
As US companies scramble to move supply chains, this small island could be the answer
At the start of February, Randy Carr, the CEO of World Emblem, booked a plane ticket to the Caribbean.
President Donald Trump had just announced a 25% duty on Mexico and Canada – what would be the first of many tariffs on other countries. World Emblem, the world's largest producer of clothing patches which counts the Department of Homeland Security, UPS, NHL, and Levi's as customers, produces 65% of its patches in Aguascalientes, Mexico.
'It just came really fast and a lot harder than I expected,' said Carr of the tariffs. 'The 25% tariffs were enough to say, this is nuts. We need to change this right now.'
While President Trump eventually limited his 25% tariff to goods that don't comply with the US's current free trade agreement with Mexico and Canada, USMCA, the uncertainty around trade was motivation enough to start moving his supply chain.
'The following week we were on a plane to… the Dominican Republic,' said Carr.
World Emblem, like many other US companies, is scrambling to move manufacturing out of highly tariffed nations like Mexico and China. (World Emblem produces up to 30% of its products in China, which currently faces a 30% tariff.) While many businesses are shifting manufacturing to southeast Asian countries like Vietnam and Malaysia, Carr looked a bit closer to home: the Dominican Republic.
Manufacturing in the Dominican Republic has grown exponentially in recent years, with nearly 20% of foreign investment funneling into the sector, just behind tourism, according to the Innovation Technology and Information Foundation. Foreign direct investment (FDI) into the Dominican Republic last year increased by 7.1% from the year prior, capturing 41% of all FDI into Central America, according to the United Nations Conference on Trade and Development.
The country has several key factors attractive to companies: a stable government, a skilled workforce, proximity to the United States, and the so-called free zones, where 60% of the country's manufacturing is located. Free zones, which operate relatively tax-free, can save company's millions of dollars.
'The country is well-known for its beaches, but it's not as well known for the manufacturing sector,' said Marino Auffant, founder of Auffant Global Advisory, which focuses on building public-private strategies in the country to expand manufacturing investment. 'We have seen, especially from China, some US companies moving or announcing operations shifting to the Dominican Republic over the past few months.'
Apparel maker Hanes, footwear brand Timberland, aerospace companies like the Eaton Corporation, IT companies like Rockwell Automation, and medical device companies like Cardinal Health all have manufacturing facilities in the Dominican Republic.
World Emblem says it will save seven figures a year by moving to the Caribbean island. This month, it plans to break ground on a 100,000 square foot plant set to open next year. The company plans to eventually move 30-35% of its manufacturing capacity to the Dominican Republic.
'We moved super quick on this one. It was every day we were on the phone trying to get this done,' said Carr.
There are 92 free zones (FZs) in the Dominican Republic that house over 850 companies, according to the National Free Zone Council. These zones have been around for nearly 50 years. And while not exempt from tariffs, they do allow companies to avoid 100% of taxes on things like income, export, local, and some import taxes on machinery and intellectual property.
'Essentially, the DR's free zones operate a 'turnkey' suite of services that ease and streamline doing business in the country,' said Stephen Ezell, the vice president of global innovation policy at the Information Technology and Innovation Foundation.
A free zone is not exclusive to the Dominican Republic – there are 135 countries with free zones, according to the World Free Zones Organization. But what is unique to the island is its proximity to the United States.
It takes just three days for a cargo vessel to sail from the Dominican Republic to Miami, and five days to New York. There are even plans to expand a port in the north of the country, which could cut transit time to the US by one day. By comparison, it takes cargo vessels from Asia three to four weeks to reach the West Coast, and four to six weeks to hit the East Coast.
'The FZs present a very attractive environment for near-shored manufacturing, particularly of goods intended for export to North American markets,' Ezell wrote in a 2024 report about the country's role in semiconductor manufacturing.
The Dominican Republic's free zones also house technical training schools, which the country has invested in to help train and recruit employees for companies.
Wages are also about 30% lower in the Dominican Republic compared to Mexico, a country known for its cheap labor, according to Carr.
