JSO: 2 Duval County school safety officers arrested in January

Jacksonville Sheriff's Office jail records reveal two Duval County Public Schools school safety officers were arrested in January: George Haake III and Cesar Parrales.
Haake was arrested on Jan. 1. on charges of domestic battery and resisting an officer without violence.

According to the arrest report, officers responded to a home for a wellness check. The wellness check was for Haake's wife.
The victim told police that Haake turned off her and their children's phones and hid their passports so they couldn't leave for vacation. Haake then allegedly told the victim he would call in a kidnapping if she took the kids on vacation.
According to the arrest report, officers said Haake was 'clearly intoxicated, and being uncooperative.' Officers witnessed Haake lock the victim out of the house and push her out of a window when she tried to get back inside the residence.

Police said Haake also tried to close the window on the officer talking to him. The suspect eventually exited the house after 'repeatedly refusing to follow officers' lawful orders.'
According to the arrest report, Haake is a former JSO employee.
Parrales was arrested on Jan. 12. on charges of driving under the influence, improper change of a lane, and following too closely.
According to the arrest report, on Jan. 11, an officer performed a traffic stop on Mayport Road after a car did an improper lane change and almost hit the front of the officer's patrol car.

The officer had been following the car and noted that the driver 'was unable to maintain a lane.' The driver tailgated another car and slowed down several times.
The driver, later identified as Parrales, had 'bloodshot' and 'glassy and watery' eyes, according to the arrest report. His speech was also slurred. In the report, an officer was 'able to smell the odor of alcohol coming from the vehicle.'
After being arrested and placed into the patrol car, officers found Parrales passed out in the back minutes later.
According to the Duval County Public Schools staff page, Haake is on temporary reassignment and Parrales is still assigned at a school.

$1B plan to renovate troubled Rice Street Jail approved by Fulton County commissioners

Fulton County Board of Commissioners approved a proposal Wednesday to revitalize the troubled Rice Street Jail and create an additional center for special inmate populations. The proposal was approved 4-1-1. As Channel 2 Action News reported Monday, the proposal to renovate the existing jail and build a new special purpose facility will cost over $1 billion. The proposal was championed by Board Chairman Robb Pitts. [DOWNLOAD: Free WSB-TV News app for alerts as news breaks] The new Special Purpose Building is designed to serve vulnerable populations and offset the future need for outsourcing of inmates to out-of-county jail facilities, according to the proposal. The vote comes amid concerns about the crumbling facility. A report by the Department of Justice last year said the condition of the jail violates the civil rights of the people incarcerated within. The Fulton County Sheriff's Office agreed with the DOJ to a 'court-enforceable' consent order in January. As Channel 2 reported, an investigation into civil rights violations at the Rice Street Jail began in July 2023, in the wake of inmate LaShawn Thompson's death due to 'severe neglect' and an infestation of bed bugs in his cell, as well as multiple other incidents at the facility. A Jacksonville woman who disappeared Monday was found alive in the woods Wednesday after a massive rescue effort by police and firefighters. Kayla Bailey was last seen early Monday morning by one of her daughters as she left her home on Maxville Boulevard, her family told Action News Jax. Authorities said she could be in danger, sparking a search that covered the community and nearby wooded areas. >>> STREAM ACTION NEWS JAX LIVE <<< The Sky Action News Jax drone took video of the dense forest where Bailey was found. First responders described the discovery as a relief after she had gone two days without food, water, or shelter. 'She was found in a wooded area just off a trail,' Jacksonville Sheriff's Office Sgt. Michael Monts said. 'She was laying on the ground. She was alive and well when rescuers walked up on her.' RELATED: Missing mom of 5 found alive, Jacksonville police say Jacksonville Fire and Rescue Department search teams spotted Bailey's feet from UTVs before reaching her. 'Search teams went out on UTVs … They were able to see her feet in the woods … and went and found her,' JFRD Chief Gary Kuehner said. Authorities mapped out the extensive search, which included officers on horseback, on foot, and by boat.
