However, O'Leary said it could rise to motivate staff and curb the 'scourge' of excess baggage.
He told RTE's Morning Ireland: 'We're flying largely full flights, about half the passengers can bring two bags and the other half can only bring one — because that's all that fits in the plane.
'We're already struggling with that amount of baggage.'
The firm currently includes a small carry-on bag — capped at a size of 40x20x25cm and weight of 10kg – with every ticket.
Passengers are charged a fee of up to £65 for bringing luggage that is larger than they paid for while booking their journey.
Mr O'Leary said: 'We are happy to incentivise our (staff) with a share of those excess baggage fees, which we think will decline over the coming year or two.'
European lawmakers want easier baggage rules, but Mr O'Leary dismissed the idea, saying that cabin space is already limited.
Ryanair recently reported a quarterly net profit of £710million. more than doubling last year's figures, as fares surged 21 per cent.
However, passenger growth remains hampered by delays in aircraft deliveries.

BP'S NEW BOSS
BP has officially appointed a successor to outgoing chairman Helge Lund.
Albert Manifold, former CEO of building materials firm CRH, will take the reins on October 1.
Dame Andrea Blanc, who led the successor search, said he was the 'ideal candidate to oversee BP's next chapter.'
Shares rose by 1 per cent after the news yesterday. Outgoing boss Mr Lund left after backlash over a failed green energy pivot.
INFLATION HITS SAVERS
MILLIONS of Brits are losing money as £660billion in savings sits in accounts that do not keep up with inflation.
Over 67million accounts pay 3.5 per cent or less, while inflation rose to 3.6 per cent in June, says savings app Spring.
Derek Sprawling, from the firm, said: 'As inflation continues to climb, the real value of people's savings is being steadily eroded. It's time to review where money is held.'
Accounts including Cahoot's Sunny Day Saver and Chase's Saver currently offer rates of up to five per cent.

BP-chartered tanker leaves port of sanctioned-Nayara Energy without loading oil, sources say

SINGAPORE/NEW DELHI, July 22 (Reuters) - Oil tanker Talara, chartered by energy major BP (BP.L), opens new tab, has left the Vadinar port of newly-sanctioned Indian refiner Nayara Energy without loading diesel as planned, according to five industry sources and shipping data on LSEG. The vessel was supposed to load 60,000 metric tons (447,000 barrels) of ultra low sulphur diesel on July 21 with the cargo bound for Africa, LSEG data showed. Nayara, partly-owned by Russia's largest oil producer Rosneft ( opens new tab, and BP did not immediately respond to requests for comment. The sources declined to be named as they were not authorised to speak to the media. The change in loading plan suggests that European Union sanctions imposed on Nayara on Friday are disrupting refined products exports from the Russia-backed refiner, one of the two private fuel exporters in India. The vessel, Talara, did not load the cargo after the EU imposed the sanctions, one of the sources said. The EU sanctions package against Russia over its war in Ukraine was aimed at dealing further blows to Russia's oil and energy industry. BP has since released the ship, making it available for charter within India or Middle East region, two of the sources said. Nayara said in a statement on Monday it condemned the EU's "unjust and unilateral" decision to impose sanctions on the company, while India said on Friday it did not support the EU's "unilateral sanctions".

Mandelson's plea to Blair for a fresh chance

According to papers released by the National Archives in Kew, west London, Mr Mandelson (as he then was) even enlisted the help of former BBC director general Lord Birt in his campaign to secure another top job. His efforts were rewarded when Mr Blair appointed him to the plum post of Britain's commissioner on the European Commission in Brussels with responsibility for trade. Mr Mandelson was forced to quit as Northern Ireland secretary in January 2001 following claims he had helped the controversial Indian businessman Srichand Hinduja secure a UK passport in return for sponsoring the Millennium Dome. Although an official inquiry cleared him of any impropriety, Mr Blair was reluctant to bring his old friend back into the fold after he had already resigned once before in a scandal over an undeclared home loan from fellow Labour minister Geoffrey Robinson. In April 2003, however, Lord Birt – who was serving as a senior policy adviser in No 10 – wrote to the prime minister urging him to think again. 'I gather from Peter that you still talk to him regularly – but, as a safeguard, you may like to know what he reports to me about his current state of mind,' he wrote. 'He feels this spring/summer may be the moment of decision for him. He's approaching 50 – and he is sorely conscious that time is passing and he has yet to fulfil his promise. 'As you know, Peter's deepest wish is to return to government. He stresses that he has already proved to be a capable minister, and that he would be a strong ally for you in cabinet. 'If you judge a return to government is not possible, then he would like you to consider appointing him as EC Commissioner. 'One way or another, he says he wants to settle his future this year, even if it means a career outside politics.' Just four months later, it was announced that he was to be the UK's next European commissioner. He was subsequently awarded a life peerage in 2008 and is currently the British Ambassador to the United States.
