Teacher booked for ‘sodomising' student: Punjab child rights panel issues notice to Patiala SSP, seeks report by June 13

As the police are yet to arrest a teacher, who has been booked for reportedly sodomising a 15-year-old student in Nabha town of Patiala district, the Punjab State Commission for Protection of Child Rights (PSCPCR) on Wednesday issued a notice to the Patiala SSP directing him to submit a report on the matter by June 13.
The commission said that they had taken a suo-motu cognisance of the matter and directed Patiala SSP to thoroughly investigate the case and file an action-taken report in the matter before the commission by June 13.
The commission in its notice to SSP Patiala has stated that the commission is empowered to conduct a suo motu inquiry under Section 13 of the Protection of Children from Sexual Offences Act, 2012, whenever there were violations of child rights.
'This is a serious issue. We will ensure that the police conduct a fair and speedy investigation into the case. Though the accused is a decorated teacher, we will ensure the rule of law prevails,' said Kanwardeep Singh, chairman, Punjab State Commission for Protection of Child Rights.
When asked about the boy being threatened in the court by an unidentified individual, the chairman said that they would ensure the safety of the victim.
'We will take care of the safety of the victim. Besides, we will look after his mental health also,' said Singh.
The accused teacher is a physical education teacher at Government High School and was booked under Section 6 of the Protection of Children from Sexual Offences Act (POCSO) Act and 351 (2) of the Bharatiya Nyaya Sanhita (BNS).
Meanwhile, Patiala police said raids were being conducted to nab the accused. The Punjab education department on Monday suspended the accused teacher.

The Punjab government Friday suspended Jagatpreet Singh, Senior Superintendent of Police (SSP), Vigilance, Ludhiana, a day after he issued a summons to Congress leader Bharat Bhushan Ashu. Alok Shekhar, Additional Chief Secretary, Department of Home Affairs, issued the suspension order. The order says that Jagatpreet Singh has been placed under suspension with immediate effect under Rule 4(1) (a) of the Punjab Civil Services (Punishment and Appeal) Rules, 1970, for his 'grave misconduct and dereliction of duty'. The Punjab Vigilance Bureau summoned Congress leader and Ludhiana West bypoll candidate Bharat Bhushan Ashu in connection with a five-month-old school land misuse case. The summons relate to a First Information Report (FIR) filed on January 8, 2025, at Ludhiana's Division Number 5 police station, accusing Ashu and others of cheating, criminal breach of trust, forgery, and conspiracy. The investigation was transferred to the Vigilance Bureau owing to suspected involvement of government officials. At least 25 others, including current and former school management committee members, were also summoned. Government sources alleged that the SSP Vigilance issued the summons in connivance with Ashu to give him the benefit in the ensuing by-poll slated for June 19. However, Congress leader Raj Kumar Verka trashed the allegations and said it was just an excuse of the Aam Aadmi Party (AAP) government. 'Does the AAP want to say that Chief Minister Bhagwant Mann, who is also the state home minister and to whom the Vigilance Bureau reports, is so helpless that he does not know what is happening right under his nose?' Verka told media persons. Reacting to SSP's suspension, Ashu, while speaking to The Indian Express, said it was a 'cheap tactic of the ruling AAP government' and yet another U-turn which it has taken after facing widespread criticism. On allegations that he was 'in touch with the SSP' and 'got summons issued to himself', Ashu said: 'Did I send the case file to the vigilance and ask them to send summons to me? Is Ashu so powerful in the AAP government that he can get summons issued to himself? They make police officers scapegoats as per their whims and fancies. Earlier, they had suspended Chief Director Vigilance SPS Parmar in a similar way. The AAP's cheap politics cannot get dirtier than this.' Ashu further said that since the past two weeks as the campaigning for Ludhiana West by-election gathered pace, a 'message' has been sent to all 28 police stations in Ludhiana 'to dig out if any previous/old complaints' are pending against him so that he can be 'implicated and harassed again.' 'Ashu nu phasao (implicate Ashu) is the only motive of this government,' said Ashu. Responding to the school land misuse case in which he was sent fresh summons, he said: 'It has been over a decade since I had resigned from that school's management committee. Twenty-seven others who also left the committee several years ago have been summoned just because they know me. This is the height.' Ashu also refuted allegations of any meeting being held between him and the suspended SSP in recent times. The Allahabad High Court has dismissed a petition by social media influencer Elvish Yadav seeking to quash criminal proceedings against him in a high-profile case involving the use of snakes during a music video shoot, and alleged drug and wildlife offences. Yadav had moved the court under Section 528 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), challenging the charge-sheet filed on April 5, 2024, the subsequent summoning order dated April 8, 2024, and the entire criminal proceedings in Case Crime No. 461 of 2023. The case, which began with an FIR registered at Sector-49 Police Station in Noida, accuses Yadav and others of violating provisions of the Wildlife Protection Act, IPC, and the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Yadav's counsel, senior advocate Naveen Sinha, argued that the FIR itself was flawed, having been lodged by an Animal Welfare Officer — a person not authorized under Section 55 of the Wildlife Protection Act to initiate prosecution. He also alleged that the proceedings were motivated by media sensationalism stemming from the applicant's celebrity status, and that the snakes featured in the controversial video were non-poisonous pets used during the shoot without any harm caused. Further, it was contended that there was no substantive evidence linking Yadav to any offence under the NDPS Act or the Indian Penal Code, and that sections 27 and 27A of the NDPS Act were hastily invoked by police in a bid to sensationalise the arrest. However, the Additional Advocate General for the State and counsel for the complainant argued that a detailed investigation had been carried out, and a prima facie case had emerged against Yadav warranting a trial. They emphasised that the points raised by the applicant are matters of defense and ought to be considered during trial rather than at the pre-trial stage. After hearing all parties, the bench of Justice Saurabh Srivastava observed that the trial court had rightly taken cognizance after the investigating officer filed a charge-sheet based on new evidence that went beyond the original FIR. The judge remarked that 'popularity or position of the accused cannot be basis of extension of protection" and reiterated that every individual stands equal before the law. 'The popularity or position of the accused cannot be basis of extension of protection and as per law of this land each and every person irrespective of his popularity or personality are equal in the eye of law," court observed. Holding that the issues raised by Yadav's counsel could be appropriately examined during the course of trial, the high court dismissed the application stating that it lacked merit. CUTTACK: The Cuttack Municipal Corporation (CMC) has continued engaging sanitary workers in manual scavenging of drains without providing them any protective gear, in blatant violation of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act-2013. One such incident came to light on Thursday when a man, holding a motor tube, was seen swimming bare body in the main storm water channel (MSWC-I) stretching from Matru Bhawan to Nuabazar, cleaning the weeds with the help of a bamboo stick. Not only that, some minor boys were also allegedly engaged at the site to remove the weeds from the banks of the drain in violation of the Child Labour(Prohibition and Regulation) Act. 'Venturing into drains bare body for manual cleaning work is not just risky but also life-threatening as the channels contain dirty, polluted water. They are laden with sharp items like broken glasses, metals and spikes besides poisonous snakes in the waterbodies. Also, there was no one present at the spot to supervise the work,' alleged city-based activist Jitendra Kumar Sahoo. Even though manual scavenging has already claimed many lives in the past, the civic body has seemingly not yet learnt its lesson and openly violating the law. In April 15, 2021, two workers had died of asphyxiation and another had become critical while cleaning a sewerage system of 15-ft depth at CDA-sector-10.
