NCBC submits pending annual reports for 2022–24 to President

The National Commission for Backward Classes (NCBC) has submitted its Annual Reports for 2022–23 and 2023–24 to President Droupadi Murmu, the Union Ministry of Social Justice and Empowerment said in a statement on Friday (May 30, 2025)
The reports were presented to the President on Thursday (May 29, 2025) by NCBC Chairperson Hansraj Gangaram Ahir and Commission Member Bhuvan Bhushan Kamal.
As per its constitutional mandate, the NCBC is required to submit these reports annually, reviewing the implementation of safeguards for communities classified as Other Backward Classes (OBCs). The Commission is also empowered to recommend measures that the Union and State governments ought to take for the 'protection, welfare, and socio-economic development' of these communities.
While the submission to the President is part of the regular process, the reports are made public only after they are laid in Parliament, accompanied by Action-Taken Reports (ATRs). The last NCBC report that was laid in Parliament was its consolidated tenure report for the period 2019–2022.
The latest submissions follow a considerable delay. Officials familiar with the process explained that the compilation of such reports involves collecting data from various State governments, which often leads to delays. Furthermore, tabling the reports in Parliament is contingent on the preparation of ATRs by different governments, adding to the time taken.
As The Hindu reported earlier this year, the National Commissions for Scheduled Castes (NCSC) and Scheduled Tribes (NCST) had also not submitted their Annual Reports for 2023–24 and 2024–25 as of last month. The NCSC's 2022–23 report, though submitted to the President in February 2024, is still awaiting tabling in Parliament.
In the case of the NCST, five reports covering the years 2018–19 to 2022–23 have been submitted to the President but are yet to be laid in the House.

VIZIANAGARAM The Central Tribal University of Andhra Pradesh, South India's first of its kind, is set to hold its first convocation on June 10, 2025 at the Convention Centre of Andhra University in Visakhapatnam. President of India Droupadi Murmu, Andhra Pradesh Chief Minister N. Chandrababu Naidu, and other dignitaries will be attending the convocation. A total of 197 students from five batches will receive their degrees during the ceremony. Although the university is located in Vizianagaram, the convocation is being held in Visakhapatnam due to security, accommodation, and other logistic concerns. The university's Vice Chancellor T.V. Kattimani recently met Ms. Draupadi in New Delhi and thanked her for accepting to be the Chief Guest. 'It will be a memorable moment for students as they receive their certificates from the President of India. This event will further enhance the reputation of the university and inspire many students to pursue higher education at our institution,' said Dr. Kattimani while speaking to The Hindu. Established in 2019 under the AP Reorganisation Act, the university currently operates from the old AU buildings in Vizianagaram. The university's permanent campus is being readied at Chinamedapalli village in Mentada mandal of Vizianagaram district. For the academic year 2025-26, the university plans to introduce more courses and provide on-campus accommodation for students. Dr. Kattimani said: 'Both the Union and State governments have been extending full support for the speedy construction of the new campus, which will have state-of-the-art facilities. We have requested the government to sanction additional faculty positions in accordance with the proposed new courses. We hope the government will accept our proposal before the beginning of the new academic year.'

The number of complaints alleging human rights violations by police personnel in the State is on the rise. While a total of 5,385 complaints were filed in 2024, the Karnataka State Human Rights Commission (KSHRC) has already received 2,899 complaints by May 30 this year. However, the police wing, headed by an Additional Director General of Police rank officer - meant to assist the commission by probing such complaints - has been referred only 40 complaints so far this year. This has raised eyebrows, especially given the fact that by the end of May, investigations by the police wing of the Commission have led to the indictment of as many as 15 police personnel. T. Sham Bhat, the acting chairman of the commission, said that only serious cases are referred to the police wing for investigation. 'Many complaints are regarding illegal detention by police personnel in districts outside Bengaluru, where timely intervention is needed. Sending police from here may not serve the purpose. So we refer cases from other districts to respective the Deputy Commissioners. Many complaints also pertain to deaths in prisons, which we refer to senior officials in the Department of Prisons and Correctional Services,' he said. Demand for a full-time chairperson The commission has been without a full-time chairperson for the past 14 months now, and Mr. Bhat has been serving as the acting chairman during the time. Several human rights activists have been demanding the immediate appointment of a full-time chairperson from the state government. 'A chairperson must be appointed without delay, as a headless commission means that the KSHRC is abysmally failing in its duty to protect human rights, especially when the state is the violator. If the Congress government claims fidelity to the Constitution, they must act now, to ensure that the KSHRC becomes functional and the constitutional mandate is fulfilled,' said Arvind Narrain, President, People's Union for Civil Liberties (PUCL), Karnataka.

'Based on data from the Caste Survey, we believe the challenges during this Commission's tenure will be met with timely recommendations to the state government, and its role will be crucial. The responsibility lies with the newly nominated members of the Commission, who are all capable individuals entrusted by the Chief Minister of Bihar, Nitish Kumar. Many good people have been appointed to various commissions, and work will progress across all fronts...' Prasad told ANI. He further stated that the Commission continued to be dedicated to upper caste development and added that, with the caste survey data, its role had become more important. 'This continues to be the only commission dedicated to upper caste development. Following the Centre's decision on EWS (Economically Weaker Sections), the state government also implemented it. With the Caste Survey data and these developments, the Commission's role becomes even more important...' he added. Earlier on May 30, ahead of the upcoming Bihar elections, Bharatiya Janata Party (BJP) leader Mahachandra Prasad Singh was appointed as the Chairman of the Commission. The Bihar General Administration Department issued the official notification on Thursday. Singh has been appointed for a three-year term. The move comes at a time when the state is witnessing significant political realignments. Former Union Minister and ex-JD(U) leader Ram Chandra Prasad Singh recently merged his political outfit Aap Sabki Awaz (ASA) with the Jan Suraaj Party led by Prashant Kishor. Singh had left the JD(U) in 2023, joined the BJP, and later launched his own party in 2024, announcing plans to contest the 2025 Bihar Assembly polls. The Bihar Assembly elections are expected to be held later this year. The National Democratic Alliance (NDA), comprising the BJP, JD(U), and LJP, is aiming to retain power, while the opposition INDIA bloc is preparing to challenge the incumbent Nitish Kumar-led government.
