
Global markets now ‘short of beef'
Lowry, who judged the cattle classes at this year's Omagh Show, told Agriland: 'We may not get back up to £7/kg but the reality is that the UK and the rest of the world is short of beef at the present time.
The Scottish breeder noted that consumers have already shown that they are prepared to pay realistic prices for beef, provided the quality of the meat is is good.
He said: 'There has been a haemorrhaging of suckler cow numbers over recent years. This is because farmers were not getting prices for stock that covered their costs.
'And, as a consequence, they either cut cow numbers or got out of sucklers altogether. Thankfully, circumstances are changing, which can allow farmers to look again at suckler production with a degree of confidence.'
Lowry is very aware of the growing focus that has been placed on beef from the dairy herd.
'But quality beef will still be required from the suckler sector. And the need to maintain cow numbers in this context is obvious,' Lowry added
Irrespective of what happens in the future, Lowry feels that the days of beef farmers receiving rock-bottom prices for their cattle are over.
He said: 'Consumers realise the costs required at farm level in making quality beef available. And this factor alone should help to bolster UK markets during the period ahead.'
Food inflation
Lowry was speaking against the backdrop of food inflation figures starting to notably strengthen once again.
According to the UK's Office of National Statistics, the 12-month inflation rate for food and non-alcoholic beverages was 4.5% in June 2025.
This was the third consecutive increase in the rate. It is the highest recorded since February 2024, but is well below the peak seen in early 2023.
There were small upward effects to the change in the rate from three of the eleven food and non-alcoholic beverages classes: namely bread and cereals (particularly cakes), meat, and milk, cheese and eggs (mainly cheddar cheese).
These were partially offset by small downward effects from the sugar, jam, syrups, chocolate and confectionery class (from chocolate products), and mineral waters, soft drinks and juices (from fruit juice).
The official figures also confirm that the UK's Consumer Prices Index (CPI) rose by 3.6% in the 12 months to June 2025, up from 3.4% in the 12 months to May.
On a monthly basis, CPI rose by 0.3% in June 2025, compared with a rise of 0.1% in June 2024.

Civil servant knew a year before Cabinet that Arts Council IT project might need to restart
The Government's chief information officer was aware, well over a year before the issue was raised at Cabinet, that the Arts Council 's botched information technology (IT) project may need to restart. The senior civil servant, who is based in the Department of Public Expenditure , ordered an external review of the IT grants system in early 2024 after learning it could take three more years to finish. That review found that the IT system was not viable, that the project could overrun and that the final system may not even be used by the council. Despite this, the review formed the basis of a 'rescue' plan, in which the council asked the Department of Culture for 'significant investment' to save the project. [ Three firms that shared €4.8m from Arts Council for abandoned IT project named Opens in new window ] In response, the council's parent department sanctioned the council to hire two more senior IT roles in an attempt to save the doomed project. By this point, the project was geared towards overhauling the grants management system for the arts sector and had already cost almost €6 million. READ MORE Government chief information officer Barry Lowry was involved in advising the council throughout the project in his capacity as the main adviser on public service information and communication technology. [ Government to appoint chief information officer Opens in new window ] Mr Lowry was approached by the council in December 2023, as the State agency became increasingly concerned about the then almost four-year-long project that had not produced a functioning IT system. Correspondence between Mr Lowry and the council in December 2023, released under Freedom of Information legislation, shows he was aware the project may need to begin again. 'What you certainly need at this stage is an accurate cost/time to fix or an honest assessment that you would be better starting again,' noted Mr Lowry. He added that 'if, and I hope this is not the case, you are in the start again space', his office had 'grant management solutions' used for the Department of Public Expenditure that should be shown to the council. Mr Lowry was also aware that the state of the project could result in the council taking legal action against at least one contractor. In a meeting with the council in January 2024, Mr Lowry asked to discuss the suggestion that the IT project 'could be delayed by a further three years'. By February, he had ordered Storm, a technology consultancy firm, to conduct a two-week review of the architecture of the council IT project. The Office of the Chief Government Information Officer paid for the review, which was scheduled to cost no more than €50,000. A document prepared by the council said any architectural review should consider if the project was compliant with 'design principles' and value for money. Following the Storm review, the council wrote to the Department of Culture explaining the report showed 'we are at an extremely critical juncture with the project, one which requires making significant investment in ... the short term ... in order to rescue the overall project'. These emails, which were released by the council to the Dáil's Public Accounts Committee , show the arts agency succeeded in getting sanction to hire two new directors of IT. A spokesman for the Department of Public Expenditure said it 'has been very clear on numerous occasions that the focus of the OGCIO [Office of the Chief Government Information Officer] was solely on the technical issues with the project and not on the budgetary implications, which was a matter for the Arts Council and its parent department'. The spokesman said the Storm review ordered by Mr Lowry 'did not examine the project costs or business case, which remained the responsibility of the parent department'. A Department of Public Expenditure spokesman said that the review ordered by Mr Lowry found that the system 'was not irretrievable but would have an associated cost in relation to necessary actions to ensure its capability. At no stage did this review examine the cost of the project, as it focused on technical fitness for purpose.' 'Ultimately, the Arts Council and its board decided to take an alternate approach and in line with DGOU [Digital Government Oversight Unit] processes, it remained proper and correct that the Arts Council took the matter forward through its parent department.'

Primary health centre developer close to breaking ground on Youghal site
PHP's chief executive Mark Davies said his firm is very close to agreeing final terms with the HSE for a 25-year lease, with rent reviews tied to the Irish consumer price index (CPI) inflation rates. The primary health centre model typically involves a developer like PHP building and owning a purpose-built medical centre and leasing it to the HSE for use by a mix of GPs and other clinicians. Similar developments had been at a standstill in recent months as building inflation pushed construction costs ahead of HSE rent scales. 'The market has been challenging for three to four years because of build cost inflation and in has taken time for that (rents) to catch up,' Mr Davies said. 'Higher rents are capturing build cost inflation which has now stabilised.' If the developer had not been able to agree rent terms, the entire tender process would go back to the start of the tender process with significant delays, he said. Earlier this month PHP said it was eyeing €75m of investment in three new-build Irish medical facilities, amid signs that rent hikes are incentivising investment. PHP is also in the process of executing an agreed merger with Assura, a UK peer operating in the same segment that has another two sites here in its development pipeline. The PHP sites are closer to commencement, Mr Davies said, including projects in Donnybrook in Dublin and Enniscorthy, Co Wexford. The UK stock market-listed business already has 22 properties in Ireland including in Dublin, Kildare, Wicklow and Cork, representing around 10pc of its entire business. The existing PHP portfolio in Ireland is valued at around £300m (€340m) versus Assura's £75m of Irish assets. ADVERTISEMENT The potential combination of PHP and Assura assets in Ireland will provide possible additional options to use the scale of a euro-denominated balance sheet to cut funding costs, Mr Davies said. PHP's leases to the HSE and other government bodies account for around 75pc of income in Ireland, but tenants also include Laya, after the business made a €22m acquisition of the property housing the Laya Health & Wellbeing Clinic in Cork earlier this year. Yesterday, PHP reported interim results for the six months ended June 30. They showed rising rents, profits and valuations across the business, Mr Davies said. Net rental income in the first half of the year was £78.6m for the business as a whole, with 88pc of that from government bodies in the UK and Ireland. PHP is pushing ahead with the proposed merger with Assura that has the backing of both boards. The combination will create a UK Reit with a £6bn portfolio of long-leased, government-backed healthcare assets.
