SST expansion postponed, says ministry
PETALING JAYA: The expansion of the Sales and Service Tax, originally planned for May 2025 as announced in Budget 2025, will be implemented at a later date, says a Finance Ministry spokesperson.
The spokesperson said the ministry has completed its nationwide engagements with various industries to finalise the scope of the expansion and the applicable tax rates.
"The guidelines and scope are now being refined to ensure a smooth implementation," the spokesperson told The Star.
When tabling Budget 2025 last year, Prime Minister Datuk Seri Anwar Ibrahim announced that basic food items would remain exempt from the Sales and Service Tax.
However, premium products such as salmon and avocados were set to be included in the expanded tax regime.
Budget 2025 also revealed the expansion of service tax from the current 6% to 8%, covering new taxable services, including business-to-business commercial transactions.
The sales tax, currently imposed at 5% or 10% depending on the goods, was to be broadened, with essential items continuing to enjoy a 0% rate.
The government had projected to raise an additional RM1.3bil from sales tax on imported goods, RM0.9bil from sales tax on local goods and RM2.8bil from expanded service tax collections, based on the 2025 revenue estimates.

She said many startups do not realise they may be non-compliant when they build fintech applications, only to later run into trouble when questioned by authorities. With the MyXaaS Innovation Platform, she said these concerns can be easily mitigated through their attested infrastructure, which is PCI DSS compliant, RMiT compliant, ISO 27001 certified and Tier III Design certified by Uptime Institute. In addition, the platform provides dedicated support teams to assist startups navigate regulatory requirements, ensuring compliance with industry standards and enabling them to operate with confidence. 'We guide startups to build licensed e-wallets with card issuance, electronic Know-Your-Customer (eKYC) and DuitNow services, while also enabling them to accept major payments (methods) like DuitNow, Mastercard, Visa and Alipay with competitive merchant discount rates. 'This will enable startups to focus on their core business model and scale,' she said. Loh added that startups will be provided with co-working spaces, meeting rooms, gym and prayer rooms as well as free-flow food and drinks at the MyXaaS Innovation Centre here. She added that free shuttle services would also be provided from the Cyberjaya MRT station to the Innovation Centre and back multiple times a day. Kota Kinabalu: The expanded Sales and Services Tax (SST) set to be implemented in July, introduction of a targeted subsidy mechanism for RON95 petrol and the federal government's plan to implement a carbon tax by 2026, are reasons enough for the federal government to immediately implement Sabah's constitutional right to a 40pc net revenue return, without further excuses or delays. Star Tg Aru Division chief Hiew Choon Yu said according to the latest projection by the Inland Revenue Board (IRB), Sabah's tax revenue is expected to reach RM6.2 billion in 2025—a historic high that clearly demonstrates Sabah's major contribution to the national economy and tax system. Advertisement Hiew said the people of Sabah have long endured the underdeveloped infrastructure, lack of educational resources, and insufficient healthcare facilities, a reality of imbalanced development. 'Meanwhile, the taxes collected from Sabah by the federal government each year are grossly disproportionate to the allocations returned to the state. 'Under Articles 112C and 112D of the Federal Constitution, Sabah is entitled to 40pc of net federal revenue collected from the state. However, this constitutional guarantee has never been truly enforced since 1969,' he said. He added that since 1974, Sabah's 40pc net tax revenue return has never been comprehensively reviewed or reassessed. Despite repeated government promises to review it, there has been no concrete progress. Advertisement 'In 2022, the Ministry of Finance even admitted the matter required 'further study,' deeply disappointing the people,' he said in a statement.
