The Chief Minister was chairing a meeting to review the progress of the Chief Minister's announcements.
Chief Minister said that it is the state government's primary responsibility to ensure the availability of essential services such as roads, electricity and water for residents in hilly regions like Morni. He asserted that even if there is only one household in a remote area, the concerned departments must take appropriate action to provide basic amenities, ensuring that no resident faces any inconvenience.
Saini directed that a special campaign be launched to make the state free of stray cattle. He instructed the Animal Husbandry and Dairy Department to work in mission mode, in coordination with the Urban Local Bodies Department and the Gau Seva Commission, to ensure that all stray cattle are removed from roads and public places and safely relocated to gaushalas within two months.
While reviewing the announcements of the Irrigation and Water Resources Department, Chief Minister directed that development works should be completed promptly and with high quality, ensuring that the benefits directly reach the public.
He further instructed that a survey be initiated to channel water from the Yamuna River in the Kalesar area to Panchkula and other regions. This water can then be utilized for agriculture and other purposes, thereby giving concrete shape to the 'River Linking Campaign' envisioned by Prime Minister Sh Narendra Modi.
Saini directed officials to regularly update the database of all subsidy-related schemes to ensure that farmers receive benefits in a transparent manner.
He also suggested that the department formulate a special plan for the development of high-quality seeds through agricultural scientists, enabling farmers to achieve better yields.
In addition, he said that the Horticulture Department should proactively engage with Farmer Producer Organizations (FPOs) and provide necessary technical guidance to farmers while promoting horticulture under this year's action plan.
Meanshile, the Managing Director/CEO of HARCO Bank, Dr. Prafulla Ranjan, has announced that the bank has waived all pro cessing fees and documentation charges on all types of loans for its customers until August 31, 2025.

Collector rates to go up in Haryana, Congress slams govt
Chandigarh: The revised collector rates are set to be implemented in Haryana from next month for property registration, with opposition Congress claiming it will send land prices sky high. The revised rates, which have been uploaded as draft proposals on websites of various districts for public objections which can be filed by July 31, vary across the state and even within specific localities depending on various factors. Collector rate is a minimum value at which the property can be registered in the government records and the registration fee and stamp duty to be paid while buying a property is based on these rates. At several places, the revised rates, which are set to come into effect from August 1, are likely to align with the prevailing market values of properties at different places. A 77 per cent increase has been proposed for residential land which is located two acres off the National Highway in Gurugram village, from earlier 25,300 per square yards to Rs 45,000 per square yard. In Gurugram's Carterpuri, the hike proposed in residential property is 25 per cent while in DLF Colony Old, it has been proposed to be increased by 19 per cent. In Rohtak district, the collector rates have been proposed to be increased by five to 25 per cent in different parts and in Panchkula, for several residential sectors, a substantial increase has been proposed. A hike in collector rates for industrial zones at several places has also been proposed. The previous hike in collector rates was made in December. Congress leader and former chief minister Bhupinder Singh Hooda demanded 'withdrawal of the increase in the collector rate' and said that the decision will send the land rates sky high. Asked about his demand on sidelines of an event here by media persons, Chief Minister Nayab Singh Saini said that during Congress' time too, collector rates were increased.

