Feds charge 5 in Louisiana, including current and ex-police chiefs, over alleged visa fraud scheme
The forged police reports would indicate that the immigrant was a victim of a crime, U.S. Attorney Alexander C. Van Hook said at a news conference.
'We've brought these allegations against who we allege are corrupt officials, and we are not alleging that these are corrupt police departments,' Van Hook said, who said a total of five people have been arrested as part of the investigation, including the current or former police chiefs.
Some crime victims, and their families, may be eligible for temporary visas – and, in some cases, a path to citizenship. About 10,000 people got these 'U-visas' in the 12-month period ended Sept. 30, 2022, the latest period for which the Homeland Security Department has published data.
These special visas are specifically for victims of certain crimes 'who have suffered mental or physical abuse' and are 'helpful to law enforcement or government officials in the investigation or prosecution of criminal activity,' based on a description of the program published by the U.S. Citizenship and Immigration Services.
Lester Duhé, a spokesperson for the Louisiana attorney general's office, said that office was assisting federal agents with 'court-authorized activities' when asked about its role in the case.
The current or former police chiefs are from small municipalities, that are near each other, in central Louisiana, which has multiple U.S. Immigration and Customs Enforcement detention facilities. Although Louisiana does not share a border with a foreign country, there are nine ICE detention facilities in the state — holding nearly 7,000 people.
At least two of the police chiefs were taken into custody at a police chief conference in Baton Rouge, WBRZ-TV reported.
Local news outlets reported seeing ICE and FBI agents entering the homes of two of the chiefs.
Additional details about the investigation, arrests and the alleged scheme were not made available.
In 2021, the U.S. Citizenship and Immigration Services warned that the U-visa program was susceptible to fraud after an audit from the Office of Inspector General found they had not addressed deficiencies in their process.
The audit found the agency approved a handful of suspicious law enforcement signatures that were not cross-referenced with a database of authorized signatures, according to the OIG report. They were also not closely tracking fraud case outcomes, the total number of U-visas granted per year, and were not effectively managing the backlog, which led to crime victims waiting for nearly 10 years before receiving a U-visa.

Relatives, authorities ask for public's help with investigation of Ole Miss player's fatal shooting
MEMPHIS, Tenn. (AP) — Authorities on Monday asked for members of the public to provide surveillance footage and details from eyewitnesses as they investigate the fatal shooting of an Ole Miss freshman football player in a Memphis neighborhood after a pool party. Corey Adams, an 18-year-old defensive lineman from New Orleans, was found with a gunshot wound inside a vehicle at an intersection in the Memphis suburb of Cordova on Saturday night, said Anthony Buckner, chief deputy of the Shelby County Sheriff's Office. Adams died at the location of the shooting. Four other men who suffered gunshot wounds that were not life-threatening arrived at nearby hospitals in personal vehicles. Three of them had been released from the hospital as of Monday afternoon, Buckner said. The shooting happened after a pool party attended by about 100 people, including Adams, Buckner said during a news conference. About 40 rifle and pistol casings were found at the shooting scene. No arrests have been made. Buckner asked members of the public who may have information useful to investigators, including surveillance footage from video cameras at neighbors' homes, to come forward. 'We have far more questions right now than we have answers,' Buckner said. 'We know people saw something or heard something.' Adams, who played at Edna Carr High School in New Orleans, is listed on the Ole Miss football website as a 6-foot-4-inch, 235-pound defensive end. He had been one of the top defensive lineman recruits in the country. Adams' mother, who spoke at the news conference but declined to be named for fear of retribution, said Adams was a loving son and brother who had hopes of playing in the NFL. At the Texas Capitol, Republican House Speaker Dustin Burrows gaveled in a 30-day session and appointed a committee to oversee what is already escalating into a contentious battle over the state's voting maps. Democrats promised to fight the redraw but they are heavily outnumbered in the Texas Legislature, leaving them with few paths of resistance. 'Democrats are going to keep all options open and will do whatever is necessary to protect our communities,' said Democratic state Rep. Gene Wu of Houston, the House Democratic leader. Republican Gov. Greg Abbott added redistricting to a lengthy agenda he gave to lawmakers in ordering them back to the Texas Capitol. That list includes addressing Texas' catastrophic floods that killed at least 135 people and has put Kerr County officials under scrutiny over why residents were not given more warning. If too many Democratic voters are sifted into Republican districts, it could make them more competitive than they otherwise would be. The state is also tangled in litigation with civil rights groups who allege the maps were racially gerrymandered in 2021. Texas currently holds 38 seats in the House, of which 25 are held by Republicans and 12 by Democrats, while one seat remains vacant from the late Democratic Rep.