The United States has a trade surplus of $5.4 billion with the Dominican Republic, one of the largest of any country. Until the Trump Administration applied its 10% universal tariff to goods from the country, the Dominican Republic–Central America Free Trade Agreement had allowed free trade between the two countries since 2004.
'The manufacturing boom of the Dominican Republic has been accompanied by a growing US trade surplus because most inputs that come to the Dominican Republic for the free zones come from the United States,' said Auffant.
There is one big hurdle for businesses looking to shift manufacturing to the Dominican Republic: space. The country is half the size of South Carolina, so land for the free zones is limited.
In fact, the government has struggled to secure enough space for free zones, according to Ezell.
'I think it'll be a bigger leap for the Dominican Republic to become a base for manufacturing that services the Asian market at scale. It's a small island,' said Ezell.
And with that smaller footprint comes a smaller workforce available for technical training needed for manufacturing. The entire labor force on the island is 5.41 million people, according to the CIA World Factbook.
'I think (there's a) need to grow the workforce, especially at the engineer level. And I know that's a priority for the government,' said Auffant.
But the biggest obstacle to growth is simply knowledge. People may not know about the country's manufacturing capabilities.
'I think that leads many companies to default to other places more because of lack of knowledge of the manufacturing success story,' said Auffant.
Carr, who said the Dominican Republic wasn't initially on his radar as a viable country to manufacture his products, revealed the less conventional way he discovered the place where he'd eventually invest millions of dollars.

The move will let UPS close 73 shipping centers and reduce its annual operating time by 25 million hours. "Amazon is our largest customer but it's not our most profitable customer," CEO Carol Tom said in January's fourth-quarter earnings call. "Our contract with Amazon came up this year. And so we said it's time to step back for a moment and reassess our relationship. Because if we take no action, it will likely result in diminishing returns." In other words, UPS is taking action to solidify its bottom-line profits. The helpful moves it makes in this challenging economy should translate into stronger earnings in the next macroeconomic upswing. Investing is a marathon, not a sprint. UPS stock is cheap right now for short-sighted reasons. The company should thrive in the long run, equipped with a world-class shipment system and a proactive management team. By focusing on more profitable services, UPS could get back to generous dividend increases in 2026 and beyond. And in the meantime, the dividend yield stands at an eye-popping 6.7%. It's nearly an all-time record for UPS, and one of the 10 most lucrative yields found in the S&P 500 (SNPINDEX: ^GSPC) index. Immigrants choose to leave the U.S. amid fear and discrimination
For 14 years, Jessika Cifuentes built a stable life in the United States. She ran her own business, forged strong community ties, and even became a U.S. citizen. But the increasingly hostile climate toward immigrants — fueled by harsher policies and deepening economic hardship — led her to make an unthinkable decision: return to Guatemala. Cifuentes, a 51-year-old professional, packed her bags, left her home in Utah and relocated with her two daughters to Antigua, a city ringed by volcanoes in southern Guatemala, where she has only a few friends. There, she hopes to launch a food business with her eldest daughter. After months of anxiety over shifting immigration policies under the Trump administration, a period of unemployment following layoffs at her company and a lack of support to sustain her food business, she made the difficult choice to go back home last April. 'Now, from what I've seen, being a citizen is no longer enough; just being Latino is enough,' she told el Nuevo Herald in an interview from Guatemala. 'I didn't want to expose myself to that. I couldn't keep living in a place where I'm discriminated against without people even knowing who I am — just because I have a Latino last name.' Her story is not unique. A growing number of immigrants are returning to their countries voluntarily in the wake of expanded detentions and deportations, the termination of Temporary Protected Status (TPS) for several nations, the end of humanitarian parole programs for Cuba, Haiti, Nicaragua and Venezuela, and the suspension of new DACA applications. Many of them had built full lives in the United States — with families, jobs, property and deep roots in their communities. But faced with the threat of detention, family separation and no path to legal status, they have chosen to return — often to countries