18 near-completion projects in FY26: NHA allocated Rs20.5bn against Rs56.9bn demand
According to NHA documents, in the Public Sector Development Programme (PSDP), the authority requested 56.9 billion for projects which completed by almost 70 percent, so the early completion of these projects would be ensured.
Among these projects for land acquisition affected properties compensation and relocation of utilities for the construction of 959km Karachi-Lahore Motorway (KLM) Rs4.25 billion was proposed in the PSDP, whereas, only Rs500 million was approved.

For improvement, upgradation and widening of Jaglot-Skardu Road (S-1, 167 km) against the proposal of Rs5.3 billion only Rs1 billion was approved.
For the construction of motorway from Burhan/Hakia on M-1 to DI Khan Rs500 million allocated against the request of Rs2.57 billion. For the construction of two-lane Highway from Basmia to Khuzdar (length 106 km) Rs2.5 billion was allocated against the demand of Rs7.23 billion. For the construction of overhead bridge at Imamia Colony Railway Crossing Shahdra revised Rs200 million was allocated against the request of Rs863 million.
Among other near completion projects of strategic nature construction of Gwadar-Ratodero Road Project (M-8) Rs3 billion was allocated against the demand of Rs4.94 billion. For the rehabilitation and upgradation 54.80 km long Awaran Jhalijao road and dualisation and improvement of Old Bannu Road, allocation of Rs1.04 billion and Rs988 million was made as per of their 100 percent demand.
Construction of Kot Pindi Das Interchange on Motorway M-2 in District Sheikupura also gets the full allocation of Rs251 million as per the demand.
Dualisation of Indus Highway (N-55) Sarai Gamila to Kohat Section also gets the full allocation of Rs1.5 billion as per demand.
Construction of bridge on River Ravi at Syed Wala also gets the full allocation of Rs324 million against the demand of the same amount.

It gave the National Highway Authority (NHA) a stringent deadline of two weeks to furnish additional information crucial for finalising proceedings pertaining to the multibillion-rupee project. Senator Abro expressed serious reservations about the potential of awarding the contract for dualisation of Rajanpur-Dera Ismail Khan road under the Central Asia Regional Economic Cooperation (Carec) programme to a company that had previously faced issues related to its performance. He highlighted concerns over the termination of Multan-Lodhran Motorway section contract and the subsequent arbitration rulings, questioning the impartiality of arbitrator Zafar Siddiqui. In response to those allegations, NHA Member Aided Projects Ashfaq Khan defended the credibility of Siddiqui, citing his extensive arbitration experience and clarifying that any payments made were not related to the current project, which was under scrutiny. Committee chairman insisted on conducting a detailed financial audit to verify the legitimacy of bidding process and financial claims made by the local partners. Azeem Ullah, a financial expert associated with the NHA, explained the standard practice regarding joint ventures and reiterated the legality of claims made by partners for the released amount. Despite such clarifications, Abro sought a thorough trail of financial turnovers. Meanwhile, the NHA chairman intervened to underscore the adherence to legal procedures in appointing arbitrators and conducting evaluations, emphasising the transparency of the process. A spokesperson for the lowest-bid joint venture, led by a Chinese firm, called the process 'unjustified'. He complained about consistently targeting their company without merit and creating unwarranted controversy.

The 31st July's high-level meeting between Bilal Bin Saqib, Pakistan's Minister of State for Crypto and Blockchain, and Bo Hines, executive director of President Trump's Council of Advisers on Digital Assets, marked a bold new direction in US–Pakistan relations. The discussion centered on the global coordination of crypto policy and Pakistan's ambitious plans to become a regional hub for Web3 innovation. Senate panel uncovers corruption in NHA contracts
ISLAMABAD: The meeting of the Senate Standing Committee on Economic Affairs, chaired by Senator Saifullah Abro, was convened on Friday to address serious allegations of irregularities, collusive practices, and potential corruption in the awarding of contracts for the Central Asia Regional Economic Cooperation (CAREC) Tranche-III corridor project by the National Highways Authority (NHA). The committee uncovered significant concerns regarding NXCC's prior disqualification, arbitration conflicts, payment discrepancies, document manipulation, and collusive bidding practices. The chairman committee pointed out that contract was initially awarded based on auditor sheets without verifying the credentials of M/s Dynamic Constructors, M/s Rustam Associates, and M/s M/s Ningxia Communications Construction Co, Ltd (NXCC). The committee maintained that M/s NXCC is a non-performing firm and is currently involved in litigation related to the Multan-Lodhran project. Surprisingly, NHA proposed Zafar Hussain Siddiqui as an arbitrator, despite his past association with the first lowest bidder to M/s Dynamic Constructors and M/s Rustam Associates Construction Companies. Senator Saifullah Abro presented a money trail with bank statement that clearly indicated Zafar Hussain Siddiqui's prior affiliation with the JV partners of M/s NXCC. However, the NHA maintained that it had no prior knowledge of the arbitrator's connection with either party. After thorough discussion, the chairman committee recommended that NHA file a petition in the Supreme Court against the award, as the circumstances strongly suggest official mala fide intent to clear M/s NXCC from litigation and non-performance issues ultimately facilitating the award of the ADB CAREC Tranche-III (Rajanpur-DG Khan-DI Khan) Project. The secretary, Ministry of Communications also questioned the concerned NHA officials, asking how this situation was allowed to occur.
