The Economic Community of West African States (ECOWAS) Launches Regional Tourism Capacity-building Program to Strengthen Economic Integration
Recognizing the critical role of tourism as a driver of regional integration and economic growth, the Economic Community of West African States (ECOWAS) has launched a multi-day capacity-building program in Banjul, The Gambia, on March 17, 2025. This initiative aims to equip stakeholders with the necessary tools to enhance tourism standards, foster investment, and strengthen cooperation across all 12 ECOWAS Member States.
The program is implemented in accordance with the approval granted by His Excellency, Dr. Omar Alieu Touray, President of the ECOWAS Commission, for the purpose of capacity building for stakeholders in tourism across all Member States.
Opening the session on behalf of H.E. Dr. Omar Alieu Touray, ECOWAS Director of Private Sector, Dr. Tony Elumelu, underscored the importance of a harmonized regional approach to tourism development. 'Tourism is central to our integration agenda. This program is designed not just to share knowledge but to ensure the implementation of policies that will increase investment, create jobs, and enhance the sector's contribution to the economy,' he stated. He further highlighted that the initiative is being implemented under the leadership of Commissioner for Economic Affairs and Agriculture, Mrs. Massandje Touré-Litsé, in line with ECOWAS' commitment to enhancing regional cooperation and policy harmonization.
Dr. Elumelu further emphasized the ECOTOR 1929 policy, a framework designed to increase visitor numbers, facilitate mobility, and establish common service standards across the region. 'A five-star hotel in Togo, Nigeria, or The Gambia should meet the same standards. Standardization builds trust and attracts investment,' he noted.
Tourism Consultant, Sheikh Tijang Nyang, stressed the importance of ensuring that all ECOWAS Member States align with the regional tourism strategy. 'For tourism to thrive, stakeholders must fully understand and apply ECOWAS' tourism policies effectively. This program is a crucial step toward that goal,' he stated.
Echoing the need for concrete action, Tourism Experts, Dr. Adam Abar and Dr. Momodou Bar, emphasized the significance of execution. 'Policies alone do not drive change—implementation does. This program is about moving from strategy to action to create a truly competitive tourism sector,' they said.
As the program unfolds, participants will engage in technical sessions, policy discussions, and practical workshops focused on key areas such as hotel classification, regulatory frameworks, and best practices in tourism management. The training will also address youth and women's employment in the tourism sector, reinforcing ECOWAS' commitment to inclusive economic development.
The program will culminate in a final assessment and strategy session, where participants will outline key takeaways, define concrete action points, and discuss mechanisms for monitoring and evaluating tourism policy implementation at the national and regional levels.
As the program progresses, ECOWAS will continue to engage with stakeholders, ensuring that insights gained are translated into measurable outcomes. By the conclusion of the program, participants are expected to have a clear roadmap for enhancing tourism development, aligned with ECOWAS Vision 2050.
This initiative reinforces ECOWAS' commitment to advancing economic integration through tourism, positioning the sector as a key pillar for sustainable growth, job creation, and regional cooperation.

The retreat brought together the female staff of the ECOWAS Commission across board for a dynamic programme of reflection, dialogue, and empowerment. Coinciding with ECOWAS Day on 28 May—the founding date of the Community in 1975—the gathering carried symbolic weight, linking the institution's regional journey with the personal and professional aspirations of its women. The second day, featured the core training and empowerment activities, beginning with opening remarks by Mrs. Kete Gillis-Harry, Principal Officer for Career Management&Training, followed by a goodwill message from Madame Marième Sy, Vice President of the ECOWAS Amazon. Her words set the tone for a transformative day grounded in the values of leadership, authenticity, and purpose. Participants engaged in an interactive training session delivered by Otive Igbuzor, PhD, Founding Executive Director of Centre LSD (Leadership, Strategy and Development). With modules titled Empowering Women for Leadership: Overcoming Barriers and Advancing Equality and Promoting Women's Financial Independence: Pathways to Sustainable Empowerment, Dr. Otive challenged participants to dismantle systemic limitations, embrace purpose-driven leadership, and unlock their full potential. A standout moment of the day was the 'Experience Sharing' segment led by Mrs. Enife Atobiloye, Partner at TRANSEARCH. Drawing from her expertise in executive search and leadership development, she inspired participants to build their capacity with strategy, emotional intelligence, and a commitment to authenticity. IWMI partners ECOWAS, Sierra Leone to boost regional water security
The International Water Management Institute (IWMI), a global research-for-development organisation focused on solving water challenges in developing countries, has announced two major partnerships aimed at enhancing water security, climate resilience, and policy innovation across West Africa and the Sahel. A five-year agreement was signed with the Economic Community of West African States (ECOWAS) Commission to strengthen the governance of transboundary water resources across member states. The partnership will support the co-development of digital tools for drought and flood forecasting, facilitate knowledge and data exchange through regional platforms, and promote biodiversity conservation and resilience within agrifood systems. IWMI also formalised a new collaboration with Sierra Leone's National Water Resources Management Agency (NWRMA), centred on research, innovation, and capacity building for sustainable water and land management. The agreement with NWRMA, also spanning five years, will support the development of early warning systems, knowledge-sharing platforms, inclusive governance structures, and climate-smart tools to bolster water security in the country. The memoranda of understanding (MoUs) were signed on 19 May 2025 in Accra, Ghana, and are seen as a significant step towards advancing regional cooperation on water and climate issues. 'These partnerships signal a shared regional commitment to science-driven, inclusive water governance. By aligning efforts, we can tackle climate risks, advance food and water security, and drive meaningful impact across the region,' said Olufunke Cofie, IWMI's Africa Director for Research Impact. Director of the ECOWAS Water Resources Management Centre, Kouassi Kouakou Alexis, also commended the collaboration, saying, 'It is great for us to have this kind of support from IWMI to do our best for the ECOWAS community. Let us continue to work together to have a concrete impact on our populations through water management in the region.' Similarly, the Director of Hydrological Services at NWRMA, Mohamed Sahr E. Juanah, remarked, 'Sierra Leone has many water challenges and when looking for partnerships to solve this problem, there is no better organisation than IWMI. This is just the start of a long journey, however, with unity and determination we believe we can achieve our goals.' The signing ceremony was attended by IWMI's management and members of its Board of Governors, alongside representatives from ECOWAS, NWRMA, and other regional stakeholders committed to enhancing climate resilience and sustainable water management. The partnerships align with IWMI's West and Central Africa Roadmap 2024–2030, which prioritises resilient agrifood systems, transboundary water governance, climate-risk mitigation, digital innovation, water infrastructure, circular economy principles, gender equality, social inclusion, and capacity building. These initiatives are expected to harness earth observation technologies, inclusive research, and regional cooperation to address urgent challenges such as water scarcity, climate variability, and rural poverty.
