Speed limit of 20mph 'reduced crashes and deaths'
Across all 157 schemes on borough roads, there was a 34% decrease in fatal or serious casualties - although other safety features in the control group indicated it would have fallen by 15% anyway.
Walking and cycling commissioner Will Norman said the new analysis was "compelling" and "shows clearly that lowering speeds is saving lives."
But Callum McGoldrick, from the TaxPayers' Alliance, said blanket 20mph zones "risk punishing responsible drivers without delivering clear value for money."
The 20mph speed limit schemes were implemented between 1989 and 2013.
The aim of the report, which analyses their introduction over the 24 years, was to better understand their impact over a longer time period, TfL said.
The report, the first of its scale in London, TfL added, also examined the three-year periods surrounding the implementation of each 20mph scheme.
In London, 5% of roads are operated by TfL with the rest managed by London's 32 boroughs and the City of London.
The 20mph speed limit was introduced across the central London Congestion Charging zone in March 2020 although more than half of boroughs now implement the same policy, TfL said.
Last year, the Licensed Taxi Drivers' Association branded the widening of 20mph zones "devastating" to black cab drivers.
The authors of the latest report recognised the implementation of 20mph schemes "was not the sole cause of improved road safety in this time".
The analysis also found:
A 35% reduction of all collisions - from 2,560 to 1,715 however the control group showed a drop of 12% would have occurred anyway
Deaths fell from 15 to nine
The number of children killed dropped from four to one
No change was observed in motorcycle-related fatalities
BBC London's Transport Correspondent Tom Edwards said the context and bigger picture here was London would be getting more 20mph speed limits.
"Already about half of London's roads are 20mph and City Hall are preparing the ground for more on the basis that it saves lives.
"That fits with the mayor's Vision Zero policy to get road casualties to zero."
He added that while there is a lot of support for 20mph limits, particularly in residential areas, those against them think they reduce productivity and are inconvenient - and the issue has become political elsewhere.

Mr McGoldrick, from the TaxPayers' Alliance, representents these concerns.
"Slowing down traffic across entire areas can clog up roads, delay journeys and hit productivity, especially for tradespeople and small businesses," he said.
"Rather than heavy-handed restrictions, councils and TfL should focus on targeted measures at accident blackspots, not treating every motorist like a menace."
But Mr Norman said slower speeds "not only protect the most vulnerable, they also help create safer, more welcoming streets, and are a vital part of building a safer London for everyone".
"Every death or serious injury on our roads is one too many.
"The mayor and I are proud that London is leading the way with bold, evidence-led action to reduce danger on our roads, and we will continue working to eliminate death and serious injury on the transport network as part of our vision zero goal."

Portland City Council to review Vision Zero effect
PORTLAND, Ore. (KOIN) — In 2016, the Portland City Council adopted Vision Zero, a plan to stop traffic deaths completely by 2030. Clearly, that's not working, as two more pedestrians were killed in crashes this past weekend in separate parts of the city. Harkey, who spoke to , North Carolina, said he saw a sharp incline in traffic-related deaths in recent years. 'If we can get everybody on the same page and moving in the same direction, I think people will take notice and we will start to see changes in policy and practice that will make a difference,' Harkey said. Gina Hicks, who lives near SE 122nd and Ash, said she's not surprised at the fatalities in the area. 'Being in a wheelchair, unless they're looking, they can't see me.' 'We got the intersection behind me and that walk signal takes a long time to change. And so people tend to just walk out in and take their chances,' she said. 'The traffic is really heavy through here.' In the meantime, Gina Hicks said something needs to be done. Many Countries – Including Canada –Top U.S. In Road Safety, Study Says
The United States is an outlier when it comes to keeping people safe on the roads. Among 29 high-income countries, it has the highest per person crash fatality rate — more than twice the average of the other 28. Canada, which ranks 14th among the 28 countries, has stronger road safety policies overall than the U.S., where deaths in traffic crashes have been generally inching up since 2011 after a long period of decline, while in Canada they have continued to fall. Those are the highlights of new research released on Thursday by the Insurance Institute for Highway Safety(IIHS), a nonprofit financed by the insurance industry. 'The U.S. could learn a lot from our northern neighbor,' David Harkey, president of the Insurance Institute, said in a statement. 