, which was shared with the Miami Herald, informing the company that deputies would no longer be reviewing violation notices.
'Our commitment to traffic safety and the needs of our community remains unwavering. It is, however, equally critical that enforcement programs operate with the highest levels of accuracy, transparency and public trust,' Cordero-Stutz wrote.
The sheriff said at the briefing that the sheriff's office has asked BusPatrol to identify how the errors occurred.
'Concerns must be fully investigated and resolved,' she said.
Miami-Dade County Public Schools says they have been informed that the sheriff's office has discontinued the program, and that they are still determining next steps.
Drivers who have received either Notices of Violations or Uniform Traffic Citations under the program prior to Thursday's announcement must still pay the fines, the sheriff said. But, moving forward, the program is suspended, she said.
Cordero-Stutz admitted this left people who already paid the fines with limited options.
'At this time, all I have to say is they have the opportunity to speak to their own personal attorney to seek what their rights are,' she said.

Several Democratic National Committee officers are accusing DNC vice chair David Hogg of leaking an audio recording exposing infighting, as the 25-year-old progressive reformer faces possible ouster. Politico first obtained about two minutes of audio from a May 15 Zoom call in which Democratic National Committee Chair Ken Martin is heard accusing Hogg of impacting his ability to lead. Hogg, 25, was elected vice chair in February but is currently at risk of losing that role after stirring tensions with party leadership. A survivor of the 2018 Marjory Stoneman Douglas High School shooting in Parkland, Florida, Hogg has been vocal about how his group, Leaders We Deserve, is planning to spend $20 million to support progressive – and primarily younger – candidates challenging incumbent Democrats in safe districts during the next election. "It has plenty of warts, and we're all trying to change those, for sure, but the longer we continue this fight, the harder it is for us to actually do what we all want to do, which is make a difference in this country again," Martin said in the recording, as the party is trying to regroup following Democrats' 2024 election defeat. About 10 people were on the call, including Hogg, other DNC officers and staff, according to Politico. "I deeply respect you, David. I, too, was looking forward to working with you, but this has created a situation, and I'll be very honest with you, for the first time in my 100 days on this job," Martin continued, "The other night I said to myself for the first time, 'I don't know if I want to do this anymore.' And partly, not because of the stress and all the naysayers, right? I'm used to that. I spent 14 years as a chair. I'm used to getting beat up on." "But you know, this is, this is really, everything you know from this election, this credentials report, how Malcom's been treated in this to you know, the fact the election itself, how Shasti and Jeanna were treated in this," Martin said. "I'm just quite frustrated to be in this position because what you've done, whether you like it or not, or know it or not, David, I'm trying to – no one knows who the hell I am, right? "That might boost his PAC's fundraising, but it erodes trust in the very institution we're trying to reform and strengthen. The Democratic National Committee is holding an electronic vote beginning Monday on whether to nullify the February elections of Hogg and Kenyatta as vice chairs. Oklahoma DNC member Kalyn Free filed a formal complaint with the DNC alleging that the February election of the two male vice chairs violated the DNC's gender-balanced rules, yet Hogg has claimed the DNC is using the vote to push for his ouster as he tries to reform the party. Hogg responded to the leaked audio in a statement to X. "There's a lot going on right now. Here's what matters: Trump just nationalized California's national guard in his latest step on his authoritarian march to stomp out dissent against mass deportations," Hogg said, referring to the anti-Immigration and Customs Enforcement riots in Los Angeles. "Republicans want us turning on each other so they can continue getting away with this. While Chair Martin and I have had our disagreements we are both in this to build the strongest party possible." "Our nation is in a moment of crisis and the people are looking for us to lead," Hogg said. "This is a distraction that prevents us from doing that. Do not help the GOP." Hogg also said that "a lot of people are accusing me of leaking this recording," sharing messages from the Politico reporter seeking comment on the story. He did not affirm or deny whether he was behind the leak. "BS. It was you. Everyone knows it," New York Democratic state Sen. James Skoufis responded on X. "Leaking audio of a private call with party leadership is a disgrace and shows how deeply unserious and uncommitted you are to building a better, stronger, more inclusive Democratic Party." Martin, meanwhile, said in a statement that he's "not going anywhere," and he took the job as DNC chair "to fight Republicans, not Democrats." "As I said when I was elected, our fight is not within the Democratic Party, our fight is and has to be solely focused on Donald Trump and the disastrous Republican agenda," he said. "That's the work that I will continue to do every day." In statements to Fox News Digital, more DNC officers voiced support for Martin, as well as condemnation of Hogg. "We have a lot of work to do as a party, and Chair Martin is doing it," DNC Associate Chair Stuart Applebaum said. "I have total confidence in his leadership. The stakes are so high right now that we can't afford distractions like the ones that David is creating." The fact that someone would secretly record and share audio of him candidly