SAN JUAN, Puerto Rico — Officials in the northern Caribbean warned Thursday of heavy rains and dangerous swells as Tropical Storm Erin approached the region.
The storm is expected to remain over open waters and move north-northeast of islands including Antigua and Barbuda, the U.S. British and Virgin Islands and Puerto Rico, according to the National Hurricane Center in Miami.

A potential tropical storm in the Gulf of Mexico could form and make landfall in Texas or Mexico before Erin even threatens land. While one hurricane hunter flight on Thursday afternoon was en route to the middle of the Atlantic to investigate Erin, another zoomed through a cluster of thunderstorms in the western Gulf of Mexico. While the storm isn't yet strong or even organized into a tropical storm structure, forecasters at the National Hurricane Center believe there is at least a medium chance it could form into a named storm. If it did, it would be called Fernand, the sixth named storm of this year's Atlantic hurricane season. The most likely scenario, forecasters said, is that the storm becomes a tropical depression, which means it begins to create a structure similar to a tropical storm but its winds don't reach the 39 miles per hour that would qualify it as a tropical storm. Regardless of whether this cluster of rainstorms turns into a depression or even into Fernand, it is likely to bring heavy rainfall to portions of Texas. In early July, Barry formed into a tropical storm and quickly accelerated into the eastern coast of Mexico, making landfall the same day it formed. The same thing could happen on Friday as this cluster of storms moves toward Texas or Mexico. Although Barry wasn't strong and departed quickly, the influx of tropical moisture from the storm helped intensify the heavy rainfall that lead to devastating floods in Central Texas on July 4 that left more than 130 people dead. This storm isn't expected to bring that kind of rain, but it could cause some flooding in southeast Texas on Friday. 'Any further intensification of this system will increase the rainfall threat across Deep South Texas,' forecasters with the Weather Prediction Center said. The 'greatest vulnerability' for heavy rainfall, they said, is likely to be in the urban areas around Brownsville and McAllen.

Meteorologists warned of winds as strong as 60 mph. Officials warned of hail as large as 0.75 of an inch. A severe thunderstorm was located over Tolleson and was nearly stationary. This included the following highways: Interstate 10 between mile markers 128 and 144; Interstate 17 between mile markers 199 and 202; U.S. 60 between mile markers 150 and 160. The National Weather Service warned: "For your protection move to an interior room on the lowest floor of a building. Large hail, damaging wind, and continuous cloud to ground lightning are occurring with this storm. Move indoors immediately. Lightning is one of nature's leading killers. Remember, if you can hear thunder, you are close enough to be struck by lightning." Pouring rain came down in Phoenix on State Route 51 and Indian School Road about 8:40 p.m. while thunder and lightning were reported near Tatum Boulevard and Bell Road. Light rain was seen near Bethany Home Road and 16th Street in Phoenix just before 8:50 p.m. The following highways were also expected to see rain, the weather service said: Interstate 17 between mile markers 215 and 229. Loop 101 between mile markers 22 and 32. SR 51 between mile markers 14 and 15. The Brief The chances of development for a tropical wave in the Gulf has increased to 40% over the next two days. It could become a tropical depression before moving inland over northeastern Mexico or South Texas by late Friday. It could help increase rain chances for Houston. HOUSTON - The National Hurricane Center has increased the chances of development for a tropical wave – labeled Invest 98L – in the Gulf. While it is expected to have a minimal impact on the Houston area, it could help increase our rain chances. Medium chance of development By the numbers The National Hurricane Center now gives the area of low pressure located over the Bay of Campeche a medium 40% chance of development over the next 48 hours and a 40% chance over the next seven days. Timeline According to the National Hurricane Center, the low is expected to move west-northwest across the Gulf over the next day or so. It could become a tropical depression before moving inland over northeastern Mexico or South Texas by late Friday. Moving on land will end its chances for tropical development. Impacts Northeastern Mexico and South Texas could see heavy rainfall over the next few days. Will Houston be impacted? Local perspective At this point, the system is expected to remain weak and have minimal impacts on the Houston area. However, it could help to enhance our rain chances Friday and Saturday morning while giving us an increased risk for rip currents.
