
Philippines: $17 fee per passenger at airports set
The adjustment, outlined in Memorandum Circular (MC) No. 019-2025 dated April 4, 2025, comes ahead of the summer travel season, when passenger traffic typically surges.
The circular, signed by Raul L. Del Rosario, the agency's Director General, contains the revised schedule of all airports and concession fees and charges for all airports under CAAP.
$17 per passenger
According to the circular, the PSC for international flights will rise from from the existing ₱700 to ₱900 ($17) per passenger, a 28% increase.
12 international airports
The Philippines has 12 international airports, including major hubs like Ninoy Aquino International Airport (NAIA) in Manila, Clark in Pampanga and Mactan-Cebu International Airport in Cebu.
By comparison, passengers flying out of Singapore's Changi Airport currently pay a $46.40 passenger service and security fee (PSSF), which will further increase by $3 annually starting April 1, 2027.
According to CAAP, the PSC is typically included in the ticket price when passengers book their flights, and airlines are responsible for remitting the payment to the airport.
However, due to the new policy, the additional charge must now be paid directly at the airport, if the lower fees were charged during the time the ticket was purchased.
Passengers are advised to prepare the correct and sufficient amount to cover the additional terminal fees.
New fees for domestic flights
For domestic flights, the new charges will vary depending on the classification of the airport of departure:
₱350 – International airports
₱300 – Principal Class 1 airports
₱200 – Principal Class 2 airports
₱100 – Community airports
Currently, the domestic PSC is uniformly set at ₱200.
The memorandum explicitly states that passengers who refuse or fail to pay the required PSC will not be permitted to board their flights.
OFWs exempted
However, exemptions are granted to specific categories, including children under the age of two, transit passengers, overseas Filipino workers (OFWs) departing the country, and passengers who were denied entry into the Philippines.
The circular indicates that the new rates will be enforced 15 days after the memorandum's publication in two newspapers of general circulation, in accordance with regulatory procedures.
Although CAAP has not specified the exact date when the revised charges will take effect, local media reported the new fees would kick in from today, Monday (April 21).
This development comes amid rising airport operational costs and increasing demand for air travel.

Cebu Pacific passenger traffic up 25% on Dubai–Manila route in early 2025
Cebu Pacific reported a strong surge in travel demand on its Dubai–Manila route, carrying 40,000 more passengers in the first half of 2025. In an exclusive interview with Cebu Pacific, the airline said this represents a 25% increase compared to the same period last year. The growth was attributed to strong demand, driven by low fares and expanded seat availability. Data showed that 17% of passengers on the Dubai–Manila route and 5% on the Manila–Dubai route were classified as overseas Filipino workers (OFWs). Most passengers were tourists, with the Dubai–Manila leg recording a higher tourist volume. To meet growing demand, the airline increased seat capacity on the Dubai route by 20% compared to last year. However, there are currently no plans to add more flights. The Gokongwei-led low-cost carrier also announced that it flew a total of 13.9 million passengers across its network in the first half of 2025, up from 11.5 million in the same period last year. Of this total, 10.35 million were Philippine domestic passengers while 3.54 million were international. 'For the first half of 2025, our load factors have increased despite seat growth of more than 20 percent. This reflects the continued strength of air travel demand within our network,' said Xander Lao, president and chief commercial officer of Cebu Pacific. However, Lao said the airline is reducing capacity in the second half of the year due to the off-peak travel season and to manage ongoing engine and supply chain challenges. He noted that capacity growth will remain steady in the third quarter and is expected to rise again in the fourth quarter. Cebu Pacific currently operates a fleet of 99 aircraft and serves 37 Philippine domestic and 26 international destinations across Asia, Australia, and the Middle East. The airline is set to receive more aircraft in 2025 to support its growing network, after adding 17 new aircraft last year.

DMW Files Plunder, Graft, Malversation Charges Against Ex‑OWWA Chief Ignacio Over ₱1.4 B Land Deal
The Department of Migrant Workers (DMW) formally lodged criminal complaints before the Office of the Ombudsman against former Overseas Workers Welfare Administration (OWWA) Administrator Arnell 'Arnel' Ignacio, alongside his two former deputy administrators and six private individuals, concerning a controversial ₱1.4 billion land acquisition deal. The charges include violations of the Anti‑Graft and Corrupt Practices Act (RA 3019), the Plunder Law (RA 7080), and Article 217 of the Revised Penal Code for malversation of public funds. The deal involved purchasing a 1.5-hectare property near NAIA Terminal 1 in September 2024, intended for use as a halfway house for returning OFWs. DMW Secretary Hans Leo Cacdac highlighted several irregularities: the OWWA Board of Trustees was not consulted nor authorized the sale, and crucial documents—including vouchers and checks—were approved even before the Deed of Absolute Sale was executed. Additionally, a portion of the transaction's value—estimated at around ₱97 million—was allegedly attributed to the inclusion of 52 'ghost' condominium units that do not exist. Ignacio had already been removed from office in May 2025 due to 'loss of trust and confidence,' as the deal bypassed board approval on multiple crucial matters. He has since denied any wrongdoing, stating the deal was undertaken transparently and was intended to benefit OFWs. Ignacio claimed the board was aware of the negotiations, although DMW maintains it was only informed post‑completion. The ongoing investigation is now being coordinated with the Commission on Audit and the Department of Justice, with DMW indicating that civil damage claims may also be pursued. Ignacio's ouster prompted the appointment of Patricia Yvonne Caunan as the new OWWA chief, tasked with restoring institutional integrity.
