
Unifor members initiate strike action at Cascade Aerospace
Unifor represents workers at the Abbotsford facility including Aircraft Maintenance Engineers (AMEs), interior technicians, painters, stores and maintenance staff, planning clerks, sheet–metal mechanics, and others. Workers at the facility perform critical maintenance, repair and overhaul (MRO) work on a wide range of military and civilian aircraft. That includes heavy maintenance for the Royal Canadian Air Force's C–130 Hercules fleet—aircraft that are essential to Canada's defence, humanitarian, and disaster–response missions.
"Our members maintain the kind of aircraft Canada depends on in times of crisis—from wildfires to humanitarian missions," said Unifor National President Lana Payne. "All they ask for is to be treated with respect and to be paid what they're worth. It's time for Cascade Aerospace to recognize the skill, dedication, and service our members provide is indispensable."
Unifor Local 114 members previously voted 95% in favour of strike action on June 2 2025, and are on strike for wage improvements that would bring compensation at Cascade Aerospace in line with comparable jobs across the aerospace sector.
"The jobs our members do are among the most advanced industrial jobs in the country," said Gavin McGarrigle, Unifor Western Regional Director. "Cascade Aerospace must recognize how important our members are to their business and pay industry–standard wages. Supporting good aerospace jobs in Abbotsford helps support families, our community and strengthens the entire regional economy."
The strike action follows weeks of difficult negotiations between the union and the company. Both parties negotiated until the deadline, however, Cascade Aerospace failed to table an offer to the union's bargaining team that would satisfy the union's request for compensation in line with industry standards and the realities of increased living costs.
"Our jobs are here in BC and our members regularly work under very tight maintenance check timelines. The high quality of work our members perform on these aircraft is what has created Cascade's reputation in the aerospace industry and in becoming only one of two Lockheed Martin C130J authorized heavy maintenance centers in the world," said Steve Frank, Unifor Local 114 Plant Chair at Cascade Aerospace. "Our demands are reasonable and straightforward: we want the same fair wages our colleagues make so we can continue to do our jobs with dignity and take pride in that the work we do is valued by this company."

Thunder Bay plant secures major subway car contract, safeguarding hundreds of jobs

(File photo/Unifor/Presswire) Hundreds of skilled manufacturing jobs in Thunder Bay, Ont., have been secured after the federal, provincial and Toronto governments announced a sole-source agreement with Alstom Transport Canada Inc. to build 70 new subway cars for Toronto's transit system. The deal, confirmed in a joint announcement on Friday, ensures that Alstom's Thunder Bay facility will produce the trains for the Toronto Transit Commission's (TTC) Line 2 (Bloor-Danforth), along with additional cars for future extensions. The move safeguards critical employment in northwestern Ontario amid ongoing trade tensions with the United States. A win for Thunder Bay's workforce The agreement has been hailed as a major victory for Thunder Bay's manufacturing sector, which has long been a hub for transit vehicle production. The Northwestern Ontario Municipal Association praised the decision, emphasizing its regional economic impact. 'This is a win not just for Thunder Bay, but for all of northwestern Ontario,' said the association's president Rick Dumas in a new release Aug. 15. 'The skilled workers at Alstom's Thunder Bay plant have a proven track record of excellence, and this agreement provides stability for families, strengthens our local economy, and keeps our region at the forefront of Canada's transit manufacturing sector.' Thunder Bay City Councillor and NOMA Vice-President Kristen Oliver echoed the sentiment. '(Friday's) announcement demonstrates what can be achieved when all levels of government work together. This sole-source agreement means good jobs, economic security, and a strong future for Thunder Bay's manufacturing sector,' she said. Unifor, the union representing Alstom workers, also celebrated the decision, calling it a 'great victory' for Canadian workers. 'Unifor fought long and hard to get the federal, provincial, and municipal governments to support a Made-in-Canada solution,' said Unifor National President Lana Payne in a separate news release. 'We must use our Canadian procurement dollars to support Canadian workers and Canadian-made products, especially given the current trade war.' Sole-sourcing amid trade pressures The decision to sole-source the contract comes as Canada faces economic uncertainty, including U.S. tariffs on softwood lumber and other trade disputes. Governments emphasized the need for a 'Team Canada and Team Ontario' approach to protect domestic industries. 