Scopa to hold inquiry to investigate maladministration at the Road Accident Fund
The Standing Committee on Public Accounts on Tuesday said it has decided to institute a parliamentary inquiry into the affairs of the troubled Road Accident Fund (RAF).
Scopa chairperson Songezo Zibi made the proposal that the committee look into matters related to maladministration and allegations made about the institution.
'There are lots of allegations and counter-allegations. Everybody involved needs to get their opportunity to present their side of the story before the committee. We need to give everyone an opportunity and to do so under oath,' Zibi said.
Briefing the MPs, Zibi referred a memorandum to the committee's secretariat to prepare on issues that have beset the RAF.
'The ministry and RAF sent enormous volume of documents. We synthesise them and prepared a memo and shared with members. The only information redacted is critical whistle blower information.'
In his memorandum, Zibi cited issues related to the organogram and vacancies at the RAF.
He also mentioned the submission of inaccurate, misleading and or false information to Parliament by the entity.
There were also issues related to whistle-blower reports on two media services contracts worth R1 billion, RAF's acquisition of offices as well as litigation against the Auditor-General and matters of rule of law.
'The information I set out raises numerous and serious concerns about corporate governance at the RAF,' he said.
DA Patrick George Atkinson said the situation at the RAF was deeply concerning.
"The kind of amounts we talk of could dwarf anything this committee has dealt with. It could make SAA look like a tea party by the amounts that are involved and the potential liability created for the state," Atkinson said.
"If we can get to the bottom of the corruption and waste of money, the increase in a fuel levy might not even be necessary. The public pays for the corruption and maladministration in RAF.
It is critical we get the bottom of it," he added.
Atkinson noted that there had been discrepancies in what they were told by the RAF and what the whistle-blowers were revealing.
ANC MP Helen Neale-May said there were concerns around governance and conduct of RAF with serious allegations of abuse of power, financial mismanagement and the disregard of legal procedures.
"We have no other choice and let's see from them. It is just unbelievable," Neale-May said.
His colleague Gijimani Skosana said the inquiry will assist stakeholders within and outside RAF to tell their stories.
"Everyone will be speaking under oath, unlike now where we invite them for a committee conversation," Skosana said.
UDM's Thandi Nontenja said the RAF seemed to be a law unto itself.
"We really support your view that there must be an inquiry. Beside contradicting themselves, they are not forthcoming with information that is requested," Nontenja said.
"They are hiding something. It is not something good. I hope that having an inquiry will give us a way to get to the root of what is really happening there. It is amazing they get away with everything," she added.
MK Party's David Skosana said issues at the RAF touch a nerve of many people in the country and there was a lot of interest there.
"When the CEO told us they saved over R20bn some of us applauded to say he has done well. The fact is that the CEO and team saved this country over R20m," Skosana said before questioning why certain names of companies were not named in the memorandum.
His colleague Kwenzokuhle Madlala said he did not believe the RAF was performing optimally or that it has proper governance.
"We see total collapse in all the institutions and RAF is not an exception," he said.
EFF MP Veronica Mente did not see the need to institute an inquiry in RAF as she believed the matters did not warrant an inquiry.
She said there were non-performing municipalities and issues of service delivery, as an example, that could be pursued.
After the parties motivated for and against the parliamentary inquiry, it was decided to push ahead with it.
Zibi said the committee secretariat will draft terms of reference to be considered by Scopa on July 1 and then use the period afterwards to prepare for the inquiry.
He stated that once they completed the inquiry, they will consider all written evidence and testimony and then write a report with recommendations for the House.

Art heist: R1 million worth of sculptures stolen from Pringle Bay gallery

The stolen works, by celebrated South African artists Anton Smit and Janko de Beer, are not only of significant financial value but also irreplaceable cultural treasures. 'The theft took place during the night of Tuesday 5 August or the early hours of Wednesday 6 August. I was at the gallery until early Tuesday evening and returned at around 09:00 on Wednesday morning, when I immediately noticed that several sculptures were missing and one of our security cameras had been broken,' said de Beer, co-owner of the gallery and a celebrated visual artist and sculptor. 'Later, we also discovered that the camera positioned at the entrance to Pringle Bay, at the main intersection, was not functioning. We cannot confirm whether this was damaged during the incident or was already out of order. 'This does not appear to have been an opportunistic crime. The sculptures are large and somewhat heavy, so the thieves would have needed a suitable vehicle, the right equipment, and enough people to move them. All indications suggest it was a planned and targeted theft.' These works are unique and instantly recognisable to those familiar with South African sculpture, making them difficult to sell openly without raising suspicion. 'This theft is not only a personal blow to the gallery and the artists involved but also to the broader South African art community.' Efforts to recover the artworks began immediately. 'We immediately posted details and photographs of the stolen works on social media, which have been shared widely. Our network of collectors, reputable auction houses, and fellow galleries has also been alerted, and we are grateful for the solidarity and support. Because of the distinctiveness of these works, it will be challenging for the thieves to sell them without someone recognising them. 'We are asking members of the public, collectors, and galleries to remain vigilant and report any attempt to resell or transport sculptures that match these descriptions. There is no reward currently on offer, but our focus is on mobilising the art community and the public to help recover the pieces.' For the artists, these sculptures represent months of creative effort, skill, and inspiration, and their theft is profoundly discouraging. It brings joy to our community and to visitors, and we have always believed that showcasing art outdoors was worth the inherent risks. No bail for Benoni father accused of raping and impregnating his own daughter

