
Bill passed extending Rent Pressure Zones across country
The bill will go to the Seanad tomorrow and it is expected to be signed into law by President Michael D Higgins on Friday.
The Government rejected amendments to the bill which were tabled by Sinn Féin and Labour.
The legislation will mean that all current renters will be covered by a 2% annual rent hike cap once the bill is signed by the President.
Wider changes to the rent rules will be introduced next March and this will require further legislation to be passed in autumn.
Opposition parties have stated that they will not support these more extensive rent reforms which will allow landlords to reset rents to market rates every six years.
Minister for Housing James Browne has said that renters will get greater security of tenure as part of the changes.
Sinn Féin's Spokesperson on Housing Eoin Ó Broin earlier described the legislation as "an utter shambles" and "utterly defensible".
He told the Dáil that he has never witnessed such a "haphazard, ramshackle, back of the envelope" approach to a crucial policy, adding that it is a "farce".
Minister of State at the Department of Housing Christopher O'Sullivan, who introduced the bill, said that the Government was moving fast because tenants need protection and this will be delivered by extending RPZs.
"This is an immediate and concrete protection against high rent inflation," he added, claiming that it would create certainty, stability and clarity for the sector.
Mr O'Sullivan added that "this will come as a great sigh of relief" to many of his constituents in Cork South-West.
However, Mr Ó Broin described the Government move as an "assault on renters" who "will be the losers".
Ministers, he added, "scrambled around" to add references to students to the bill after failing to mention them in any advance briefing.
"It is the Fianna Fáil rent hike bill," the deputy said, adding that the party's solution to rising rents "is to keep those rents rising".
Mr Ó Broin also said that the move amounts to the dismantling of Rent Pressure Zones and "rips the heart out of the RPZs".
He claimed that "in the best case scenario" the proposals will create a modest increase of (housing) supply in high-value areas "and everybody else will be left behind".
Security of tenure changes will benefit a small group of tenants, Mr Ó Broin conceded, but said they will create more complicated and difficult rules that can be exploited by rogue landlords and will lead accidental landlords to make mistakes.
All this will add to the workload of the already overloaded Residential Tenacies Board (RTB), he said.
Mr O'Sullivan defended the bill, claiming the Government is aiming to strike a balance in its approach.
"We aim to attract investment, but we know that tenants deserve and need fair treatment," he said.
The minister noted that a larger landlord - with four or more tenancies - cannot end a tenancy created on or after March 2026 via a no-fault eviction.
"No-fault evictions will be restricted to smaller landlords and outlawed for larger landlords," Mr O'Sullivan said.
The minister added that rent resetting would be allowed only in specific circumstances.
"This will come as a great sigh of relief" to many of his constituents in Cork South-West, the minister added.
Minister of State John Cummins said that 17% of tenancies are outside RPZs.
He emphasised the role of enforcement and noted that the RTB has launched "several in-depth investigations into serious, deliberate and repeated breaches of rental law".
The board investigated 16,052 tenancies for excessive rent hikes and €70,911 was returned to tenants following 114 compliance interventions, he added.
Connolly accuses Govt of normalising homelessness
"We have turned language on its head", Independent TD Catherine Connolly said of the Government's claim to protect renters, when the reailty is that it is normalising insecurity and homelessness.
"We are in serious trouble as a republic. More and more in Ireland, there's a lack of faith in anything the Government says," she told the Dáil.
"We stopped building [houses] in 2009," Ms Connolly said, adding that the housing crisis is a consequence of repeated decisions made by successive governments which treated housing as a product and simply backed the market.
She said that her office is struggling to manage the level of housing problems that constituents are presenting with.