they haven't called home in decades. Not everyone is using 'CBP Home,' the app launched in March by the Department of Homeland Security (DHS) that allows undocumented immigrants —or those with revoked permits— to voluntarily self-deport and apply for $1,000 in financial assistance. Juana Iris Estrada, originally from Mexico, is preparing to leave the United States this summer. She's packing up most of her belongings to move to Puebla, a city in east-central Mexico known for its colonial architecture and cuisine. There, she plans to start over with her husband and their two young daughters, ages 9 and 5. Estrada arrived in the U.S. at the age of 10 and is currently protected under the Deferred Action for Childhood Arrivals (DACA) program, as is her husband. But now, she fears that protection could vanish at any moment. 'One of the reasons we're leaving is because of everything that's happening under this president's administration,' she told el Nuevo Herald from Washington state. 'Honestly, the emotional toll is heavy. I'm a mother. My husband and I both have DACA, and it could be revoked at any moment, leaving us completely unprotected.' Confronted with that uncertainty, Estrada made the decision to leave. 'It's no longer up for debate —we're not going to sit around and wait to see what happens.' Still, the decision brings considerable stress: gathering documents required for resettlement in Mexico, coping with the emotional weight of leaving the country where she grew up, handling the paperwork to sell her house —all while headlines about raids and deportations dominate the news cycle. President Donald Trump, upon taking office, announced mass deportations with a focus on immigrants with criminal records. But human rights organizations have criticized the removal of non-criminal immigrants without due process, warning that such deportations can expose people to persecution. The DHS reported that in the first 100 days of the Trump administration, more than 142,000 deportations were carried out. In May alone, Immigration and Customs Enforcement (ICE) conducted 190 deportation flights —up from 125 in April— bringing the total to 1,083 for the year, including returns and domestic transfers, according to data compiled by immigration activist Thomas H. Cartwright. Cartwright noted on X (formerly Twitter) that May's total marked the highest number of flights since he began tracking them in January 2020. Immigrants on alert: fear, raids and discrimination in the U.S. Immigration attorney Richard Hein says that fear is now a defining feature of life for many immigrants in the United States. Some are avoiding going outside altogether; others are choosing to leave the country voluntarily. He describes a climate of 'terror and fear' being cultivated —raids carried out by agents without visible name tags, only patches indicating the federal agency they represent, arresting people with little to no transparency. He mentioned the lack of due process, which he asserted is fundamental to a civilized society and that there are 'attempts to overthrow it.' 'We truly have an administration that is outside the law and is ignoring a Supreme Court ruling, in the specific case of Kilmar Abrego García, to facilitate his return to the United States. And not a finger has been lifted to respect that Supreme Court ruling,' argued the attorney from Hein Law Firm in St. Louis, Missouri. In immigration hearings, Hein says, people are being treated with a level of disrespect he hasn't witnessed in '15 or 20 years.' Estrada, too, has noticed a shift. 'It doesn't matter what country you're from, whether you're a citizen, a resident, or undocumented —we're all treated the same now,' she said. 'It feels like there are no laws left to protect us. Everything you do, every move you make, is used against you.' She recalled an incident in which her husband was crossing the street when someone, unprovoked, began shouting at him, 'Go back to your country,' simply because he looked Hispanic. 'We had never experienced discrimination like this before,' she said. One of her daughters, she added, has been deeply shaken by recent remarks from DHS Secretary Kristi Noem, who stated that anyone entering the U.S. illegally would be caught, deported and permanently barred from reentering. Changes speed up the departure Mireya Valladares arrived in the United States at age 20, crossing the border. She never intended to stay permanently. She and her husband set a goal for themselves: to return to their home country before turning 40. With that plan in mind, they worked hard for years to make it happen. They initially postponed their return after Valladares became pregnant. But as sweeping immigration changes unfolded —marked by raids and deportations— they decided to accelerate their timeline. 