How Employers Can Forecast – And Mitigate – The Overlooked Business Costs Of Climate

Throughout my work as a surgeon and a U.S. senator, I have focused on practical solutions that keep people healthy, safe and resilient, that are firmly backed by data. Today, I see a new data-driven reality: climate impacts—from extreme heat to wildfire smoke—are steadily eroding workforce health and driving up employer medical costs. I've spent the last 18 years building healthcare companies that address gaps in care and improve health outcomes, but most employers I've worked with can't easily measure and adapt for the extreme weather that's impacting their workforce and their patients. A group I'm a part of has set out to change that.
On May 5th, the National Commission on Climate and Workforce Health and Mercer launched the Climate Health Cost Forecaster, a first-of-its-kind digital tool that converts extreme heat, smoke, floods, and hurricanes into CFO-ready figures across any zip code. Built on a model developed by Mercer, the Forecaster fuses public climate data with health-care claims to project 10-year cost curves.
Early results are blunt: employees in climate-controlled settings rack up 40 percent lower medical costs, while agriculture, utilities, and construction can face double the risk of climate-driven claims. Additional research shows a troubling gap: 77 percent of U.S. workers say climate events have already impacted them or their families, but only 4 percent of employers have mapped out who is most vulnerable.
These events are becoming more frequent, and employees know it. New polling from the Commission and Northwind Climate found that 1 in 4 U.S. workers say they already face 'high' or 'very high' health risks from climate-related hazards on the job. The Forecaster finally gives business leaders a way to understand these trends and turn risk into readiness.
Data alone, however, does not heal people; investments do. Louisville's Green Heart Project proves the point. Over three years, researchers planted more than 8,000 trees and shrubs across four square miles in a double-blind study and tracked residents' health. Those living in the 'greened' zone showed 13–20 percent lower levels of C-reactive protein—a marker that is a strong risk indicator for heart attack and other chronic conditions—than neighbors without a new canopy. Cleaner air, cooler streets, and reduced stress arose from something as replicable as planting trees along city blocks. These types of projects offer inspiring case studies for forward-thinking business leaders.
Parametric insurance is another innovative example. After the record May 2024 heat waves in India, a Swiss Re–backed plan for the Self-Employed Women's Association triggered cash payouts to more than 46,000 outdoor women workers when local temperatures breached pre-set thresholds. The policy replaces lost wages on days that are too dangerous to work, letting workers buy cooling supplies and cover medical costs without waiting for claims adjusters. Index-based covers like this could be adapted by U.S. employers for outdoor crews, converting extreme-heat volatility into a predictable line item and reinforcing the business case for preventive investments such as shade, hydration, and flexible shifts.
What employers should do now—before the next smoke wave or heat dome
Summer is already here—and with it, record-breaking heat, wildfire smoke, and another wave of extreme weather. Employers can't afford to wait for another crisis to act.
None of this is partisan. Protecting workers from heatstroke, smoke inhalation, and stress-related disease is good for health and good for business. Whether you manage a farm in Tennessee or a tech campus in California, the equation is the same: healthy people power healthy businesses.
As co-chair of the National Commission on Climate and Workforce Health, we'll keep surfacing the data, partnerships, and innovations that turn risk into resilience. But leadership ultimately rests with employers—and with partners willing to accelerate ideas that deliver both planetary and human dividends. Climate impacts are becoming a widespread condition, but they are not untreatable. Companies already pay for the symptoms in rising claims and absenteeism; with the right diagnostics and a few nature-based prescriptions, they can finance the cure. Our people and economy will be healthier for it.