'In the face of U.S. tariffs and economic uncertainty, this decision will support Canadian and Ontario workers with good manufacturing jobs and ensure reliable trains for Toronto transit riders,' the governments stated in their joint release. The contract includes 70 six-car trains – 55 to replace aging Line 2 subway cars and 15 for the Yonge North and Scarborough extensions. Alstom must meet strict conditions, including maximizing Canadian content, adhering to TTC specifications and undergoing an independent price assessment. 'Our government is proud to protect Ontario from U.S. tariffs by ensuring the TTC's Line 2 subway trains will be made in Ontario, by Ontario workers,' he said. Securing Thunder Bay's economic future The Alstom plant has been a cornerstone of Thunder Bay's industrial economy for decades, producing transit vehicles for cities across Canada. Earlier this year, Ontario also committed $500 million to refurbish 181 GO Transit rail coaches at the facility, further stabilizing employment. 'Reliable, sturdy, and resilient – the way (Friday's) announcement has contributed to the working lives of our members.' The TTC expects negotiations with Alstom to conclude by year's end, with production set to begin soon after. The aging Line 2 fleet will remain in service until the new trains arrive. A model for Canadian procurement The agreement sets a precedent for leveraging public transit investments to bolster domestic manufacturing. With billions in transit spending planned nationwide, unions and industry leaders hope to see similar commitments to Canadian jobs. 'Governments in Canada will spend tens of billions of dollars on transit vehicles in the coming years,' Unifor noted in its news release. 'In a sector valued at $2.9 billion GDP in recent years, leveraging this procurement to maximize Canadian content means procuring trusted, reliable vehicles that support Canadian jobs.' For Thunder Bay, officials say the deal is more than just an economic boost – it's a reaffirmation of the region's vital role in Canada's industrial landscape. Unifor condemns federal government's attack on CUPE flight attendants' right to strike and fair and free collective bargaining
TORONTO, Aug. 16, 2025 /CNW/ - Unifor strongly condemns the federal government's imposition of binding arbitration between Air Canada and CUPE Flight Attendants, cutting short a legal strike action just hours after it began. "This move by the federal government sends a clear message to federally regulated employers: don't bother bargaining fairly with workers because the government will step in to strip away your right to strike," said Unifor National President Lana Payne. "Our message is equally clear – Unifor will always defend workers' right to strike and any government or company that tries to rip that away is in for one hell of a fight." On the first day of the strike, Minister of Jobs and Families Patty Hajdu invoked Section 107 of the Canada Labour Code, directing the Canada Industrial Relations Board to arbitrate the dispute. "The government is condoning Air Canada's refusal to bargain fairly while blocking workers' legitimate fight against unpaid work. Workers have constitutional rights in this country, and we expect our own governments to uphold them," said Payne. "My message to these same federal employers, many of whom Unifor also bargains with, is to consider hard on what you are sowing, because here's the truth: suppressing the rights of workers will never bring you labour peace." ‘The same country': Canada often seen as extension of U.S., Indo-Pacific experts say
OTTAWA – Ottawa's Indo-Pacific strategy has yet to give Canada adequate visibility or distinguish it from the U.S. in the region, experts have told researchers commissioned by the federal government. The Liberals launched the strategy in late 2022 to make Canada a partner of choice for some of the fastest-growing economies on the planet. In releasing the strategy, Ottawa acknowledged that it is perceived locally as having engaged only intermittently in the region over the decades. More than two years later, a report commissioned by Global Affairs Canada says regional experts see Canada as 'a strategic but secondary player aligned with U.S. geopolitical priorities' that is 'often perceived as an extension of U.S. foreign policy rather than an independent global actor.' Global Affairs Canada hired Ipsos to write the report after the firm surveyed 45 experts between March and May on how the strategy was being perceived in five countries: Australia, South Korea, India, Indonesia and the Philippines. GAC paid roughly $199,976, including taxes, for the research, which took place in local languages and sought feedback through an invitation letter on GAC letterhead. The exercise is meant to inform the strategy's five-year evaluation in 2027. The report says that Canada lacks a strong brand in the region. 