Indian firm says it shipped non-military explosives to Russia
Reuters reported on July 24 that Ideal Detonators Private Limited shipped the compound, known as HMX or octogen, to two Russian explosives manufacturers despite U.S. threats to impose sanctions on any entity supporting Russia's Ukraine war effort.
One of the Russian companies listed in Indian customs data as receiving the compound is the explosives manufacturer Promsintez. An official at Ukraine's SBU security service has said the Russian company has ties to the military and that Ukraine launched a drone attack in April against a Promsintez-owned factory.
Promsintez did not respond to a request for comment.
Ideal Detonators said in an emailed response to Reuters that the material it shipped was not military grade. "The shipment ... is for industrial activity and it's a civil explosive," the company said.
The U.S. government has identified HMX as "critical for Russia's war effort" and has warned financial institutions against facilitating any sales of the substance to Moscow.
The U.S. Treasury Department has the authority to sanction those who sell HMX and similar substances to Russia, sanctions lawyers have said.
HMX is widely used in missile and torpedo warheads, rocket motors, exploding projectiles and plastic-bonded explosives for advanced military systems, according to the Pentagon's Defense Technical Information Center and related defense research programs. The compound also has some limited civilian applications in mining and other industrial activities.

KYIV, July 28 (Reuters) - A Russian overnight air attack wounded eight residents of an apartment building in Kyiv, including a three-year-old child, authorities said on Monday, while the Ukrainian air force said a town hosting a key air base had been attacked. Four of those injured in the capital were admitted to hospital with one in serious condition, the head of Kyiv's military administration, Tymur Tkachenko, said on Telegram. Ukraine's air force said Russia had launched 324 drones and seven missiles overnight, and that their main target was Starokostyantyniv in western Ukraine, home to a major air base. It said 15 drones and two missiles had hit targets in three locations, but did not specify where. Russia invaded its neighbour three and a half years ago. Its repeated night-time air attacks, sometimes involving hundreds of drones, are often accompanied by a handful of missiles to try to overwhelm air defences. The capital and most of Ukraine were under air raid alerts for several hours overnight. Polish aircraft were also scrambled to ensure the safety of national airspace. Those wounded in Kyiv were residents of a multi-storey apartment building in the Darnytskyi district, Kyiv Mayor Vitali Klitschko said. The full scale of the Russian attack on Ukraine was not immediately known. There was no comment from Russia. Both sides deny targeting civilians in the war. However, thousands of civilians have died in the conflict, the vast majority of them Ukrainian.

Two dead after jumping monkeys trigger stampede at Indian temple
At least two people died and many were injured in a stampede after a live wire broken by a monkey caused panic among Hindu devotees outside a temple in Uttar Pradesh, India. Worshippers panicked and tried to flee the area after a group of monkeys jumped on an electric wire, which snapped and electrocuted people at the Ausaneshwar Mahadev Temple in the Barabanki region of the northern state. At least 19 people suffered electric shocks, while more than two dozen others were hurt in the ensuing stampede-like situation, district magistrate Shashank Tripathi said. The incident took place at around 2am local time on Sunday, as a crowd of worshippers began arriving at the temple for their Monday offerings during the holy month of Shravan – a sacred period in the Hindu calendar when many observe fasts on Mondays. Mr Tripathi said the snapped electric wire caused current to flow through three tin sheds at the temple complex. 'Devotees were offering prayers when a monkey jumped onto an electric wire, causing it to fall on a shed. This led to an electric current passing through the structure. Medical treatment of the injured is underway. Around 19 people were injured, with two in serious condition,' he told reporters. UP chief minister Yogi Adityanath offered his condolences to the families of those affected, announcing that compensation of Rs 500,000 (£4,300) each would be paid to the families of the deceased. It was the second such deadly incident involving devotees on the same day. In the neighbouring state of Uttarakhand, at least eight people died and 30 were injured in a crowd crush at the Mansa Devi temple in Haridwar. That incident reportedly began after a rumour spread that an electric line had snapped, causing panic among people at the staircase leading to the temple. Accidents involving large crowds are not uncommon at religious gatherings in India and are often blamed on poor crowd management.

Ukraine signs first Transbalkan gas deal with Azerbaijan's SOCAR
KYIV, July 28 (Reuters) - Ukraine's state-owned oil and gas major Naftogaz has signed its first deal with Azerbaijan's SOCAR to import natural gas via the Transbalkan route, it said on Monday. "For the first time, a test shipment of gas is being delivered through the Transbalkan route along the Bulgaria–Romania–Ukraine corridor," Naftogaz said in a statement on its website. The Ukrainian company said the agreement was for a small volume of gas, and did not specify timelines. "This is a small volume but strategically important step that paves the way for long-term cooperation," Naftogaz CEO Serhiy Koretskyi was quoted in the statement.
