The Green Enclave I, Barakahu project, a collaborative venture between the Federal Government Employees Housing Authority (FGEHA) and Green Tree, aimed at providing affordable housing for federal government employees, has reportedly come to a standstill.
According to the official spokesperson of FGEHA, the contractor attributed the project's stall to rising inflation and escalating construction costs. Launched in 2009 under a 'first-come, first-served' membership drive, Phase I of the project aimed to provide residential plots to federal employees.
Consent letters began issuing in April 2015, while computerised balloting held on February 26, 2021, allotted specific plot numbers to the successful applicants, he added.
Of a total of 3,282 plots, 3,268 have been allocated to government employees across five categories based on their service grades—from Category I (Grades 20-21) to Category V (Grades 1-10).
The project spans over 3,375 kanals of land and comprises five designated blocks: A, B, C, D, and E.
He added that the development work on this project began in December 2019 and progressed rapidly until the onset of the COVID-19 pandemic in 2020, which significantly disrupted construction activities nationwide. By 2022, work on Green Enclave-I had come to a complete halt.

Listen to article The World Bank's recalibration of global poverty lines has cast a harsh spotlight on Pakistan, estimating that 44.7% of the population, or over 107 million people, live below the lower-middle-income threshold of $4.20/day. Extreme poverty has surged to 16.5% under the revised $3/day line. While blind nationalists may deflect by blaming the worsening statistic on updated benchmarks and revised global calculations, the truth is that the numbers are actually an understatement. The 44.7% figure relies on outdated survey data from 2018-19, before the catastrophic impact of events such as the Covid-19 pandemic, record inflation and economic disarray for the past few years and the 2022 super-floods that submerged a third of the country and displaced millions. You need not be an economist to recognise that, in light of these events, the actual current poverty rate based on the World Bank's metrics is much higher. And even this outdated data tells a story that is relevant today. The restive province of Balochistan, for example, had a poverty rate of almost 70%. Pakistan has also been one of the world's worst performers in combating poverty. India managed to shrink its extreme poverty rate from over 16% in 2012-2013 to under 6% in 2022-2023, despite the increase in the nominal dollar value. Pakistan, on the other hand, saw at least 27 million more people falling under the poverty line. The first step to addressing the problem is getting more reliable data, so that the picture, no matter how brutal, is more accurate. The next step is transformative action, rather than theatrics and name-calling to divert blame for a national failure onto any one party. One of the best ways to address extreme poverty is by strengthening social services, including through cash transfers via BISP, and bolstering human capital via investment in health, nutrition and education. Tax policy reforms are also critical because a social safety net is pointless if it is financed through indirect taxes that squeeze the working poor, rather than the millionaires and billionaires who don't pay their fair share.

ISLAMABAD: The federal government has earmarked over Rs.19 billion for various uplift schemes of Ministry of Federal Education and Professional Training (FE&PT) in Public Sector Development Programme (PSDP) 2025-2026. According to details, over Rs 18.280 billion have been allocated for ongoing development projects while Rs 300 million will be released for new schemes under PSDP. The development projects included scholarship programmes, school infrastructure, teacher training, and skill development. An amount of Rs 164 million has been earmarked for award of 1600 Scholarships to Indian Occupied Kashmir students under the Prime Minister's directives. The amount has also been approved by COWP. New unapproved development projects include Center of Excellence for Autism, H-11/4 Islamabad to be completed at an estimated cost of Rs 773.17 million with initial Rs 100 million proposed Model College for Boys (B-17, Islamabad) will be built with an estimated cost of Rs 775.176 million. Over Rs 100 million earmarked in the next PSDP for the proposed project. Similarly, Rs 100 million budget has been allocated for Islamabad Model College for Girls (F-17/2, Islamabad), costing Rs 779.176 million. Over Rs 900 million allocated for the provision of Basic Education Facilities under Federal Directorate of Education FDE (ICT) project. National Institute of Excellence in Teachers Education project will also receive planned allocation of Rs 300 million to execute the project. The government has also planned to enroll Out of School Children under OOSC Enrolment & Retention Program in ICT at a cost Rs. 975 million. The project was approved on 23.05.2024 with initial allocation of Rs 423.877 million. In addition, Rs 262 million will be released for the project under PSDP 2025-26. Inclusive & Responsive Education Program will also get Rs 290 million budget for the purpose. Over Rs 600 million will be provided for NAVTTC Skill Development Programme. Total cost of the project was Rs 4,700 million. Prime Minister's Youth Skill Development Programme will get Rs 4,300 million, Pakistan Education Endowment Fund Rs 1,000 million and Establishment of Danish Schools in ICTRs, 1,000 million respectively. ISLAMABAD: The government has earmarked a sum of Rs 12.9 billion for the Interior Division for the fiscal year 2025-26 under the Public Sector Development Programme (PSDP), against Rs 4.37 billion in fiscal year 2024-25. The budget document showed an increase of 195.195 percent in funds allocated for various attached departments of the Interior Ministry, including Federal Investigation Agency (FIA), Islamabad police, Immigration and Passport (I&P), Frontier Constabulary (FC), Pakistan Coast Guards and Pakistan Rangers, and Islamabad Capital Territory (ICT) Administration. According to budgetary documents released on Tuesday, the Interior Division would execute two new and 16 ongoing projects during the next financial year, 2025-26. Out of Rs 12.9 billion, Rs 2589.700 are allocated for the Digital Economy Enhancement Project (Component NADRA),Rs 3000 million for expansion of Safe City Islamabad, Rs 2000 million for Islamabad infrastructure development and Rs 2,000 million for Islamabad Development Package. The government has allocated 1180.961 million for the construction of Model Prison at H-15, Rs 424.079 million for operation management & maintenance of Metro Bus to New Islamabad International Airport (NIIA) and Rs 377.204million for the Integrated Border Management System (BMS Phase). As per the budget breakdown Rs 368.671 million has been allocated for construction of buildings for 13 Regional Passport Offices in Sindh province and Rs 200 million for the upgradation of the Biometric Identification System (BSI) for passport application, Immigration and Passport (I&P) directorate. The government has budgeted Rs 200 million for foreign national security and allied facilities and earmarked another 110 million for the construction of the Model Addiction Treatment & Rehabilitation Centre (MATRC). In the budget 2025-26, Rs 100 million for the national police hospital, Rs 100 has earmarked for National Forensics and Cyber Crime Agency (NFCA) and another Rs 100 has been allocated for construction of Three Sewage Treatment Plants and Related Sewerage System to treat wast water failing into Korang River lack and other areas of ICT.