'If we go down the street today (and) we ask people whether Canada and America are the same country, they probably won't be able to tell the difference,' one regional expert in Indonesia told Ipsos. Ipsos went over the strategy's five stated objectives: security, expanding trade and resilient supply chains, sustainability, people-to-people ties, and Canadian engagement. The survey says Canada enjoys 'a predominantly positive image' in the five countries, as a commodity-exporting country with strong democratic principles. Experts in South Korea and India told Ipsos Canada has historically been seen as an attractive place to study or live, 'and this continues to remain somewhat true.' Expensive cities and strict visa requirements have undermined this reputation, the report says. 'While negative impressions were minimal, some experts in India mentioned diplomatic tensions over the Khalistan movement,' the report says, referring to Sikh separatism, adding 'they were of the view that the situation has not significantly marred Canada's overall reputation in the country.' Respondents in Australia cited Canada's continued extraction of climate-warming fossil fuels as a source of concern, while a South Korean expert said Canada's CANDU nuclear reactors produce too much radioactive waste. According to someone researchers quoted as 'a key respondent from South Korea,' Canada is 'slow-moving and resistant to change.' Another Korean expert told Ipsos Canada lacks prominent manufacturers and suggested 'the best-known Canadian product is probably ice wine.' Despite Canadian officials citing the decades-long footprint in the region of Canadian companies such as Manulife — which has offered insurance services in the Philippines since 1901 — the reported noted 'limited awareness of Canadian brands in the Philippines.' An expert in Australia told Ipsos that Canada is 'just not on our radar screen at all … like almost people have forgotten about it.' A Korean expert said 'the Canadian embassy has seemed comparatively passive' compared to Australian and New Zealand counterparts. The report warns Canada's 'limited on-the-ground visibility' makes it less likely to be seen as a partner of choice in the region. 'Several experts pointed to Canada's lack of strategic communication, limited embassy presence, and minimal economic and military footprint in the region as factors hindering its engagement with the region,' the report says. As for the strategy itself, experts quoted in the report recommended a publicity campaign — most of them said they'd never heard of the strategy before. Many suggested the strategy document was 'a starting point for enhanced regional involvement,' while some said it echoed what other countries already outlined in their own strategies. 'Some experts noted that the strategy relied heavily on widely accepted diplomatic principles without clearly articulating Canada's unique impact,' the report notes. 'The (Indo-Pacific strategy) is seen as well-intentioned but somewhat generic, echoing similar frameworks already introduced by others. At worst, the (strategy) risks being seen as 'preachy' or as being of limited relevance.' The researchers did find support for Canada playing a more prominent role, particularly 'as a bridge-builder among competing powers.' The report says most of the region is undertaking a 'delicate balancing' act in response to the growing rivalry between Washington and Beijing. 'Some regional experts saw an opportunity for Canada to evolve its positioning and demonstrate greater strategic independence from the U.S.,' the report says. 'There was an expectation for Canada to build on its legacy as a principled and constructive partner while balancing humility with ambition that matches the resources and capabilities at its disposal.' Monday Mornings The latest local business news and a lookahead to the coming week. The report says there is 'significant room for growth' in security collaboration on things like cybersecurity, and in investments in regional think tanks. Canada should 'consider joining' a security partnership with Australia, India, Japan and the U.S. known as the Quad, the report says. In trade, the report finds a deep desire for 'joint ventures to provide opportunities for innovation,' particularly in areas that will improve the lives of the average citizen, such as 'critical minerals, clean energy, agri-food, and digital technologies.' Ottawa this week named a high commissioner for Fiji, 32 months after promising to open a full diplomatic mission in the Polynesian country. 'While the exact timing of the high commissioner's arrival in Fiji is to be determined, Global Affairs Canada has started to deploy diplomatic staff in preparation for the opening of a full diplomatic mission,' said department spokeswoman Clémence Grevey.