Chandigarh: Haryana Chief Minister Nayab Singh Saini said the state of Haryana is blessed to have 26 historic Gurdwaras which were graced by the footsteps of 'Hind Di Chadar', Shri Guru Tegh Bahadur Ji. On November 25, the Haryana Government will organize a grand event in Kurukshetra to mark the 350th martyrdom day of Shri Guru Tegh Bahadur Ji. The Chief Minister was presiding over a meeting held regarding the planning and organization of this event. The Chief Minister directed that at least five events should be organized in connection with Shri Guru Tegh Bahadur Ji. Saini said Prime Minister Sh. Narendra Modi's vision is to ensure rapid and inclusive development of every district and block of the country. It is a special mission and a people's movement. The mission is committed to empowering every citizen and ensuring that no district or block is left behind in development. The Chief Minister said this while addressing officers and employees at the State-Level 'Sampooranta Abhiyan Samman Samaroh' held today at Haryana Niwas in Chandigarh under the Aspirational District and Block Programme. He said the Aspirational District and Block Programme was launched in 2018 under the visionary leadership of Prime Minister Modi. Haryana Energy, Transport and Labour Minister Anil Vij said that Union Defence Minister, Rajnath Singh has given his consent for the inauguration of Ambala Cantonment Airport. Haryana cabinet approves uniform mineral transit fee
The Haryana Council of Ministers on Friday approved a uniform rate of inter-state mineral transit fee levied on all mineral laden vehicles entering Haryana. (ANI Photo) Also, the rate of royalty levied on stone, boulder and gravel which was increased by the Council of Ministers on June 26 from ₹45 to ₹100 per metric tonne was reduced to ₹80 per metric tonne. Royalty means dues payable to the land owner (the state government) for mining rights. An official spokesperson said now all vehicles entering Haryana and laden with minerals will have to pay a fee of ₹80 per metric tonne irrespective of the destination or point of consumption of the minerals transported. The fee will be deposited through the departmental web portal. The Council of Ministers on Friday also approved the omission of clause 17 in first schedule ie in case of mining lease granted under Rule 10 on application for associated minor mineral to the lease holders of major mineral, the rate of royalty for said minor mineral shall be 25% over and above the rates applicable for the mineral as specified in the columns above. The spokesperson said the state government's priority is to prevent illegal mining and ensure efficient mineral transportation monitoring. The Council of Ministers also approved the Haryana Contractual Employees (Security of Services) Rules, 2025, while Haryana Cabinet gave nod to increasing government guarantee from ₹25 crore to ₹35 crore for the grant of loan to Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam (HBCEWSKN) from National Minorities Development and Finance Corporation (NMDFC). A government spokesperson said that the Nigam is yet to cover the pending 979 beneficiaries belonging to minority communities during 2024-25 fiscal and the targeted 3,000 beneficiaries for the current financial year. To avail loan from the NMDFC in order to complete the said target, the limit of guarantee to be given to NMDFC on behalf of the HBCEWSKN has been increased from ₹25 crore to ₹35 crore. The Cabinet also approved amendments in the Group- B service rules of Haryana Women and Child Development Department. The amendments include updates in post nomenclature, pay scales, educational qualifications, and the inclusion of newly created posts in the departmental service rules. The posts of child development project officer (female) and programme officer (female) have been officially renamed as women and child development project officer (female) and district programme officer (female), respectively, as per earlier government notifications. In addition, Rule 14 of the departmental service rules, 1997 has been updated to replace references to the Haryana Civil Services (Punishment and Appeal) Rules, 1987 with the revised 2016 rules. VAT reduced on aviation turbine fuel 1% from 20% The Council of Ministers on Friday gave its approval to prescribe concessional rate of value added tax (VAT) at the rate of 1% in place of 20% on aviation turbine fuel (ATF) sold at all airports across the state to promote regional air connectivity and allied aviation activities. An official spokesperson said the revised notification aligned with the Ministry of Civil Aviation's UDAN scheme and the tripartite memorandum of understanding (MoU) signed in 2017. New policy for granting easement rights pertaining to revenue rastas A new policy for granting easement rights pertaining to revenue rastas was approved for accessing and continuing services between the land parcels, enabling optimal use of sites under the same ownership, while ensuring that the usage of revenue rasta will not face hindrance or restrictions,' said an official spokesperson. Extension of medical facilities for MLAs, family members and recipients of family pension An amendment in the Haryana Legislative Assembly (Medical Facilities to Members) Rules, 1988. The amendment aims to extend the medical facilities currently admissible to every MLA for themselves, their family members and to the recipients of the family pension as well, was approved. Haryana Registration of Births and Deaths Rules, 2025 The Council of Ministers approved the Haryana Registration of Births and Deaths Rules, 2025. These rules have been framed in accordance with the model draft received from the Registrar General of India to bring the state's registration system in line with the latest national standards. Redressal of the grievances of allottees of Panchkula agro-mall A proposal regarding redressal of the grievances of allottees of Panchkula agro-mall was approved. An official spokesperson said the allottees will be offered interest at the rate of 7% on the amount paid for the delayed period in delivery of the possession. Further, the amount to be charged will be calculated from the date of delivery of the possession till the actual realisation along with interest as per provisions of Vivadon Ka Samadhan-II policy. Relief for plot allottees of the Haryana State Agricultural Marketing Board In a relief to the plot allottees of the Haryana State Agricultural Marketing Board (HSAMB), the Haryana government has decided that in cases where no dues certificates (NDCs) have been issued or conveyance deeds executed but the plot and property management software reflected a balance amount, only the pending principal amount as on the date of issuance of NDC or execution of conveyance deed will be recovered. Interest and penal interest in such cases will be waived off, an official spokesperson said.
