
In west UP, Yogi recalls Kairana exodus, reasserts ‘batenge toh katenge pitch'
: Reasserting his 'batenge toh katenge' pitch in western Uttar Pradesh, chief minister Yogi Adityanath on Wednesday recalled the Hindu exodus from Kairana and Kandhla, an issue that had gained prominence in 2016 and played out in the 2017 Uttar Pradesh assembly polls which the BJP won, marking the beginning of Adityanath's innings as CM.
Yogi Adityanath made the remark during his address at the Sant Samagam and Satsang event at Shukteerth, Muzaffarnagar.
The Kairana and Kandhla migration controversy, often termed the 'Hindu exodus,' refers to claims of mass migration of Hindu families from these towns in Shamli district of western Uttar Pradesh between 2014 and 2016. The then BJP MP Hukum Singh had alleged in June 2016 that over 346 Hindu families fled Kairana, and later 63 from Kandhla, due to threats and extortion by Muslim criminals, notably Mukim Kala. A National Human Rights Commission (NHRC) report partially supported the claims, stating some families left due to fear. The controversy, amplified before the 2017 UP elections but was criticized as a BJP tactic to polarise voters.
Hukum Singh partially backtracked on his initial claims about the 'Hindu exodus' from Kairana and Kandhla in UP. Singh later clarified on June 14, 2016, that the migration was 'not communal' but due to law and order issues and threats by goons. He omitted the word 'Hindu' from the Kandhla list's title and acknowledged the issue was about crime, not religion, though he stood by the lists' core claims.
Seen as a call for unity and warning against social divisions, the phrase 'batenge toh katenge' (if we divide, we will be cut/destroyed) is a political slogan frequently used by Adityanath and other Bharatiya Janata Party leaders. It is often accompanied by the slogan 'Ek rahenge toh nek rahenge' (if we stay united, we will remain well/prosperous).'
Adityanath himself first used the slogan in August 2024 and subsequently in the Uttar Pradesh assembly bypolls and the Haryana and Maharashtra assembly polls.
Adityanath's remarks, seen as a counter to Akhilesh Yadav's PDA (Pichde, Dalit, Alpsankhyak) campaign, are expected to resonate in his future addresses too.
For his part, the chief minister, who was speaking at the 65th death anniversary of Sant Swami Gyan Bhikshuk Das Ji Maharaj and in memory of Satguru Samandas Ji Maharaj in Muzaffarnagar on Wednesday, said unity, inspired by the teachings of saints, is the antidote to such societal fractures.
'When the country was struggling under foreign invasions during the medieval period and its culture and religion were under attack, Satguru Ravidas Ji emerged as a divine light.'
Ravidas led by example, offering the nation spiritual guidance that still resonates today, he said.
'Guru Ravidas and Swami Bhikshuk Das have shown us the path of unity, which prevents incidents like Kairana and Kandhla,' Yogi Adityanath told a large gathering.
'This path ensures our security, progress, and strength in all circumstances.'
'He (Ravidas) raised awareness against social evils and blind practices, inspired faith in action over ritual, and kindled spiritual consciousness,' Adityanath said, and quoted Ravidas's famous saying, 'Mann changa to katoti mein Ganga' – If the mind is pure, divinity resides even in the smallest vessel.
Highlighting the BJP-led government's efforts, he noted the transformation of Sant Ravidas's birthplace in Seer Govardhan, Varanasi.
'Before 2014, it was accessible only by a single-lane road. We built a four-lane highway, a grand ashram, a magnificent statue, an 'Anna Kshetra,' and a park,' he said.
He credited PM Narendra Modi's vision, citing the Pradhan Mantri Garib Kalyan Anna Yojana, which provides free food grains to 81 crore people, as a realisation of Ravidas's dream of equality.
Describing Shukteerth as a sacred site where Shukdev narrated the first Shrimad Bhagavat 5,000 years ago, Adityanathi called Sanatan Dharma the only tradition with such an unbroken spiritual legacy. He announced infrastructure upgrades for the Samandas Ashram, including a ghat, widened roads, beautification, parking, and a satsang hall.