'Our countries are culturally very similar, so there is reason to believe that many policies that work there could help the U.S. get back on the right track when it comes to road safety.' Traffic deaths rose 33% between 2011 and 2021 nationwide, and in Canada, deaths declined 18% over a similar period. Stronger distracted driving and seat belt laws, as well as more widespread use of speed safety cameras are among the policies that have helped Canada save lives and reduce serious injuries. The study, 'A comparison of recent crash fatality trends in Canada and the United States: Why do they differ?,' conducted by the Insurance Institute and Canada's Traffic Injury Research Foundation (TIRF), explored fatality trends and differences in policies between the two countries. Many other countries have been more proactive with their safety policies in recent decades, particularly when it comes to factors like speed and alcohol, including Canada, whose per person fatality rate is less than half that of the U.S. Embracing the Vision Zero or Safe System approach to road safety and design, according to the researchers, is considered a major factor for the progress. The initiative takes human error into account and was first put into effect in Sweden in the 1990s. The goal is to eliminate all road deaths and serious injuries by creating multiple layers of protection, so if one fails, the others will create a safety net to lessen the impact of a crash. Improvements are designed to result in: safer people, safer roads, safer vehicles, safer speeds and better post-crash care. Canada's advances occurred even though its population, number of licensed drivers and miles driven all increased at a greater pace than in the U.S. during this time period, according to the report. Interestingly, crash types that were linked with the biggest fatality increases in the U.S. were the same types that went down by large percentages in Canada. Both pedestrian and cyclist fatalities rose 64% in the U.S., but fell 17% in Canada, for example, and deaths involving large trucks increased 54% in the U.S. and decreased 24% in Canada. Crash deaths involving young drivers fell by slightly more than 50% in Canada, but increased by 17% in the U.S. And deaths involving alcohol impairment and speed rose in the U.S. and went down in Canada. Many U.S. states have strong laws on seat belts and distracted driving and laws allowing speed safety cameras, but in Canada, laws in those areas were more widespread, covering a larger share of the country's population than in the U.S. during the study period, researchers said. Differences in laws around impaired driving were among the factors not included in the analysis, but may have also contributed to the diverging trends. For example, in most U.S. states, there are no penalties for most drivers if they are stopped with a blood alcohol concentration (BAC) between 0.05% and 0.08%. In contrast, the study noted, 'all Canadian provinces except Quebec impose administrative penalties at low-BACs. In addition, Canadian police can demand a roadside breath test from any driver without suspicion of impairment as is required in the U.S.' Refusing a test, the report noted, is a criminal offense in Canada. Richmond wants you to know where people are speeding most
Richmond is giving the public access to its speed data dashboard. Why it matters: The city uses it to direct traffic engineers and planners where to focus their attention, and now they want drivers to use it to make safer choices. The big picture: It's part of the city's years-long effort to make Richmond streets safer through its Vision Zero plan. Richmond has ramped up its safer street efforts in recent years in response to surging pedestrian deaths by adding school zone speed cameras and traffic calming measures, like back-in angle parking. The dashboard has existed for about a year, and Mayor Danny Avula decided to make it public as part of his administration's "commitment to transparency." How it works: The data is compiled from locals' cell phone and car GPS systems, per a news release last week. It'll tell you where people are speeding in the city and how fast they're going. Take Semmes Avenue in South Richmond, where the posted speed limit is 30 mph. Per the dashboard, 85% of drivers there are going 31 mph or less. It's a different story over on the Fan's busy West Main Street, where the speed limit is 25 mph. Only 50% are hitting 26 mph or less. The intrigue: The dashboard doesn't just show speeders. If you click around, you can find the places in town where drivers are crawling through the city. Take West Grace Street in the Fan, which, like Main, is pedestrian-heavy, but unlike Main, has narrower streets and more traffic-calming measures, like four-way stops. There, the posted speed limit is also 25 mph, but 95% of drivers are clocking in at 18 mph or under. 50% are going 13 mph or under. Fun fact: 13 mph is just one tick higher than a " gentle breeze," per the National Weather Service. Caveat: The dashboard shows the most recent two-month view available and will be updated monthly with new data from the vendor, city spokesperson Paige Hairston tells Axios. What they're saying: "The noteworthy observation is the strong overlap between the High Injury Network and the streets with high speeds. People driving in Richmond need to slow down," she adds.
