As India commemorates Kargil Vijay Divas, a retired senior Army officer recalled what happened when the then-Pakistani DGMO arrived in India to meet his Indian counterpart. As Pakistani troops started to struggle in early July 1999, then-PM Atal Bihari Vajpayee called his Pakistani counterpart, Nawaz Sharif, and asked him to send Pakistan's Director General Military Operations (DGMO) for talks with the Indian DGMO.
In the meeting, India aimed to convey to Pakistan the plan for their full pull-back beyond the Line of Control (LoC). For the talks, then-Indian DGMO Lt Gen Nirmal Chander Vij (retd), accompanied by then-deputy DGMO Brig Mohan Bhandari (retd) to meet Pakistani DGMO Lt Gen Tauqir Zia (retd).

However, what was interesting was the fact that the Pakistani DGMO came all alone for the meeting at Attari. This meeting was significant since this was the first time the two DGMOs came face to face during the Kargil War. While speaking to The Times of India, Bhandari recalled a peculiar interaction with Zia.
'Miyan Saab ne joote khane ke liye akele bhej diya'
Bhandari, who later retired as Lt Gen and now lives in Ranikhet, recalled that he was surprised seeing Lt Gen Zia arriving alone, saying it was 'something highly unusual for DGMO meetings.'
'As per the schedule, we left Delhi at 6.30 am on July 11 for Amritsar, where we reached around 8.15 am. From there, we boarded a chopper to Attari. After reaching the meeting spot, when I went to check on the Pakistani side, I saw Zia standing by himself, smoking, his cap askew,' the retired Indian Lt. General told TOI on Saturday.
'As I met him earlier about 3-4 times during talks on Siachen, I asked him, 'Ye kya hai Tauqir… akele? (How come you are alone?)' He replied, 'Kya karun? Miyan Saab ne joote khane ke liye akele bhej diya'(What could I have done? Miyan Saab sent me alone to take the blows),' he averred, adding that 'Miyan Saab' was a reference to then-Pakistan PM Nawaz Sharif.
Bhandari mentioned that the protocol did not allow the Indian DGMO to meet his Pakistani counterpart without any accompanying delegation. 'I asked Zia to call over personnel from the Pak Rangers, stationed at the border, for formality's sake. Three officers joined him. But despite that, we deliberately made them wait for 10 minutes as we all were angry with what they did in Kargil amid the ongoing peace talks between the two sides.'

The war could have concluded before
Bhandari told TOI that the meeting between the two DGMOs went on for three hours, during which the Indian DGMO gave them 'directions on the Dos and Don'ts while fully retreating beyond LoC.' 'Zia and his three associates just took notes without saying anything, for obvious reasons as they were on the losing side… when our DGMO asked if they had any doubt, Zia just replied, 'No doubt',' Bhandari revealed.
Bhandari recalled that one of the conditions laid by Lt Gen Nirmal Chander Vij, the veteran who served for nearly 40 years in the Army, was that the Pakistanis were not supposed to lay landmines while retreating from Indian territory, but they 'did the exact opposite'.
'Against the accepted conditions, they continued to attack our troops in various skirmishes, and we decided to teach them a lesson by carrying out heavy shelling on their posts across LoC from July 15 to 24. It was only then that they fully pulled back, and the conflict officially ended on July 25. If they had accepted the conditions in the first place without further violence, it would have ended by July 16 or 17,' Bhandari recalled.