'Because of the immigration situation and everything that's happening, we moved up our trip and said, 'We're not going to wait any longer. Neither Valladares nor her 38-year-old husband has legal status, although they had tried for years to obtain it. Valladares said she was issued a deportation order 'years ago.' She expressed frustration that families like hers —who own registered businesses in Florida, pay taxes, create jobs and have no criminal records— still have no viable path to legalize their status. 'We're making a very risky decision, which is to leave and not be able to return, leaving practically everything we have and our businesses that are operating,' she said. But her greatest concern, she added, is that her 10-year-old son and baby might grow up in an environment of 'racism and discrimination.' 'Honestly, I'm not willing to expose them to that. Besides, I want to live in peace, to wake up and have no one knocking on my door to get me out of here and leave my children alone. No, I'm not willing to have that,' she said. Valladares plans to restart her life in the Department of Olancho, in northeastern Honduras. Other Honduran immigrants are also preparing to return. Consular authorities in Florida told el Nuevo Herald they have registered an increase in citizenship applications for U.S.-born children of Honduran parents. Deysi Suyapa Tosta, Consul General of Honduras in Miami, said that both in Miami and Tampa —where the country maintains consular offices— they are receiving more requests for documents, particularly citizenship certificates. 'We are addressing these cases. Because of this situation, many Hondurans are applying for dual citizenship and registering their newborn children —something they used to delay until it was time to enroll them in school. Now we're seeing many more people requesting these documents,' she said. The diplomat noted that the consulate is assisting Hondurans even without appointments and has opened on Saturdays to meet demand. Valladares was among those who visited her consulate to obtain the paperwork needed to return to Honduras. 'Yes, we're going to go back. I'd rather try than stay here with these policies, these laws they're trying to change every day,' she said.

UPS suddenly closing more stores amid chaotic new change, layoffs
It may not exactly seem like your routine errands are the backbone of modern civilization. And for the most part, that is a bit of an exaggeration. But every one of us does our part. And that means our weekly runs to the grocery store, drugstore, dry cleaners, restaurant, or gas station do have an impact on both the local and broader economy. Which is part of the reason consumer spending matters. It's also why many economists bellyache over prices; a small percentage point up or down can have outsized impact on how the average consumer approaches shopping. Take eggs, for instance. As prices steadily climbed and supply dwindled over the past several months, some customers hoarded eggs for fear of a shortage. In turn, many supermarkets sold out of eggs entirely or put a limit on how many cases per customer were permitted for purchase. And prices continued to climb. It's a small way to represent just how much consumer spending matters — even if a lot of those changes take place in the margins. Consumer spending habits have changed Of course, changes in customer behavior goes both ways. In some cases, increased popularity and spending spike prices, squeezing supply. But in many cases, especially recently, a decrease in interest or shifts in routine have turned prices (and profits) ever-downward. Profits get smaller, and many stores have had to make the difficult decision to either scale down operations significantly to make ends meet — or shut down entirely. UPS makes a hard decision And sometimes, it's not just mom-and-pop shops that suffer. UPS (UPS) , a juggernaut in the U.S. shipping and fulfillment space, has weathered many changes over the past several years. The company used to work hand-in-glove with Amazon to get packages to their final destinations, but it has agreed to reduce its partnership and cut shipments by about 50% by mid-2026. Related: Subway owner makes major billion-dollar fast food acquisition It's also in the midst of modernizing its operations; it plans to close about 200 facilities around the U.S. by 2028, and intends to cut up to 20,000 jobs by the end of 2025. And now, UPS is closing three stores owned by one franchise in Pennsylvania. The UPS stores are located in: 62 Dallas Shopping Center, Dallas, Penn.1330 Main St., Dickson City, Penn.1114 Texas Palmyra Highway, Honesdale, Penn. A spokesperson said the closures are not related to the broader restructuring efforts. Rather, franchisee Dave McQueen said he was unable to sell his UPS stores and would be shuttering them in the next several weeks. A UPS store spokesperson added that the closures are 'due to the expiration of the franchise agreements, and the franchisee has elected not to renew.'