He praised Ravidas's guru, Sant Ramanand, for spreading the message: 'Jaat-paat poochhe nahi koi, Hari ko bhaje so Hari ka ho (No one asks about caste, those who worship Hari become one with Hari).'
The chief minister criticised past governments for neglecting Babasaheb Ambedkar's legacy, noting that PM Modi established the Panchteerths and declared November 26 as the Constitution Day.
Shukteerth, or Shukratal, in Muzaffarnagar draws pilgrims from across India.
Nestled along the banks of the Ganga River, the destination lies approximately 28 kilometres from Muzaffarnagar.
Those present at the event included Mahant Govardhan Das Maharaj, Swami Omanand Maharaj, Nirmal Das Maharaj, MP Chandan Chauhan, ministers Anil Kumar, Kapil Dev Agarwal, Somendra Tomar, former MP Sanjeev Balyan, and MLAs Rajpal Balyan, Vandana Verma, Mithilesh Pal, and Vikram Saini.

Maharashtra's Public Security Bill diluted but critics not convinced
MUMBAI: The special panel set up to deliberate on the controversial Maharashtra Special Public Security Bill, 2024, has decided to dilute some of the provisions – but is it enough? The decision to amend the objective of the bill and a few of its provisions was taken by a joint select committee after more than 12,300 objections were raised by civil society groups and social organisations to the draft legislation, which aims at curbing 'urban Naxal' activities. Giving the state sweeping powers to clamp down on Naxal or leftist activities, the bill has been opposed by civil society as repressive and anti-people. Its opponents claim it could be misused by the state to silence dissent and target entities critical of the government – activities that fall outside the purview of Naxalism. The 26-member committee, comprising legislators from across political parties, has amended the objective of the bill, to ensure that individuals cannot be prosecuted under the proposed act; only organisations can be booked under its provisions. The second change in the objective is in the nature of the activity that can fall under the purview of the proposed legislation – the panel has amended its definition from 'unlawful activities' to 'unlawful leftist or hardline activities'. Accordingly, the committee has amended the objective of the bill from 'to provide for more effective prevention of certain unlawful activities of individuals and organizations' to '…unlawful activities of leftist and hardline organisations'. 'The earlier draft was perceived to have allowed for arbitrary action against any individual who took a stand against the government or constitutional entities. Changing how the objective of the bill is phrased gives a general sense that the legislation intends to act against organisations involved in unlawful activities linked to Naxalism,' an official said. The panel has also clarified that retrospective action cannot be taken against any individual for any past association with an organisation banned under the new law, he added. The joint select committee decided on the changes after their fourth meeting on Thursday. A revised draft is expected to be tabled during the monsoon session of the state legislature, beginning on June 30. The committee has also made changes in the advisory board, which would approve the action and investigation against entities being prosecuted under the new law. While the original draft bill provided for a senior law officer to head the board, it is now made mandatory to have a retired high court judge heading the board. The panel has also changed the rank of the officer who would investigate cases under the proposed law – from a police sub-inspector to a police officer of the rank of assistant superintendent of police. Significantly, though, the committee has not withdrawn the word 'urban Naxal' from the objectives of the bill. State BJP chief and revenue minister Chandrashekhar Bawankule, who heads the committee, said, 'Similar bills enacted by states such as Andhra Pradesh and Telangana have shown good results. It will be an effective deterrent to attracting youth to Naxalism by poisoning their minds.' Nationalist Congress Party (SP) legislator and member of the joint select committee, Jitendra Awhad said, 'Initially we had opposed the act as it appeared to be anti-people, but now it has been diluted. The new provisions are against actual Naxal and Maoist activities.' Shashikant Shinde of the NCP-SP said, 'A presentation was made by the JSC chairman to show why it was necessary to bring in an additional law. We were assured that the words 'left wing extremist and hardliners' in the draft relates only to unlawful activities by organisations linked to Naxalism, and not individuals. We have also demanded that organisations who had submitted their objections be invited for a hearing. We have not yet given the go-ahead to the new draft.' The bill, tabled in July last year after the Lok Sabha elections, was sent to the joint select committee in December. The revised draft is expected to be finalised at the committee's final meeting on June 25. Civil society organisations are not impressed with the changes. They say there is still a lot left to interpretation and the potential for misuse remains unchanged. Ulka Mahajan, state convenor of the Bharat Jodo Andolan, said they will continue to oppose the bill. 'We suspect the bill intends to suppress the voice of the people opposing the government. If they say it will act against leftist and hardline organisations, it means it will be used against opposition parties. Who is to stop the government from linking the Bharat Jodo with frontal organisations of Naxals? And what about their own right-wing organisations? We will hold a protest on the first day of the monsoon session of the legislature.'