'Dynamic pricing is scourge on music': TD calls for end to ticket price gouging
A TD has called for an end to Ticketmaster price gouging as fans ready themselves for the long-awaited Oasis gigs in Croke Park later this month. Music lovers were left stunned after being forced to shell out around €400 for a ticket the band's Dublin concerts after tickets went on sale last year, despite standing tickets initially being advertised at €86.50 plus booking fees. Speaking ahead of the two sold-out Oasis shows, Labour Party spokesperson on Culture, Robert O'Donoghue, recalled the outrageous price gouging allowed by Ticketmaster this time last year. 'Dynamic pricing is a scourge on modern music, sport and cultural ticket purchases,' Deputy O'Donoghue said. 'Since Ticketmaster introduced the practice in 2022, fans and spectators have seen sudden price increases, sometimes of up to 500 per cent, of already expensive ticket prices. "While there are excuses made that this practice falls to event organisers, when Ticketmaster has a near monopoly on ticket selling, they are ultimately the ones in charge of allowing such price hikes to happen. 'This is leading us down a path where only the very well-off can afford to go to a gig without putting themselves under severe financial strain. "Minister for Enterprise Peter Burke has stated to me in a parliamentary question that he is awaiting the results of the Competition and Consumer Protection Commission (CCPC)'s investigation on the matter of dynamic pricing, but the evidence is already clear in the bank balance of anyone who bought an Oasis ticket. "Last year, Government introduced the Sale of Tickets (Cultural, Entertainment, Recreational and Sporting Events) (Amendment) Bill 2024 to ensure these rip-off ticket prices do not happen again, but we haven't seen anything of it since. "I am calling on Government to progress this legislation to tackle rip-off ticket prices. The time for action is now." Harris says Govt 'not rowing back' on hospitality VAT cut
Tánaiste Simon Harris has said he is "not rowing back" on Programme for Government commitments to cut the hospitality VAT rate despite saying the timing of any measure will be decided on budget day. Speaking to reporters at Government Buildings, the Tánaiste said while the cut will be the "subject of budget negotiations", the Programme for Government has made "clear commitments" in relation to the matter. Last week, Minister for Finance Paschal Donohoe indicated that while the hospitality VAT rate cut from 13.5% to 9.5% is still planned, introducing the measure in autumn's budget would take up almost two thirds of the available tax reduction space. In the immediate aftermath of the remark, a number of Government sources indicated that the hospitality VAT rate cut could now be delayed until next summer - a move understood to be supported by some in Fianna Fáil but opposed by Fine Gael. Asked about the possible delay to the tax cut, which business groups say is needed in order to protect jobs, Tánaiste Simon Harris said "the timing of any measure will be a matter for budget day". However, when asked if he is "rowing back" on his previous position in early summer that the tax cut commitment was a "solemn" promise, he added: "I'm not rowing back on anything, but I suppose I'm being respectful to the budgetary process. "The Programme for Government says what it says. I believe the Programme for Government is very important, it's a contract between two political parties and some Independent TDs, and therefore I believe the words in it matter. "It talks about reducing the cost base for small businesses, particularly in the hospitality sector around food. And we'll work our way through that." The Tánaiste repeated his position that he is "not going to get into specific budget measures or the timing, other than to say all of this can be discussed in the round". However, he said that "towards the end of the summer" Government intends "to take stock again" in relation to the potential impact of international trade and tariffs deals, "and then we'll reserve the right to finesse the summer economic statement as required".

Minister wants to see 9% Vat rate on energy maintained in budget
The lower 9% Vat rate on gas and electricity should be retained in the upcoming budget to avoid further hiking energy prices for consumers, energy minister Darragh O'Brien has said. The lower rate was originally introduced in 2022 as part of a major cost-of-living package from the Government, with Vat falling from 13.5% to 9%. Speaking yesterday, Mr O'Brien said the reduction in the Vat rate was a 'very important' measure on affordability, and he wanted to see it extended into 2026. However, he said any decision to retain the rate would be made as part of the budget process. The Tax Strategy Group has estimated the total cost of retaining the lower Vat rate is €193.3m — €58.2m for gas and €140.1m for electricity. In previous years, the cut has been extended six months at a time, with the most recent extension coming in April. Each six-month extension has provided estimated savings of €26.60 on electricity and €20.28 on gas for consumers for the duration of the period. Price increases The modest savings have been dwarfed, however, by price increases introduced by the major utility companies. A number of energy providers have again opted to increase their rates in recent months, with Flogas confirming a hike in variable electricity charges by 7% from next month. This is expected to increase bills for Flogas electricity customers by €126 annually. In April, SSE Airtricity hiked electricity bills by 10.5% and gas bills by 8.4%, the latest in a spate of increases since the Russian invasion of Ukraine. Mr O'Brien said the prices for energy have 'levelled off' after a spate of surges in recent years, but conceded that Ireland's energy costs remain too high. Households here pay nearly 30% more for electricity than the EU average, costing approximately €350 more annually. Gas prices are approximately 10% above the EU average. Irish householders are paying the third-most expensive prices for electricity in Europe, behind only Germany and Denmark. The Dáil has heard that there are more than 300,000 people in arrears on their electricity bills, while more than 175,000 are in arrears on their gas bills. The minister for energy said this increase was a matter for concern, and anyone in arrears should enter into an arrangement with their provider. Energy Affordability Taskforce Mr O'Brien met with the recently-established Energy Affordability Taskforce on Thursday, and said an interim report would be provided to the Cabinet ahead of the budget in October. However, he ruled out the prospect of energy credits making a return, saying there was a very significant cost associated with the measure. 'That was €3.5bn and that was in the teeth of the cost-of-living crisis, particularly post the outbreak of the war in Ukraine,' Mr O'Brien said. He said the costs for one-off payments were very significant, and reduced the amount of money the Government could funnel into medium- and long-term measures to make energy more affordable.