Image: Pexels The Tsakani Magistrates' Court has denied bail to a 39-year-old father from Lindelani, Benoni, accused of repeatedly raping his daughter when she was just 15. The ruling was delivered on Tuesday, just days after his first court appearance. The alleged abuse began in March 2022, when the victim, who is now 18, was living with her parents and younger brother in Tsakani. According to court testimonies, the father lured the victim into their home while the mother was attending church, sending her brother out to buy chips. The father allegedly locked the door behind her, undressed both himself and the victim, and raped her before leaving the scene. Upon returning home, the mother reportedly found her daughter crying on her bed. When asked, the girl disclosed what had happened, but her mother did not believe her accusations. This pattern continued, with the mother dismissing further claims of abuse even as the rapes persisted in her absence. The girl fell ill, leading to a visit to Pholosong Hospital, where it was confirmed that she was pregnant. The mother attempted to abort the pregnancy using a concoction, which ultimately failed. The situation grew more precarious when the parents decided to move the victim to Limpopo to stay with her paternal grandmother, where she eventually gave birth to a boy in December 2022. After turning 18, the girl reported the rape and last month, she opened a case in Limpopo, prompting her father's arrest. In court, the father requested bail set at R1,000, insisting he was the primary caregiver for three other children aged 1, 12, and 18, as his unemployed wife was unable to provide for them. The National Prosecuting Authority's Lumka Mahanjana said Prosecutor Sindi Leonora Sejake countered this argument, asserting a strong case against the accused, supported by DNA evidence confirming his paternity of the victim's child. Investigating officer, Sergeant Tebogo Lephoto, further testified about the risk of witness interference, noting that the father had travelled to Limpopo in an apparent bid to confront the victim once he learned of her decision to press charges. Magistrate Tebogo Lekgau ruled against the bail application, underscoring the gravity of the allegations that could lead to a life sentence if the accused is convicted. "She highlighted the strong state case and the community outcry that necessitated the family's relocation. Emphasising the vulnerability of the child and the betrayal she faced from both her parents, first by her father's abuse and secondly by her mother's denial, Magistrate Lekgau firmly stated that it was not in the interests of justice to grant bail," Mahanjana said The case has now been postponed to August 28. The man who has not been named appeared in the Tsakani Magistrates' Court on Tuesday following his initial court appearance on 08 August 2025. During the bail application, the father asked the court to release him on R1,000 bail, citing his role as the primary caregiver for his three children, aged 1, 12, and 18, since his unemployed wife cannot support them. Bail denied However, state prosecutor Sindi Leonora Sejake called investigating officer Sergeant Tebogo Lephoto, who opposed the father's release on bail because the state had a strong case against him. National Prosecuting Authority (NPA) spokesperson Lumka Mahanjana said DNA evidence revealed that the man was the father of his daughter's 3-year-old child. 'Furthermore, the investigating officer testified that the accused is likely to interfere with witnesses since he went to Limpopo from Gauteng in an attempt to confront the child after he realised that the child had opened a case against him and was speaking about the matter on social media. 'Magistrate Tebogo Lekgau denied bail, noting the severity of the charge and the likelihood of a life sentence if convicted. She emphasised the strong state case, the accused's potential to evade trial, and the community outcry that prompted the family's relocation,' Mahanjana said. The case was postponed to 28 August 2025 for a regional court decision.' Abuse According to Mahanjana, the alleged abuse began in March 2022 while the man's daughter, who was 15 years old at the time, lived with her parents and younger brother in Tsakani. 'On the day of the first incident, the mother was at church, leaving the victim with her father and brother. It is alleged that the father called his daughter into the house while playing outside and sent her brother to buy chips from the shops. 'When the teen got inside the house, she found the father in her room, and she went to inquire why he called her. The father allegedly locked the door behind her, undressed both himself and the victim, raped her, and left her in her room,' Mahanjana said. 'The victim disclosed what had happened. However, the mother did not believe her. After the first incident, it is alleged that a second incident happened; however, the mother still did not believe the victim until she stopped telling her about the rape incidents that continued to happen when the mother was not around,' Mahanjana said. 'A while later, the victim fell ill, and the mother took her to Pholosong hospital, where it was confirmed that the child was pregnant. On an unspecified date, the mother brought a mixture of concoction and told the child to drink in an attempt to abort her baby, which failed.' Arrest Mahanjana said the parents then moved their daughter to Limpopo to live with her paternal grandmother, where she gave birth to a boy in December 2022. 'After turning 18, the daughter opened a case in Limpopo on 07 July 2025, resulting in the father's arrest on 19 July 2025,' Mahanjana said.
