China's Hesai appeals US court ruling supporting blacklist inclusion

SHANGHAI -- Hesai Technology, the Chinese producer of light detection and ranging (LiDAR) sensors used in vehicles, said Monday it has appealed a U.S. court ruling that upheld the Department of Defense's decision to include it on a military blacklist.
The department added Hesai in January 2024 to Section 1260H, which is a list of entities it claims are affiliated with the Chinese military. The company was removed from the list in October, only to be immediately added again, according to court filings. Hesai challenged the designation in court, arguing it was "arbitrary and capricious" and insisted that it did not have military links.

The accusation stems from a paper posted this month on GitHub, a U.S. software development and sharing platform. The paper analyzed Huawei's Pangu Pro MoE large language model, released in June, and found that it showed "extraordinary correlation" with Alibaba's Qwen 2.5 14B. It said Huawei may have reused Alibaba's model.

The U.S. carmaker aims to have dealerships in 30 locations this year, up from 23 currently, then expand to 50 locations in 2026. Tesla is considering a target of 100 for later.

The proportion of respondents expressing positive views regarding China increased in 15 of 25 countries surveyed by the nonpartisan think tank, while confidence in Chinese President Xi Jinping rose in 16 countries.