It is truly inspiring to witness the remarkable similarities between Lee Kuan Yew, the founding father and visionary architect of modern Singapore, and N. Chandrababu Naidu, who has been rebuilding Andhra Pradesh from the ground after the state's painful bifurcation. Both leaders have demonstrated visionary thinking, indomitable will, and relentless drive to steer their respective regions toward prosperity defying all odds. During Naidu's recent visit to Singapore for the World Cities Summit, several Singaporean dignitaries, including then Finance Minister Tharman Shanmugaratnam, drew striking parallels between the leadership styles of Lee Kuan Yew and Naidu. Lee Kuan Yew transformed Singapore from a struggling third-world country into a first-world economic powerhouse within a few decades. Likewise, Naidu has taken on the herculean task of rebuilding the residual Andhra Pradesh, which was left bleeding after bifurcation, and is now steadily propelling toward becoming a leading state in India. Upon arrival, Telugu families in Singapore welcomed him and Minister Nara Lokesh with traditional fervour and treated them to classical Kuchipudi and kolatam renditions. Around 2,500 members of the Telugu diaspora gathered to meet the Chief Minister, who graciously interacted with every individual and posed for photographs for posterity. Naidu and Lokesh held back-to-back meetings with representatives of various global organizations, explaining the state's positive investment climate and inviting them to become stakeholders in the State's development. As part of an overwhelming 26 official engagements, they visited several key projects and studied the best practices for implementation back home. The Indian High Commissioner to Singapore, Shilpak Ambule, extended full support to the delegation. Notably, the Chief Minister engaged in critical discussions with leaders of major companies such as Temasek Holdings, CapitaLand Investment (India), Mandai Wildlife Group, and Sumitomo Mitsui Banking Corporation. These conversations centred on industrial development, port-led infrastructure and logistics. Naidu presented Andhra Pradesh's economic potential through a detailed PP presentation highlighting the state's resources, strategic location, and pro-industry policies. As a result of Y S Jagan Mohan Reddy government's chaotic and investor-unfriendly policies, Andhra Pradesh's brand image had taken a severe beating. Naidu and Lokesh's tireless efforts during this visit were specifically aimed at restoring confidence among global investors. The trip proved instrumental in reigniting interest among international industrial giants to set up operations in the state. Andhra Pradesh is now poised to become a prime investment destination. With a growth target of over 15 per cent, the State's focus on ease of doing business and proactive governance is expected to trigger a fresh wave of industrialisation. The state government is working toward creating 20 lakh jobs within five years, fulfilling its electoral promise and laying golden paths for the youth. The Chief Minister also laid out region-specific industrial and trade development plans and emphasised the strategic importance of Andhra Pradesh's vast 974-km coastline. Six ports are operational, and four more are in the pipeline. Integrated development plans involving road, rail, and inland water transport are being pursued to foster port-based industries. Naidu assured the CEOs and investors he met that the government would provide all necessary infrastructure. 'Now is the right time to invest in Andhra Pradesh,' he reiterated. His vision is to transform Andhra Pradesh into a logistics hub along the East Coast, leveraging its long coastline and deep-water ports. Naidu's efforts to restore the state's credibility, rekindle ties with Singapore, and chart a new course for Andhra Pradesh's economic revival are commendable. As the state gears up to host the Partnership Summit 2025 in Visakhapatnam on November 14–15, the focus will be on reimagining the state's industrial landscape. The entire nation is now watching Andhra Pradesh with renewed interest. After five years of stagnation, the state is poised to rise again Phoenix-like. The government is exploring every possible avenue to ensure financial empowerment and economic resurgence. Indeed, it is a matter of great pride that a visionary like Chandrababu Naidu is drawing comparisons with none other than Lee Kuan Yew. Both leaders—through their foresight, discipline, and determination—have proven how transformational leadership can change and rewrite a region's destiny. BJP's state general secretary Agnimitra Paul on Saturday (August 2, 2025) alleged that the Banerjee-led government was ignoring development, while giving out doles. Ms. Paul, the MLA of Asansol South constituency, said building temples and giving grants for puja cannot be the objective of a government. "This shows the government is shifting its priorities. Instead of building roads and creating employment opportunities, Mamata Banerjee is busy doing politics of religion," she alleged, speaking to reporters. Now, members of other communities will demand that the government build their places of worship, just like the Jagannath temple in Digha, she added.
