Egypt urged to establish real estate regulatory authority to boost market transparency, attract FDI
Egypt - Mohamed Fouad, real estate expert and member of the British Egyptian Business Association (BEBA), has urged the urgent establishment of an independent Real Estate Regulatory Authority (RERA) in Egypt. He emphasized that such a body, modeled on successful international experiences in countries like the UAE and India, is crucial for creating a structured and transparent legal framework for real estate transactions. Fouad explained that RERA plays a central regulatory and legislative role in mature markets. It safeguards the interests of buyers, investors, and developers by issuing licenses, enforcing compliance, ensuring transparency, and overseeing project implementation according to approved timelines and budgets. 'In markets witnessing rapid urban expansion and increasing investment flows—such as Egypt—an independent regulatory authority is no longer optional; it's a strategic necessity,' Fouad stated. He highlighted that the absence of a unified regulatory entity in Egypt has led to overlapping roles between institutions, resulting in delivery delays, contractual disputes, and inconsistent enforcement. A RERA-style authority, he said, would bring order to the sector by clearly defining the roles and responsibilities of key stakeholders: the government, developers, and buyers. Such a body would also bolster investor confidence, both local and international, by ensuring accountability and reducing risks. Regulatory oversight would include developer classification based on financial and technical criteria, stricter controls on marketing and advertising, and protection of buyers from fraudulent or stalled projects. Fouad cited Dubai's RERA as a global benchmark, noting how it has transformed the city into a trusted international hub for real estate investment. He also pointed to India's experience, where the implementation of RERA reduced legal disputes by over 60% in its early years. Without an independent authority, Fouad warned, the Egyptian real estate market remains exposed to mismanagement, undermining its attractiveness to foreign investors—particularly Egyptians living abroad who demand a clear, reliable legal framework. He proposed that the new Egyptian RERA be established under the Prime Minister's office or the Ministry of Housing, in cooperation with the Central Bank of Egypt and the Financial Regulatory Authority. It should have wide-ranging legal and supervisory powers, including dedicated departments for licensing, compliance, evaluation, and dispute resolution. Fouad also stressed the importance of launching a unified digital platform to centralize information on licensed real estate projects. This platform would provide real-time updates on implementation status, developer credentials, licensing and contract details, and facilitate electronic applications and transactions—supporting Egypt's broader digital transformation strategy. In conclusion, Fouad reiterated that the creation of a Real Estate Regulatory Authority in Egypt is a national imperative. It is key to achieving transparency, safeguarding stakeholders' rights, and turning the Egyptian real estate market into a sustainable, globally competitive investment destination capable of attracting foreign currency and exporting real estate. © 2024 Daily News Egypt. Dubai property ownership from Dh2,000: More tokenised units soon as first ones sold out
Developers across Dubai can now list their properties for tokenisation on Prypco Mint — the MENA region's first real estate tokenisation platform launched in collaboration with the Dubai Land Department (DLD) and other regulatory bodies, according to Amira Sajwani, founder and CEO of Prypco. 'Properties from all developers are welcome. As long as a unit offers strong value to our investors, we're happy to list it,' Sajwani told Khaleej Times in an interview. The platform's first listed property — a two-bedroom apartment in Damac Prive Tower in Business Bay — was fully funded within a day. It drew 224 investors from over 40 nationalities, with the average investment being Dh10,714. Prypco Mint enables fractional ownership of premium Dubai real estate through blockchain-based tokens, with investments starting as low as Dh2,000. Prypco Mint is a joint initiative by Prypco and the Dubai Land Department, licensed by the Virtual Assets Regulatory Authority (Vara), and backed by Zand Bank as its strategic banking partner. Following the platform's strong debut, multiple developers — including those outside Damac — have shown interest in listing their properties. 'We're open to properties from any developer, as long as the unit provides solid value. Since we're in the pilot phase, we need to take measured steps to ensure everything works smoothly,' Sajwani said. The Dubai Land Department also issued the world's first Property Token Ownership Certificate on Thursday, marking the official sale of the inaugural tokenised real estate asset on Prypco Mint. Interest in the platform remains high, with over 6,000 people on the waitlist. Below market value to attract investors Amira revealed that the first listed unit was priced below market value to encourage participation and test investor appetite. 'The market price was around Dh3 million, but we offered it for Dh2.4 million. It gave investors immediate upside and strong rental yield, making it an attractive starting point,' she explained. She added that tokenised real estate appeals to many investors who prefer to start small — sometimes with as little as Dh2,000 — without taking on debt. Participation is currently limited to UAE residents, but the platform plans to open up to international investors in the future. Indian investors lead the way 'We launched the project to test the waters, and the response was phenomenal. On launch day, our website received 3.6 million visits. We had overwhelming traffic, and people continue to ask when the next property will be listed,' Sajwani noted. Investors ranged widely in profile, contributing anywhere from Dh2,000 to Dh250,000 toward the Dh2.4 million property. Indian residents topped the list of investors, followed by UAE nationals. Competitive returns Sajwani, who also serves as managing director of Damac Properties and COO of Amali Properties, emphasised that returns on tokenised investments are on par with traditional real estate purchases. 'Rental yields in Dubai typically range from 5 to 7 percent, depending on location and the potential for capital appreciation. It's the same with tokenised properties—you're just investing alongside other individuals,' she explained. When asked about introducing off-plan projects to the platform, Sajwani declined to comment, noting that such decisions are subject to government approval.

Mena clubs back Ben Sulayem for second term as FIA president
National motor sport and mobility authorities from across the Mena region have delivered another huge vote of confidence in Mohammed Ben Sulayem's leadership of the Fédération Internationale de l'Automobile (FIA), and urged him to seek re-election as president. The 29 FIA member clubs have written to Ben Sulayem saying that his tenure 'has brought vital reforms across mobility and motorsport, marked by enhanced transparency, governance, sustainability, and inclusivity'. Backing him for a second term in office, they expressed confidence that this will 'further strengthen and modernise the organisation for the benefit of all its members and stakeholders'. In a letter of support to Ben Sulayem, the clubs say: 'Your vision has helped bridge gaps, inspire unity, and empower regions like ours to contribute more meaningfully to the global FIA mission. 'We now feel equal as members of the FIA regardless of our size or location. We are proud to stand behind a leader from our region who has shown integrity, innovation, and courage in driving positive change on the world stage.' Among the senior regional officials to sign the letter were Mena FIA Vice-President Mobility, Essa Hamza Al Failakawi from Kuwait, and FIA Vice-President for Sport – Mena, Abdulla bin Issa Al Khalifa from Bahrain. The clubs told Ben Sulayem: 'The modernisation of our institution and the strong emphasis you have placed on member engagement and regional development have greatly benefited our clubs and the communities we serve.' FIA President Ben Sulayem has responded by saying: 'I am deeply grateful for the trust and encouragement shown by the 29 Sport and Mobility Member Clubs from across the Mena region. 'This support holds special meaning for me, given my close connection to the region. I've seen firsthand the exceptional talent, commitment, and ambition that define the Mena community, and it is a true honour to have this backing. 'The work being done by clubs in both sport and mobility across the region reflects the core values of the FIA — from grassroots initiatives like the Mena Karting Cup to ongoing efforts in road safety and sustainable mobility. 'Together, we will continue to shape a stronger, more dynamic FIA — one that truly represents the strength, diversity, and potential of every region we serve.' The overwhelming support for Ben Sulayem from his home region quickly follows another powerful endorsement of his achievements as president delivered in a letter of support from 36 FIA member clubs across the Americas.