In the aftermath, 40 people were arrested in connection with the violence across seven FIRs. 'None of those who have indulged in violence will be spared," officials said. Adding to the tension, police reported the discovery of gunpowder in the Budge Budge area late Tuesday night, leading to the arrest of five more individuals. Develop Mathura, Kanpur as model cities: Adityanath
Chief minister Yogi Adityanath on Thursday said infrastructure facilities should be developed in Mathura-Vrindavan, preserving the cultural and religious integrity of the area while generating employment opportunities. He was reviewing the 'Vision 2030' plans prepared for the development of Mathura-Vrindavan and Kanpur in a meeting with officers of state government departments. Mathura and Kanpur administration officers joined the meeting through video conference. The chief minister emphasised that Mathura's cultural significance and Kanpur's industrial prominence should be integrated to develop both as model cities with active participation of public representatives, entrepreneurs, youths and citizens. 'The comprehensive development of Mathura and Kanpur would be a step toward realising the 'Viksit Bharat 2047' vision,' he said. In the last 50 years, the Mathura-Vrindavan region has suffered due to the unplanned development and deterioration of the heritage, the chief minister observed. Officers informed the CM 195 projects worth ₹30,080 crore have been proposed for the development of Mathura-Vrindavan. The chief minister directed that access roads, drinking water, sanitation, and rest areas at religious sites be developed without compromising their sanctity. He called the planned digital museum, convention centre and the Green Path in Vrindavan a long-term investment. The chief minister instructed the officers that a statue of Swami Haridas should be installed at the under-construction Swami Haridas auditorium. Additionally, he directed that a Krishna Lok Park should be developed within the Jawahar Bagh premises on the public-private partnership (PPP) model, along with the comprehensive development of the facade on the Vrindavan Parikrama Marg. The remaining land in Jawahar Bagh should be developed into a city forest, he said. The chief minister also directed that approach roads and campus development work leading to the temples of Radharani's Ashtasakhis should be completed on priority. Reviewing the eco-restoration of 36 forests in Braj region, the CM called for planting and conservation of the Krishna-era flora. The clean and uninterrupted flow of the Yamuna must become a people's movement, requiring collective resolve, he said. Officials presented 61 projects worth over ₹37,000 crore for development of Kanpur under Vision 2030. The CM was briefed on plans like New Kanpur City, Knowledge City, Medicity, Atal Nagar (land pooling model), EV Park, Aerocity, and Mega MSME Cluster—all aimed at boosting Kanpur's socio-economic development. New Kanpur City will be developed over 153 hectares at a cost of ₹1,169 crore and will include 2,000 residential plots and various commercial zones for a population of 35,000. Among the 29 infrastructure projects proposed are outer ring road, Trans-Ganga Bridge, RRTS, metro expansion, integrated bus terminal, road junction improvements, and deployment of electric buses. Under ITMS, an intelligent signalling system and CCTV network will be installed at 102 major intersections to modernise traffic control. The CM ordered the relocation of the central city bus stand to the outskirts and creation of multiple bus stations if needed, along with new city bus stands, a convention centre and an urban haat. The CM directed that all city parks be developed as theme-based parks in collaboration with NGOs or voluntary organisations. He emphasised the need to bring all district and divisional-level government offices under one roof in Mathura and Kanpur.
