NCC joint state delegates conference focuses on expansion and national development
Bhopal: The Joint State Delegates and Additional/Deputy Director Generals Conference of National Cadet Corps (NCC) was organised at Kushabhau Thakre International Convention Centre on Tuesday.
The Minister of State for Defence, Sanjay Seth, inaugurated the conference and was received by Lt. Gen Gurbirpal Singh, PVSM, AVSM, VSM, DGNCC, who presented the welcome address.
The conference saw participation from the Education Minister, Youth & Sports Minister, senior Ministry of Defence officials, state department representatives handling NCC matters, State NCC Chiefs, and senior DGNCC Headquarters officers.
The primary focus was on expanding NCC to accommodate 3 lakh cadets, with numerous states already confirming their support. States also pledged swift approval for training infrastructure projects essential for this expansion.
The DGNCC presented NCC's accomplishments and growth, along with expansion strategies. He specifically addressed the need for establishing comprehensive training and camping facilities across all states to boost cadet performance and enthusiasm.
The Minister of State for Defence Seth emphasised NCC's significance in national development during his speech, noting its success in cultivating disciplined, responsible youth with leadership abilities. The expansion initiative also creates employment prospects for Ex-Servicemen (ESM) as NCC Instructors, a process already underway.
The Minister commended NCC's involvement in national initiatives like Swachh Bharat Abhiyan and its dedication to social welfare alongside regular training.
He also recognised the NCC Mount Everest Expedition Team's achievement in summiting Mount Everest on May 18, 2025, demonstrating the courage and determination that NCC instils in youth.
He called upon state govts to fulfil their commitments regarding manpower, funding, and infrastructure support for the expansion.
The conference exemplifies the joint effort between central and state authorities to enhance NCC's contribution to national development and secure India's future progress.

659 Agniveers graduate out of MLIRC in Belagavi
As many as 659 Agniveers passed out of the Maratha Light Infantry Regimental Centre (MLIRC) in Belagavi on Thursday. The fifth batch of Agniveer under the Agnipath scheme witnessed the culmination of training. A ceremonial attestation parade with full military traditions was organised at MLIRC. As many as 659 Agniveers were attested after their successful completion of 31 weeks of training. The attestation parade of the Agniveers was reviewed by Commandant of MLIRC Brigadier Joydip Mukherjee who applauded the Agniveers for their immaculate turnout and very high standards of drill. The parade was commanded by Agniveer Gajanan Rathod, while Lt. Col. Digvijay Singh was the parade adjutant. The Agniveers took the Oath of Affirmation in presence of the national flag, the regimental flag and holy religious books in an impressive ceremony witnessed by parents of the Agniveers, serving and retired fraternity of the regiment, dignitaries of Belagavi, cadets of NCC and the young students of various schools. The pride with which the Agniveers took oath made the ceremony even more impressive. Addressing the newly attested Agniveers, the reviewing officer reminded them of the rich heritage and the glory of MLIRC as one of the oldest Infantry regiments of the Indian Army. He also stressed upon the importance of discipline and physical fitness in a soldier's life. He exuded the confidence in the training given at the Regimental Centre and said that it will stand the young soldiers in good stead before wishing them the very best in their future assignments. The reviewing officer also awarded medals to meritorious Agniveers for excelling in different spheres of training. Naik Yashwant Ghadge Victoria Cross Medal for overall Best Agniveer was awarded to Agniveer Kaple Krishnat. The attestation parade concluded with a solemn wreath-laying ceremony at the Sharqat War Memorial to pay respects to the bravehearts of the regiment by the reviewing officer and the Agniveers. The proud parents of the Agniveers were also felicitated with Gaurav Padak to honor them for motivating their wards to serve the nation, according to a release.

'Near consensus': Hegseth says Nato close to deal on 5% defence spending

No country is yet at 5%, not even the US, but Hegseth said there was progress on agreeing to the target. But considering 2% was the goal that President Trump set out in his first term, President Trump said other countries need to carry the burden, pay the fair share, and a lot of people thought that was impossible, it couldn't happen, and here we are: countries in there are well exceeding 2% and we think very close, almost near consensus, on a 5% commitment for Nato.' He, however, said there are a few countries that are not quite there yet but expressed the desire to get them there. 'I won't name any names. It's amongst friends in that room. We'll get them there. But from France to Germany to the Baltics to the Nordic countries to Poland to Greece to Hungary, to so many more, the commitment is there 5% on defence spending. When you consider the threats that we face, the urgency in the world, it's critical,' he added. 'Capability targets' Nato Secretary-General Mark Rutte confirmed ministers agreed on 'capability targets' to strengthen military readiness. These targets involve priority acquisitions like long-range missiles, drones, and air defence systems, as well as logistics tools to enhance rapid deployment. 'All these investments have to be financed,' AP quoted Rutte as saying. Earlier in the days as he arrived for the Nato meeting, Hegseth said that all Nato members must commit to spending 5% of their GDP on defence by the upcoming summit of Nato leaders scheduled for June 24–25. According to diplomats, European allies recognise that increasing defence spending is essential to securing continued US support for the continent's security. They believe enabling President Trump to claim a victory on his 5% demand is key to maintaining American engagement, especially during the Hague summit, reported Reuters. Hegseth expressed support for that plan on Thursday. 'You got to spend to have hard power,' Reuters quoted Hegseth as saying. 'This alliance, we believe, in a matter of weeks, will be committing to 5%: 3.5% in hard military and 1.5% in infrastructure and defence-related activities, that combination constitutes a real commitment.' Spain not on board However, not all member states are aligned. Spain, for instance, has expressed hesitation about adopting the 5% target. 'We think that this 2% is enough to meet the responsibilities we have committed to,' Reuters quoted Spanish Defence Minister Margarita Robles as saying on Thursday. 'What is important is that each country is able to meet the objectives it has set itself,' Robles added. Meanwhile, Rutte said allies are set to agree Thursday on 'historic' new capability targets —defining troop numbers, weapons, and ammunition contributions — to better balance defence efforts across Europe, Canada, and the US. Germany will need 50,000–60,000 additional active troops under the proposed targets, according to German Defense Minister Boris Pistorius. Disagreements remain over the timeline for meeting the 5% spending goal. Rutte has suggested 2032, a deadline some Eastern European countries say is too slow, while others see it as too ambitious. Estonia wants the target reached within five years. 'We don't have time for 10 years, we don't have time even for seven years,' said Estonian Defense Minister Hanno Pevkur. Sweden is pushing for 2030. Debate also continues over what counts as 'defense-related' spending, with possible inclusion of cybersecurity and certain infrastructure projects. PM Modi chairs first union ministers' meet after Operation Sindoor
Prime Minister Narendra Modi chaired a high-level meeting of the Union Council of Ministers in the capital on Wednesday, marking the first such gathering following the recent Pahalgam terror attack and Indias retaliatory actions under Operation Sindoor.