Most employees responding to a recent survey said they believe employers are passing over competent candidates because employers aren't willing to train them, according to a May 28 report from Express Employment Professionals. In addition, 87% said companies should prioritize skills-based hiring over degrees, pushing back on outdated job requirements and unrealistic expectations. About 90% said they'd stay longer at companies that invest in training. 'In today's evolving labor market, adaptability is increasingly recognized as a critical asset by both employers and job seekers,' said Bob Funk Jr., CEO of Express Employment Professionals. 'Many business leaders are finding that while priorities may differ, there's common ground in practical strategies, such as flexible qualifications and onboarding programs focused on long-term growth,' Funk said. 'These approaches help bridge gaps in expectations while maintaining the high standards that drive sustainable success.' In the survey of more than 1,000 U.S. adults, 79% of job seekers said the skills gap is less about a lack of ability and more about employers' unwillingness to train. Nearly three-quarters also think employers should be willing to forgo some job requirements to find the right person. However, in a separate survey of more than 1,000 U.S. hiring decision-makers, 69% said the skills gap is wider than ever. Although 84% said their company has the resources to close the gap, a similar amount also said their company has waived some job requirements, such as years of experience, educational degrees, soft skills, hard skills and professional certifications. At the same time, challenges persist in shifting to skills-based hiring, the survey found. More than a third of hiring managers said they don't know how to assess certifications or online degrees, which can hinder their incorporation into the hiring process. To address skills-based hiring barriers, some employers are developing formal infrastructures, such as skills mapping and skills-based rewards, according to a Mercer report. These strategies can close talent gaps and encourage leadership buy-in, the report found. Looking ahead, 9 in 10 companies lack 'future-ready' talent strategies, particularly related to artificial intelligence capabilities, according to a report from The Adecco Group. Companies need to implement structured plans to support workers, build skills and lead through AI-related disruption, the firm said. Some HR professionals may feel stuck when addressing this talent conundrum as training continues to move lower on the priority list at many organizations, according to HR Dive's recent Identity of HR survey. Rent-free months and gift cards: How Toronto-area landlords are vying for tenants

TORONTO — Toronto landlords are trying to lure in tenants with rent-free months, complimentary Wi-Fi and $500 gift cards amid an unprecedented supply of condos and lower rents. Real-estate market experts say the fierce competition – which extends beyond the Greater Toronto Area – is giving renters more negotiating power, echoing trends last seen during the COVID-19 pandemic. Two months of free rent, free parking and gift cards for food delivery or public transit are among thousands of dollars' worth of perks and discounts advertised on Toronto rental listing websites and apps. While such incentives are ubiquitous in Toronto, landlords in other GTA cities and the Greater Hamilton Area are also locked in a tight contest that benefits renters. Michael Niezgoda, senior manager of market research and development at Urbanation, a Toronto-based real estate research firm, said a record 29,000 condominium units were completed in the Greater Toronto and Hamilton Area in 2024 and 40 per cent of that new supply has since entered the rental market. 'This has created a lot of competition between condo owners, they're very motivated to get tenants in to help pay their mortgage after closing on their new condos,' he said. There were 6,549 condo units available for lease in the Greater Toronto and Hamilton Area at the end of this year's first quarter – a 29 per cent increase from a year ago and 160 per cent higher than two years ago, last month's Urbanation report shows. The report also found that 63 per cent of buildings offered incentives to renters, more than double from a year ago. The vacancy rate for purpose-built rentals completed since 2000 in the Toronto and Hamilton areas was 3.5 per cent in the first quarter this year, the highest level since nearly four years ago. The report also found that condo rents are 10 per cent lower from their peak in 2023. Niezgoda said the second quarter might see a further drop, even though the majority of landlords are resistant to the idea. 'Looking at all this supply hitting the condo markets and (they) are thinking this could be a short-term market impact," he said. "To stay competitive in this short-term market, let's offer incentives instead of dropping rents.' Toronto Regional Real Estate Board's chief information officer Jason Mercer also said the record supply of condominium apartments is behind the surge in rental incentives. Mercer said he has seen similar trends during the financial crisis of 2008 and the COVID-19 pandemic, which gave renters "negotiating power on price." 'You also just benefit from a lot of choice, so it's easier to find an apartment, for example, that perfectly meets your needs," he said. The federal government has implemented a series of measures aimed at stabilizing Canada's population growth and addressing housing shortages, including a reduction in immigration levels and international student permits. But Mercer said demand for housing is still high and the number of lease transactions recorded by the board has increased because the population continues to grow and the GTA remains a top destination for newcomers. According to recent data from and Urbanation, the national average asking rent in April was down year-over-year for the seventh straight month, with Ontario recording the largest decline. Asking rents in the province fell 2.7 per cent to an average of $2,338. Zumper, a rental website operating in Canada and the United States, also found in April that rents for one-bedroom and two-bedroom apartments in Toronto had declined 8.4 per cent and 10.6 per cent, respectively, compared to the same month the year before. Zumper spokesperson Crystal Chen said many people were 'priced out' of the city when rents surged dramatically in 2023. But reduced demand and broader economic uncertainty mean apartments are now being rented for hundreds of dollars less than a year ago. 'All of this together, the new supply, the weaker demand drivers has resulted in a slower market,' Chen said, adding it's "a great time for a Toronto renter to find an amenity rich apartment that may have previously been out of reach.' But experts say the current market dynamics favouring tenants may not last long. Urbanation president Shaun Hildebrand noted in the report that construction of purpose-built and condominium apartments has slowed down significantly this year, and that is an indicator that rental incentives might disappear.
