3-judge Supreme Court bench to hear issue of stray dogs afresh
In the much-criticised Aug 11 order, Justices Pardiwala and R Mahadevan had directed Delhi and NCR civic authorities to "start picking up and rounding up stray dogs from all localities of Delhi, Ghaziabad, Noida, Faridabad, Gurgaon as well as areas on the outskirts, and relocate these dogs to designated shelters/pounds."
Prompted by pleas from two counsel - one of whom pointed to the order's apparent conflict with a previous judgment of another apex court bench - and the excoriating criticism of SC by animal lovers, activists and the public, CJI Gavai moved speedily to withdraw the matter from Justice Pardiwala's bench and assign it to Justices Nath, Sandeep Mehta and N V Anjaria.
Apex court disposed of two dozen pleas last yr
On May 9, 2024, a bench of Justices J K Maheshwari and Sanjay Karol had passed an elaborate order disposing of two dozen petitions filed by Kerala, Animal Welfare Board, NGOs and animal lovers appealing against conflicting high court orders on removal of stray dogs.
On Wednesday morning, a counsel had mentioned before the CJI that the Aug 11 order was in conflict with last year's SC judgment, which had ordered civic bodies to act with compassion and strictly inaccordance with the Animal Birth Control (ABC) Rules, 2023, while dealing with stray dogs.

Another counsel appeared before the CJI at 4 pm and complained that while the Aug 11 order was not yet available, authorities had begun implementing it.
In their 2024 judgment, the bench of Justices Maheshwari and Karol had said, "Under all circumstances, there cannot be any indiscriminate killings of canines, and authorities have to take action in terms of the mandate and spirit of the prevalent legislation(s) in place. There is no gainsaying the fact that exhibiting compassion to all living beings is the enshrined constitutional value and mandate and casts obligation on the authorities to maintain it.

The Aug 11 order is also not in harmony with the Animal Birth Control rules which prohibit relocation of stray dogs.

Panaji: State govt has decided to start a chief minister helpline to connect with marginalised sections of society who are unable to reach out to govt with their grievances. Govt wants the public to provide suggestions on the state budget or any administrative process for improvement through the 24x7 helpline. State govt granted its approval to appoint a consultant and set up the 'Chief Minister Helpline/Call Centre 24x7' through App Buddy Simplified Technology Consultancy for Rs 1.2 crore as the initial one-time setup cost, with an annual recurring cost of Rs 92 lakh for the first year and a 10% escalation year-on-year for the subsequent three years. A senior govt officer said that the public grievances department's main aim is to redress the grievances of the general public through the online portal PGRS at the state level, through CPGRAMS, Helpline No. 9319334335, and WhatsApp No. 8956642400, where the public can register their grievances with the department concerned or the public grievances department, Panaji. 'Our aim is to enhance public accessibility and streamline the process of addressing grievances by establishing a modern and efficient communication channel and providing proper grievance redressal to the citizens,' the officer said. In addition, the helpline will provide information on various govt schemes and take suggestions on the state budget or any administrative process for improvement,' the officer said. The proposal to set up a 24x7 call centre was initially approved by the CM and the public grievances minister. The setting up of the helpline is a complex and technical process, and developing a software solution for call centre management, reports, facilitation and planning, requires qualified and experienced technical staff to consult and execute the plan and management of the facility, which the department currently does not have, the officer said. Accordingly, administrative approval has been taken for the appointment of a consultant for setting up the CM Helpline. 'A proposal received from App Buddy Simplified Technology Consultant has said that its teams of experts will collaborate closely with this department to develop a robust roadmap tailored to the unique requirements,' the officer said. The officer said that the department has also approved the Goa Electronics Ltd's proposal to start the helpline as a stop-gap arrangement for an initial period of six months until the 24x7 Chief Minister Helpline is fully established. MP will become ‘Milk Capital' by 2028, says CM Yadav
Indore: The state govt aims to make Madhya Pradesh a 'Milk Capital' by the year 2028 by accelerating milk production, said chief minister Mohan Yadav during his visit to Kundal village in Ratlam on Saturday. He announced that the govt will buy cow's milk from farmers and cattle rearers to boost their income and make them self-reliant. The chief minister, using a remote control, inaugurated 37 projects worth Rs 158.64 crore and laid foundation for 20 projects worth Rs 87.27 crore. Announcing several key initiatives to be taken for Ratlam, Yadav said, plans are afoot to construct a green corridor from Jaora to Ujjain, which will be of significant benefit to the district. A four-lane road will be built between Ratlam and Khachrod at an estimated cost of Rs 220 crore. On the occasion. he said that govt was looking for a solution to the problems being faced by residents of Sailana due to Kharmor bird sanctuary. He also approved a Rs 113 crore drinking water and irrigation plan for the area.