discussing that is more a reflection of their character than the Chair's. Begs the question, what are their true intentions." DNC Associate Chair Shasti Conrad, who was briefly mentioned on the recording, said in a statement to Fox News Digital, "During the DNC Officers call, we all were operating under the assumption that this was a confidential call amongst colleagues. Does David Hogg benefit from this? Yes. Regardless, how are we able to lead if there is no trust?" DALLAS--(BUSINESS WIRE)--Lawyers representing hundreds of people who were injured during a chaotic crowd stampede at a March cheerleading competition in Dallas have sued the organizer, Varsity Spirit, and facility management saying they failed to provide proper security at the event. In their court filing, the attorneys say those failures led to parents and children being trampled and suffering broken bones, concussions, brain bleeds, and other physical injuries when participants and attendees went running from the Kay Bailey Hutchison Convention Center, following reports of gunshots being fired. Many others, including children, continue to suffer from the emotional trauma they endured. 'This wasn't a little something. This was mass chaos,' said Ashlea Schwarz of Paul LLP in Kansas City, Mo., who represents the victims. 'You had parents separated from their kids for hours. You had a facility that had no plan for reunification in place. People had no idea where they would go to find their children.' 'Nobody knew what was happening. Everybody was screaming, looking every way. There were people pushing other people. And the pure panic in everybody's voices – that's something I'll never forget.' Records show there were approximately 25,000 participants – most under the age of 18 – who attended the 2025 National Cheerleaders Association All-Star National Championship event, from Feb. 28 to March 2. An estimated 38,000 spectators attended. Police and event officials have said the crowd crush was ignited by the sound of metal poles crashing to the concrete floor of the convention center following a fight between two parents. 'It really doesn't matter what started the panic,' said Charla Aldous of Dallas-based Aldous Law. 'What matters is the chaos and crowd crush happened because Varsity and the convention center were not prepared. And that resulted in the injuries these people suffered.' The lawsuit details injuries suffered by attendees from Kansas, Missouri, New Jersey, North Dakota, Ohio, Texas, and Virginia. They include a woman knocked unconscious during the stampede who suffered a series of brain bleeds; a mother who was slammed face-first into the concrete and was so severely hurt that her young daughter thought her mom had been fatally shot; and an event participant suffering from a concussion who sheltered alone under tractor-trailers outside the convention center. University of Michigan dumping undercover security guards for 'unethical' behavior

The University of Michigan is terminating all contracts with outside firms to provide plainclothes security officers on campus. Interim President Domenico Grasso announced the decision in a note to the campus community Sunday, just days after media reports of Gaza War protesters being tailed. The London-based Guardian reported last week that in at least one case caught on video, a plainclothes security officer appeared to fake a disability by pretend he was hearing-impaired when he was confronted by a protester. "We recently learned that an employee of one of our security contractors has acted in ways that go against our values and directives," Grasso wrote. "What happened was disturbing, unacceptable, and unethical, and we will not tolerate it. Going forward, we are terminating all contracts with external vendors to provide plainclothes security on campus." The school didn't say what action the security contract took that was unacceptable, but said that an employee was no longer with the company. It also didn't say if the company would still provide uniformed security officers on campus. In a separate statement, U-M defended the use of such contractors to supplement its own officers, calling it "an industry-standard approach used widely across college campuses, sporting venues and medical facilities." The school said the security guards were hired to "keep watch over our campus and enable us to respond quickly to emergencies." The statement said that the school "does not surveil individuals or student groups, nor has it requested or authorized the surveillance of any students on or off campus." Several protesters disagreed, telling the Guardian that they were being followed. In his note, Grasso urged anyone who's witnessed inappropriate behavior by private security personnel to report it to the campus police or the Equity, Civil Rights and Title IX Office. He said it would be promptly investigated. The Free Press left a message with the university seeking comment on any complaints it has received about private security personnel. The Free Press also left a request for comment with Amerishield, the parent company of Detroit-based City Shield, which provided the officers. Payment records from the Board of Regents show that between June and September of last year alone, the university paid Amerishield more than $851,000 for what it called "general goods and services." The U-M campus has seen repeated controversies over the Gaza War protests and the school's response to them. In May of 2024, the school broke up an encampment on the diag and several protesters were charged with crimes ranging from trespassing to resisting and obstructing police. Last month, Michigan Attorney General Dana Nessel announced that she was dropping all charges against some of those protesters. The school's handling of the protesters has prompted multiple lawsuits, claiming the school violated the constitutional rights of protesters and fired some employees who took part.
